KOLKATA: The cash-strapped Bengal government had a windfall ahead of the rollout of the GST regime on July 1. Armed with a Supreme Court verdict that upheld the validity of entry tax, the state mopped up Rs 950 crore of pending tax from corporates during a special settlement window in June.
According to estimates by commercial tax officials, the total amount of entry tax due to the state is around Rs 2,450 crore. The Rs 950 crore already collected is almost 2.5% of the annual revenue of the state government. If the state manages to mobilise the remaining Rs 1,500 crore as well, then the combined sum could be close to 6% of the state's annual revenue collection.
Senior commercial tax officials feel the state stands to immediately mobilise another Rs 1,000 crore if it opens another settlement window. "Many traders and industrialists are yet to clear their pending entry tax and are looking for a fresh window," one official said.

Does the government have any business running business? That has always been a debatable question.

Public sector enterprises have mixed records.

And India's private sector, despite some of the dazzle of a few conglomerates, is yet to show much impact globally.

However, the government should fund R&D in various sectors that it thinks are good for India's growth as many Indian private sector enterprises will not fund such activities because of lack of funds and short term vision.

State nod for large project monitoring cell

The project monitoring cell will be a significant step towards achieving a single-window clearance that has been in the works for over a decade. Former industry minister Nirupam Sen in the erstwhile Buddhadeb Bhattacharjee government and Amit Mitra in the Mamata Banerjee government had repeatedly assured industrialists and investors of a fast-track, single-window clearance of major projects but it was never implemented.

Towards the fag end of the Bhattacharjee government, the WBIDC had set up the state investment facilitation centre christened Shilpabandhu. However, it failed to deliver. The project monitoring cell for social sector is a pioneering initiative, feel industrialists.

Delay dogs sale of Bengal Chem land

Calcutta High Court has extended its interim stay on Bengal Chemicals and Pharmaceuticals, restraining the central PSU from selling land till September 22.

"This court primarily finds no necessity of selling any landed property belonging to the company," Justice Debanshu Basak said.

The judge also asked the additional solicitor general, Kaushik Chanda, to inform the court about the central government's stand on the objections raised by the Left-affiliated Bengal Chemical Shramik Karmachari Union, which had moved a case in June 22 this year to challenge the decision to sell the land.

After hearing the petition, the judge had issued an interim order staying the sale.

Today, the judge extended the time limit of the stay till September 22. The judge also asked Chanda to advise the central government to reconsider its decision.

Bengal Chemicals is among the four central public sector undertakings for which the Union cabinet had approved the sale of surplus land last December to bring down their outstanding liabilities.

Accordingly, the company had floated a tender in May this year to offload 25 acres of surplus land close to its factory at Panihati in North 24 Parganas.

The sale proceeds could have fetched around Rs 300 crore to the company.

Along with the surplus from operation, the sum could have helped Bengal Chemicals to become debt-free in this financial year.

The court's directive today could prevent the company from going ahead with the tender and puts a question mark on the land sale.

City-wise, e-recruitment activity exceeded the year-ago level in 11 of the 13 cities monitored by the index.

Kolkata (up 45 per cent) registered the steepest annual growth in hiring. Among other major cities, Mumbai (up 12 per cent) was the only city to exhibit double-digit annual growth rate, while Chennai was down two per cent and Delhi-NCR (down four per cent), the report said.

Berger Paints plans ₹60 cr. for Howrah, Rishra units

First major investment in West Bengal nearly after a decade

Berger Paints India Ltd. has lined up investments for two of its units in West Bengal, making it the first such dose of capital to flow into the State, from where the company began its journey nearly a century ago. “We are planning two doses of investment totalling ₹60 crore for our units in Howrah and Rishra,” said MD and CEO Abhijit Roy said. The Rishra investment would include a ₹22 crore investment for its first plant for making colourants on which BIL spends ₹100 crore annually.

Production in 2018

The 2,640-kilolitre plant will start production by early 2018 entailing an initial 10% savings on input cost, according to Mr. Roy.

