مديرعامل سازمان عمران و بهسازي شهري در گفت*وگو با فارس:بازسازي بافت*هاي فرسوده 90 شهر كشور تصويب شد



خبرگزاري فارس: مديرعامل سازمان عمران و بهسازي شهري گفت: با اختصاص 32 ميليارد تومان اعتبار و يارانه بازساي بافت*هاي فرسوده محدوده 90 شهر كشور در كميسيون ماده پنج هيئت دولت تصويب شد.

منوچهر خواجه دلوئي در گفت*وگو با خبرنگار اقتصادي خبرگزاري فارس افزود: براساس حكم قانون بودجه امسال بازسازي بافت*هاي فرسوده محدود 90 شهر كشور در اولويت قرار گرفت كه براي نخستين بار در كشور دولت براي تسهيل اين امر 32 ميليارد تومان اعتبار اختصاص داد. وي با اشاره به اينكه طبق بودجه سال 84 بازسازي بافت*هاي فرسوده آغاز شده است اظهار داشت: اين طرح از هم اكنون آغاز شده است كه بر اساس آن عمدتا به ساخت و سازهايي كه توسط بخش خصوصي و مردم انجام مي شود يارانه در نظر گرفته شده از سوي بانكها ارائه مي شود. به گفته وي ارائه سوبسيد و يارانه كه 32 ميليارد تومان تعيين شده پس از اينكه توسط بخش خصوصي و مردم ساخت و سازي در محدوده*هاي ياد شده صورت مي*گيرد، ارائه مي شود. خواجه دلوئي در پاسخ به اينكه ايا اين ميزان سوبسيد كافي است يا خير اظهار داشت: اعطا و جذب 5 درصد تسهيلات و سوبسيد در نظر گرفته شده از سوي دولت يعني هزينه كردن 300 تا 400 ميليارد تومان سرمايه از سوي بخش خصوصي و مردم خواهد بود. مديرعامل سازمان عمران و بهسازي شهري گفت: براساس قانون برنامه چهارم دولت مكلف است تا در 10 سال آينده تمامي بافت*هاي فرسوده شهري را نوسازي كند به همين منظور براي عملياتي شدن اين حكم سازمان عمران و بهسازي شهري يك برنامه 10 ساله با ذكر تامين منابع تهيه و آنرا تقديم دولت كرده است. وي افزود: براي نوسازي بافتهاي فرسوده كشور منابع در نظر گرفته شده بخش دولتي، بخش مردمي، شهرداريها و سيستم بانكي مي*باشد كه براي 10 سال هزينه*اي بالغ بر 13 هزار ميليارد تومان خواهد بود. خواجه دلوئي گفت: بخشي از 13 هزار ميليارد تومان ياد شده براي بازسازي بافت*هاي فرسوده از طريق بانك جهاني تامين خواهد شد كه در اين ارتباط با سازمان عمران و بهسازي شهري براي توجيه بانك جهاني گزارشهاي خود را به اين بانك ارائه خواهد كرد. وي افزود: سازمان عمران و بهسازي شهري براي جذب اعتبار خارجي براي بازسازي بافت*هاي فرسوده از محل اعتبارات فايناس خارجي امسال 300 ميليون دلار اعتبار پيش*بيني كرده است. وي خاطر نشان كرد: شهرداري تهران تاكنون از محل حدود 160 ميليون دلار اعتبار خارجي جذب كرده است، كه در حال حاضر اين رقم به آرامي در حال جذب و هزينه كردن آن در بازسازي بافت*هاي فرسوده است. به گفته وي، گيرنده تسهيلات فايناس خارجي شهرداريها و با نظارت سازمان عمران و بهسازي شهري است

Oldest Street of Iran to be Renovated

Jan 14, 2006, Following the introducing of Qazvin as the first tourism city of the world, the first and oldest modern street of Iran will be repaired.

Shohada (Sepah) Street in Qazvin, which is the center of historical monuments of this city, will turn into a new tourism attraction site provided that the city authorities agree with this plan.

According to the memorandum of understanding signed on December between the head of United Nations Human Settlements Program and the former head of cultural heritage and tourism organization of Qazvin for selecting this city as the first tourism city of the world, the appearance of the city will be totally changed within three years.

Reconstruction of Sepah Street will take place under the name of "cultural garden project". This project, which officially started in 2003, aims at restoring the historical monuments of Qazvin including the Shohada St., the oldest street of Iran.

