a lot of these low rise seen in the picture has no elevator,nor fire escape.not only inconvenience for eldery people but also a fire trap.
in HK,there's a law,any building that is above 3 floor taller has to install elevator.since Shanghai municipality has no finanacial resources to installed all "commie block" with elevator and fire escape,the solution was to privatized it
