Well if the electorate punishes them next year that split won't be in their favour, thus they'll need to try something else to win voters over other than negative rhetoric.

Exactly. I really hope the perceived intelligence of the Western Cape electorate shines though. If their general trend of voting along governance and issue-driven lines continues, it will hopefully prove so.

Marius and Tony are some of the most noxious, divisive politicians in the entire country.

ANC-run council in chaos - Fransman


Cape Town - Western Cape ANC leader Marius Fransman has admitted that the ANC-run Cederberg municipality is in chaos, the Cape Argus reported on Wednesday.

Fransman on Tuesday said the party was "cleaning up the mess" in the Cederberg municipality, which includes the towns of Clanwilliam, Citrusdal, and Lambert's Bay.

"We are not interested in a witch hunt, but it is clear to us that there is chaos in Cederberg and it has to be corrected."

Police last month confirmed that charges had been filed against Cederberg mayor Jonas White for allegedly sending pornographic pictures to his deputy, Lorna Scheepers.

White allegedly offered Scheepers a trip for the two of them to Durban, at the municipality's expense. These details were contained in an affidavit Scheepers submitted to the provincial executive committee of the African National Congress.

At the time White's spokesperson Anthony Mlata said the mayor did not recall sending inappropriate messages to anyone in the municipal area in his official capacity.

According to the report, Fransman said he was "extremely concerned", and that the party had launched a disciplinary process against White, which would be concluded within two to three weeks.

Was a jab at the mayor's spokesman. I just think it's funny that they specify that the mayor didn't send any work colleagues porn in his official capacity.

The DA has suffered another major setback as a second councillor in the Cederberg Municipality resigned shortly after the local government poll to join the ANC.

Mr Koos Brandt, Ward 4 (Graafwater and Elands Bay), is disillusioned, sick of the DA lies and the racist behaviour in that party.

Brandt follows hot on the heels of William Abels of Ward 6 (Wupperthal) who left the DA and last week in a by-election won that ward for the ANC. The ANC now has 6 councillors, the DA 2, PAC 1 and Cope 1.

The ANC is making inroads in Cederberg as another by-election looms and more people are joining the ANC as their party of choice. The ANC is the champion of the poor, oppressed and ordinary people. The aspirations of communities are not on the DA agenda as the DA remains untransformed and undemocratic.

Today we are laying criminal charges against seven people for their role in an illegal ANC plot codenamed Project Reclaim.

Project Reclaim appears to be a coordinated attempt to bribe DA ward councillors to give up their seats and stand for the ANC in the by-election triggered by their resignation.

The results of a five-month DA investigation are contained in a dossier that we will personally be handing to the South African Police Service this afternoon as evidence to be used in a criminal investigation.

The evidence suggests that, soon after suffering sweeping defeats in the 2011 municipal elections, the provincial ANC leadership compiled a ‘hit list’ of councillors in strategic Western Cape local councils (see Annexure 3).

The Project Reclaim ‘hit list’, marked “strictly confidential” and “not for distribution”, targets 11 DA and 16 non-DA councillors in eight municipalities. The affidavits and statements we are releasing today expose how attempts were made to bribe DA councillors.

Details contained in these documents are as follows:

Bitou:

DA Councillor Nevelle de Waal was approached six times within a week of the 2011 election by a number of individuals linked to the ANC. These include ANC member Marius Murths, ANC Chairperson in Ward 1 Ralph Mapondo and businessman and former Regional ANC leader, Ralph Stander.

Nevelle de Waal was offered the equivalent of five years of a councillor’s salary in cash (approx. R900 000) and “any position” he wants if he resigns and runs on an ANC ticket in the ensuing by-election (see Annexure 4).

Breede Valley:

DA Councillor Thobile Dyonta was offered the equivalent of two months’ salary and a position as the council’s community safety officer in exchange for resigning his seat (see Annexure 5). He was approached by ANC councillor Pat Marran, and Civic Independent councillor Bosch Willemse.

Bergrivier:

DA Councillor Dirk Adams was offered a “higher position” in the ANC and benefits from construction tenders for projects the national government was planning to implement in Wittewater (see Annexure 6 and 7). He was approached by Cobie Greef, an ANC member and former PA to Sakkie Jenner. Greef is now an employee in the Cederberg Mayor’s office.

Saldanha:

DA Councillors Olwene Daniels, Elize Steyn, Sucilla van Tura and Ryan Don were offered “positions” in the ANC and their share of “millions of rands” due to be “released by the national government”. (see Annexure 8). They were approached by Jeffrey Swarts, ANC councillor on the West Coast District Council.

The ANC’s attempts to bribe these councillors fell flat. Instead, these DA councillors diligently recorded all interactions with those attempting to bribe them and reported the incidents to the party leadership.

But the ANC was successful in forcing two by-elections in Cederberg as part of Project Reclaim (see Annexure 9). The ANC hit list states “successes with Cederberg municipality should serve as a guideline”.

The first of these by-elections took place on 7 September 2011 in Ward 6. Ex-DA councillor William Abels won on an ANC ticket, albeit by a far smaller margin than his election as a DA councillor four months earlier. The second by-election took place on 9 November 2011 in ward 4. The ward was retained by the DA.

We are currently conducting further investigations to ascertain whether Koos Brandt and William Abels benefited improperly as a result of resigning their seats.

Any councillor who accepts bribes or attempts to bribe others is in breach of Section 7 of the Prevention and Combating of Corrupt Activities Act. This legislation prohibits the bribery, both attempted and successful, of municipal councillors.

ANC provincial leader Marius Fransman has admitted that the ANC-run Cederberg municipality is in a state of “chaos”.

At a press conference on Tuesday, Fransman said the party was “cleaning up the mess” in the Cederberg municipality, which includes the towns of Clanwilliam, Citrusdal and Lambert’s Bay on the West Coast.

