DENR sets up provincial office on Dinagat Islands

THE Department of Environment and Natural Resources (DENR) has set up a provincial office for Dinagat Islands, making it the first national agency to do so for the newest province in the Caraga Region.

Dinagat Island is the fifth province in the region.

Environment Sec. Ramon JP Paje recently signed Department Administrative Order (DAO) 2013-09, elevating into a “provincial” status the Community Environment and Natural Resources Office (Cenro) of Dinagat Islands pursuant to Republic Act 9355, the law that separated the islands from Surigao del Norte.

The construction of a three-story building of the Provincial Environment and Natural Resources Office (Penro), located in the capital town of San Jose, is about 80-percent complete and will open soon to serve the residents of the province, Paje said.

“With a fully functional provincial office in Dinagat, the DENR’s position to be of help to its people in moving the province along the path of sustainable development has never been firmer,” Paje said.

The DENR-Caraga Region shall be responsible in the direct supervision and management of Penro-Dinagat Islands.

As such, Paje said the funding requirement to support the daily operations of Penro-Dinagat Islands will be sourced from the regional funds, and the Regional Executive Director for Caraga is tasked “to promulgate the guidelines in the establishment of the provincial accounting systems, smooth and efficient transfer of records, personnel, properties and other accountabilities” for its operations.

The environment chief said he had already requested the Department of Budget and Management that any notice of cash allotment be issued directly to Penro-Dinagat to cover its 2013 operations based on its approved work and financial plan, including manpower requirements.

Consisting of five municipalities, Dinagat has a total land area of 80,205 hectares, almost 80 percent of which, or 62,544 hectares, are classified as forestland while the remaining 17,661 hectares are alienable and disposable land.

At present, Penro-Dinagat employs 60 personnel, six of them holding permanent positions while the rest are hired on casual or contractual basis.

Penro-Dinagat head Agapito Patubo said they are eyeing 80 plantilla positions to help the office fulfill its mandate of “promoting sustainable use of the islands’ rich forest and coastal resources and address the pressing need for reducing land-based pollution in the coastal and marine ecosystems.”

Patubo cited Dinagat’s huge potential for ecotourism given its rich biodiversity, although it is primarily known as a mineral reservation.

Dinagat’s mountains play host to 36 species of mammals, 63 species of reptiles and amphibians and over 70 species of birds which includes the Mindanao Bleeding Heart, and the Mindanao Hornbill—two of the rarest Philippine birds.

Found thriving in Mount Kambinliw and Mount Redondo are the Philippine flying lemur and the Philippine brown deer, which are both considered endangered species. Tarsiers also abound in the two mountains.

Nickel producer expects bigger output this year

NICKEL ASIA Corp. (NAC) expects to end this year with slightly higher production, a senior company official said yesterday.
“We are expecting to produce more than 12 million wet metric tons (WMT) of nickel ore this year,” NAC Chief Financial Officer Emmanuel L. Samson said in a telephone interview yesterday.

Last year, NAC produced 11.7 million WMT, 12.5% more than the 10.4 million WMT in 2011.

Mr. Samson said NAC expects to deliver 1.8 million WMT of nickel ore this year to the new processing plant beside the company’s Taganito Mine in Surigao del Norte that is scheduled to be completed by the middle of this year. Output from its first such high-pressure acid leach plant, operating in Palawan, is shipped to China and Japan.

NAC, whose shares lost P1 to P24.30 apiece yesterday from P25.30 on Friday last week, owns four nickel mines: Rio Tuba Mine in Palawan; Taganito mine in Surigao del Norte; Taganaan mine in Hinatian Island; and Cagdinao mine on Dinagat Island. -- RJRP

road trip from Davao to Surigao via Butuan, then sakay nan boat sa pantalan dos to Dinagat.

Nag enjoy gyud ko sa pagtanaw sa mga beautiful and picturesque landscape ug mga exotic sights and sceneries ng Dinagat Province. Congratulations sa mga photograpers for providing us with many photos that have not been seen before. I hope na someday ma feature ang mga tourist spots ng Dinagat sa Conde Nast Traveler, the world's premier travel magazine. The only place in Mindanao nga na feature sa world famous magazine mao ra ang Siargao.