The balance amount would go for the emulsion unit in Howrah. A company official said that this investment could have been doubled had the company got about two more acres for the unit. These investments have come on the back of improved demand for paint in this region and are part of the ₹200-crore capital investment for the entire year.

KOLKATA: West Bengal has witnessed 56,000 new registrations after the rollout of goods and services tax on July 1. This was revealed by minister of state for finance and corporate affairs Arjun Ram Meghwal at an interactive session with members of Merchants' Chamber of Commerce and Industry here on Saturday.

Meghwal also said as many as 13.2 lakh new dealers had registered after the implementation of GST nationally. "West Bengal has witnessed the highest new registrations," he added. The minister said the total number of registered dealers in the indirect tax system in the pre-GST regime was 80 lakh.

On overall revenue implications, Meghwal said estimates would emerge after September 20.

And didi was even two days back telling people how bad is GST. Its better she keeps quiet and do work. Even the motormouth Kejriwal has gone silent.

I believe the WB Govt political stance is that GST is fine but more time was needed for its actual rollout.

However, I see no reason why a national roll out will be delayed if one regional leader is unhappy. If the regional leader's state is not ready for it, then it is the administration's fault and the leader should have spoke about it much earlier rather than boycotting meetings.

The fact that the leader got virtually no support from any quarters be it trade or politics showed the isolation in national politics. The faster this reality sets in the better for the state.

Aag bariye jhogra kora cannot be a mature style. The returns on such a stance are slowly diminishing as people get tired of repetition.

The latest is the independence day diktat from CG. There are many ways to handle such things. There is no need for dramatic confrontation and it is time to pull the curtains down on such childishness and be more mature. Being jhagratey is not the same as laraku. Being obstinate to the point of being foolish is also a problem.

She has skipped several Niti aayog meetings also. Niti aayog was made to give more powers to the state in terms of finance. WB being a consumption based state will always going to benefit out of GST. But she could not keep politics and finance seperate. Our state which is in deep debt burden, she should have loobied for more favors. Instead she kept shouting and got ignored.

Nitish Kumar saw this crap that is being done by opposition and made a smart move.

I am not sure if Niti Aayog knows what Niti Aayog is supposed to do. Generate white papers and copy statistics from various ministries and publish on a single website? The RBI handbook website already does that. Why does one need Niti?

The State's debt burden was created by the Left front and TMC has only aggravated it by following populist policies. No matter how much the state lobbies, no one is going to agree to any of the demands like loan write off or suspension of interest for a few years.

But beyond the drama, the current state finance minister seems to have tried to restore a semblance of fiscal responsibility, Unfortunately he too cannot stop politicians wanting to play Santa. It's an epidemic across the nation. You can see how states where parties which are supposed to be more financially savvy are writing off farmer loans.

Nitish Kumar - he just turned out to be another aya raam gaya raam type politician - very much like others. Why he left NDA in the first place is a big mystery in itself.

In 1850 experimental electric telegraph started for first time in India between Calcutta (Kolkata) and Diamond Harbor (southern suburbs of Kolkata, on the banks of the Hooghly River).

28th January, 1882 is a Red Letter Day in the history of Telephones in India. On this day Major E. Baring, Member of the Governor General's Council declared open the Telephone Exchange in Calcutta, Madras and Bombay.

The first cellular call was made in India on July 31st, 1995 over Modi Telstra’s MobileNet GSM network of Kolkata.

Despite being a place for firsts, West Bengal languished in the eighties and nineties.

However, it has made some slow but steady progress in teledensity in the last few years which indicates that the tide is turning for the better for the state.

With Aadhaar becoming a part of India's economic chapter, here too WB started bad but has caught up at a pretty amazing pace.

“Gujarat is in a funny situation as the State government bureaucrats are stuck thinking that they are already far too well governed,” the official said. The State has recorded a 29 per cent saturation rate, similar to West Bengal, which stands at 28 per cent.
[of course the reason could be more to do with inefficiency of a particular agency which was not delivering rather than HDI. But that's besides the point of babu spiced masala news]