Nader Mohammad Zadeh, head of Housing and City Planning Department of Qazvin and former head of Cultural Heritage and Tourism Organization of this province, considered the renovation and maintenance of historical monuments such as Sepah St. and Tabriz Grand Hotel which is the oldest hotel of this country, as major steps in attracting domestic and foreign tourists to Qazvin and said, "Tourists who used to come to Qazvin did not have a clear idea about its tourism attraction sites. However, by implementing this project they will find new ways for visiting historical monuments of this city."

Mohammad Zade who was in charge of the Cultural Heritage and Tourism Organization of this city at the time of starting of this project added, "The first step for renovation of these monuments was to make free the surrounding lands from the hands of the owners of governmental or private sectors. Three out of eight and a half hectares of these lands have remained under the ownership of governmental organizations such as Education and Physical Education departments. The landowners will be compensated for, and the renovation of monuments located in these lands will start soon."

According to Mohammad Zade, around 30 billion Iranian Rials (an equivalent of 3 million US dollars) had to be paid to get the ownership of these lands while an additional 50 billion Rials is needed for the renovation of monuments.

Shohada St. contains three small bazaars which have totally been preserved in their original forms. In doing so, construction of new buildings or any changes in their appearance required approval by the Cultural Heritage and Tourism Organization of Qazvin, a law still in force by this organization.

Eng. Ziya Abadi, who is responsible for the workshops held by the Cultural Heritage and Tourism Organization of Qazvin talked about the history of this street by saying, "At the beginning, this street looked somewhat like Naqsh e Jahan Square in Isfahan. During the Safavid reign over Iran, this street was used for cavalry parades and governmental gatherings."

Parhizgari who is in charge of the research center for historical monuments of Qazvin, explained more about the renovation of Shohada St. and said: "This street would not be closed to the vehicles as it is the main route from north to east of Qazvin, but we are considering ways to decrease the traffic in this street and change its usage so that the least harm would be directed to this street. In this regard, creating more space is in our agenda besides renovation of historical monuments."

Safavid Citadel and its surrounding buildings which include Chehel Soutoon Castle, monuments of Sardar (Commander) Ali Qapoo and Sardar (Commander) Mafkham, as well as Shohada St. are planned to be renovated in the "cultural garden" project.

The Parsian Hotel group the owner of Tehran's Azadi Hotel, has signed a 25 million Euro deal with a Chinese company to renovate Azadi (Hyatt) Hotel that has 26 floors and 406 rooms and was built in 1979.

هتل آزادي تهران در طول عمر 27 ساله خود به عنوان يكي از هتلهاي 5 ستاره ايران، ميزبان بسياري از سياستمداران و شخصيتهاي جهاني بوده است. به همين دليل اين هتل براي خيلي از گردشگران خارجي شناخت شده است
عباس شيريان، مدير عامل شركت هتلهاي پارسيان وابسته به بنياد مستضعفان معتقد است: هتل آزادي ديگر تنها به عنوان يك هتل شناخته نمي*شود و خود مي*تواند نمادي براي اقامت در ايران باشد، به همين دليل بازسازي اين هتل اهميت زيادي دارد

در سال 1381 مديران سازمان سياحتي و مراكز تفريحي بنياد مستضعفان تصميم گرفتند تا هتل آزادي را بازسازي كنند. شركت هتلهاي پارسيان از شركتهاي مختلف بين*المللي كه بازسازي هتل را انجام مي*دهند دعوت كرد تا در مناقصه بازسازي هتل حضور يابند

در جريان بازسازي اين هتل، معماري داخلي، نماي بيروني و تمامي تجهيزات و تاسيسات هتل مانند شبکه*هاي برق*رساني و گرمايش و سرمايش، مبلمان داخلي و سرويسهاي پذيرايي تغيير مي*کند.
هتل پارسيان آزادي را پيش از انقلاب، مهندسان آلماني تحت عنوان يكي از هتلهاي زنجيره*اي «هايت» ساختند. 70 درصد از كار ساخت و تجهيز هتل تا سال 1357 به پايان رسيد و هتل در همين سال افتتاح شد

