actually people are returning to downtown...its the surrounding neighborhoods that are loosing people

That is the Michigan Central Station otherwise known as just the MCS. It was Detroit's train station that was built after the old one downtown went out of commission. It was built about a mile from downtown because when it was built, city planners envisioned the downtown expanse to eventually reach the train station. Also, the purpose to build there was for convenience to the railroads.

It is designed by the same architect as Grand Central Station in New York City.