Last month, police confirmed that charges had been filed against Cederberg mayor Jonas White for allegedly sending pornographic pictures to his deputy, Lorna Scheepers.

White allegedly offered Scheepers a private trip for the two of them to Durban at municipal expense.

Details were contained in an affidavit submitted by Scheepers to the Western Cape executive committee of the ANC.

At the time, White’s spokesman, Anthony Mlata, said: “The mayor does not recall sending inappropriate messages to any of the citizens in the municipal area in his official capacity.”

On Tuesday, Fransman said the party was “extremely concerned” about Cederberg. The party had launched a disciplinary process against White which would be wrapped up within two to three weeks.

“We are not interested in a witch-hunt, but it is clear to us that there is chaos in Cederberg and it has to be corrected,” Fransman said.

White faces three charges: sexual harassment, financial mismanagement and political interference in the administration.

“These are serious charges and they are all being investigated by us, the Hawks, the auditor-general and the public protector's office.”

Fransman then went on the offensive and said the ANC had revealed its challenges where it governed but the DA was “guilty of cover-ups”.

ANC provincial treasurer Fezile Calana said the DA was “guilty of hiding a lot of things” in the DA-run Mossel Bay municipality.

Mossel Bay’s municipal manager had been accused of mismanagement but the DA caucus had “swept the matter under the carpet”.

“DA mayoral committee member in Mossel Bay Susan Moodie used the K-word and she was given a R10 000 fine. The DA should have fired her.”

Calana was referring to a remark Moodie reportedly made on the phone to a community committee member last May.

She was found guilty of transgressing the party code, fined R10 000 and ordered to make a public apology.

On Tuesday, Theuns Botha, the DA’s deputy provincial chairman, said: “We have to respect the outcome of the disciplinary process. The party had decided to expel her but she took the matter on appeal. She was fined and cannot hold any senior position in council.”

ANC IGNORED DA WARNING IN CEDERBERG

Marius Fransman's admittance that the ANC has managed the Cederberg municipality off the deep end comes much too late. Fransman and the ANC have scoffed at warnings and facts given to them by the Democratic Alliance throughout 2012. Instead of listening to the DA, the leaders of the ANC in Cederberg Municipality went on tyrannical raids, accusing the DA of racism and delusions (see Cape Argus report).

On 2 July 2012, I issued a statement on behalf of the DA, warning the ANC that severe financial malpractice is taking place in Cederberg. Jonas White called my warnings sensationalist and ludicrous. On 3 August 2012, another statement was issued, where I pointed out how the ANC was handling human resources in the Municipality, making space for cadre deployment and wasting millions on suspensions and legal fees.

In 9 December 2012, I issued another statement, pointing out how dire the situation is for the municipality. The DA has also been in continuous contact with the Public Protector concerning the problems of Cederberg municipality. We contacted the Public Protector on the following dates: 4 July 2012 , 21 August 2012 and again in September 2012 to report cases of maladministration, financial mismanagement and corruption.

The ANC is now struggling to manage the Cederberg disaster, which has been 2 years in the making. They however refused to listen to warnings. Now the entire Western Cape and South Africa can see the ANC for what they truly are. Their greed has driven corrupt practices in the Cederberg Municipality over the edge. This is the true ANC, this is happening across South Africa. This is why the DA is now the only option for South Africa.

Strikes organiser gets state funding

Cape Town - An organiser of the recent farmworkers' strikes in the Western Cape is getting funds from the government, according to a report on Tuesday.

The Black Association of the Wine and Spirits Industry (Bawsi) confirmed to the Cape Times that it had received money from the agriculture department.

Bawsi head Nosey Pieterse said Bawsi applied alongside other organisations last year to register on the department's non-governmental organisation database.

The department's chief director for sector capacity, Mokutule Kgobokoe, said the government was funding Bawsi to help with the "rights of (the) vulnerable" in the province.

A report submitted to the portfolio committee for agriculture in parliament last month stated that Bawsi played a critical role in mobilising the striking workers "towards calmness and constructive engagement with the employers".

According to the newspaper, the department spent a total of R13m on NGOs last year and budgeted R16m for this year.

Pieterse said their funding was used to distribute food parcels to families during the strike at the end of last year and help defend workers who were dismissed from work or evicted.

When you read stuff like that, you simply cannot fathom why anyone in their right mind would be so loyal to the ANC, yet most of the rural poor still are. With how ostentatiously and extravagantly the ANC spends public funds and how visibly frugal the DA is, you can only explain loyalty with two terms: Identity Politics and Ignorance.

Cape Town - The City of Cape Town will not apply certain benefits allocated to the mayor, deputy mayor, and speaker, it said on Wednesday.

Deputy Mayor Ian Neilson said in a statement the city would not take advantage of some provisions, as resources should be used for service delivery.

According to a national government notice in December 2012, the city was entitled to an official furnished residence for Mayor Patricia de Lille and the sole use of council vehicles for the deputy mayor and speaker of the city.

"We must, at all times, remember that the money received from the people of our city must go towards improving the lives of communities across our city," Neilson said.

The city introduced a number of austerity measures in its 2013/14 budget tabled in council at the end of March.

These cost-cutting measures included a R103m reduction in the general expenses category, which affected travel, office furnishings, catering, and public relations projects.

The use of consultants had been reduced and there was a saving of R46m in the staff budget after reducing the number of vacancies.

"In these challenging economic times we, who have been mandated to spend public money, must do everything to be as prudent as we possibly can," Neilson said.

Just In!

After what I posted. Cederberg Municipality, one of the few ANC-run Western Cape municipalities, has had their assets seized by the Hawks, due to corruption. So, in a democracy, you don't get the government you deserve?