Decorative Pools, Fountains for Tehran

TEHRAN, April 19--Tehran Municipality plans to install decorative pools and fountains in 153 locations of the capital as part of efforts to improve the appearance of the city, reported CHN.
Announcing this, Mehdi Golshani, an official in charge of beautification of Tehran, said that the decorative pools are very effective in improving the scenery of the capital and will help in enhancing the environment for the large population living in the capital.
He said that currently experts of the metropolis’ Beautification Organization are constructing decorative pools in 30 locations across the capital and district municipalities of Tehran will be provided necessary facilities to install 123 decorative pools within their own jurisdiction.
Golshani predicted that executive operations for installing decorative pools will be completed by next March.
He added that there are plans to set up four types of decorative pools namely: musical pools, cliff pools, dimensional pools and fountain pools which will be effective in making the weather gentle.
Tehran Mayor Mohammad Baqer Qalibaf has on his agenda an elaborate plan to plant trees in the capital and turn the capital into a city of 280 gardens. Details of the plan have not yet been released.

Good news

Iran High Economic Council approves foreign financing for 8 municipalities

TEHRAN, Dec. 17 – Iran's High Economic Council, presided by President Ahmadinejad, approved financing for civil projects in eight municipalities in eight cities nationwide.

Proposed by the Ministry of Interior, the decision, made late Saturday, allows allocation of $107.9 million on renovation and improvement of old structures in the cities of Qom, Tabriz, Zahedan, Gorgan, Bojnurd, Khorramabad, Bandar Abbas and Arak.

Felestin Square in Zahedan, ‘Consulate’ Quarter in Bandar Abbas, Hazrat Masumeh (SA) Shrine in Qom, Darb Gajil in Tabriz, Hafez Street in Khorramabad and Davaran Street of Arak are to receive $32m, $25m, $20m, $11m, $8m and $7m of funds correspondingly.

Dubbed as Aftab Project, Sar Khajeh Shahr of Gorgan will be receiving $2.4m and $2.5m is going to go to Armaghan-Shahr in Bojnurd. Moreover, the council renewed the use of $109m for construction of Qeshm Island International Airport.

An amount of 233.993 billion rials is awarded to Mazandaran Wood and Paper Company on last year’s subsidy.

و ی اظهار داشته بود : مواد نگهدارنده مذکور از خارج از کشور وارد می شود و پیمانکاران آن به ما تضمینهای لازم در این باره را داده اند.

همچنین به گفته شهردار منطقه 9 با توجه به قدمت برج آزادی و به کارگیری دقت بسیار در شستشوی آن ، سازمان میراث فرهنگی و بنیاد رودکی برای کمک به اجرای این طرح در کنار شهرداری حضور خواهند داشت.

نکته مهم در شست و شوی برج آزادی عدم استفاده از داربست هنگام شست و شو است. و این درخواست از سوی شهرداری تهران به پیمانکاران ابلاغ شده است. در این باره شهردار منطقه 9 گفته بود : نمی خواستیم برای شست و شوی از داربست استفاده شود زیرا نمای برج برای مدتی تخریب می شدهمچنین از بالابر نیز استفاده نمی*شود به همین دلیل ، روش " شست و شوی معلق در هوا " که از سوی کارشناسان ویژه شست و شو پیشنهاد شده است ، برای شستشوی برج آزادی استفاده خواهد شدو کارگران آموزش*های لازم را در این خصوص ،*در خارج از کشور دیده*اند.

هزینه اولیه شست و شوی برج آزادی در فاز اول 400 میلیون تومان برآورد شده است و شهرداری تهران برای ترمیم کاشی کاری ها از هنرمندان بزرگ اصفهان درخواست همکاری کرده است و آنها در اجرای این طرح حضور خواهند داشت.

EYVALLLL is all i can say ishallah in 20 years tehran and other cities can have big, clean and fully historical looking city centres which dominate the tone of the whole city

apparently the shahrdari plans to rebuild the "glory of tehran" and theyre starting off with the bazar as the radial point

Yes, I remember hearing about this around Spring this year when I was in Iran.
Chamran was on TV claiming that the city council wants to renovate the bazaar and bring it up to code (there had recently been a number of fires at the bazaar, in addition to the funky smells) but they face massive resistance from the bazaaris. The city was saying we want to upgrade it like the Istanbul bazar, but unfortunately in Iran, not only the government, but especially the people seem to really hate old architecture and the grand look that Tehran had in the 40s and 50s.

i went to tehran this summer and the whole region is like under reconstruction

their making new shaded sidewaks with dome like covers and stone paved streets etc hopefullly itl look good
