Actually, the Victory development has had to be greatly revisioned because there is only so much prime to go around. On the other hand, the Museum tower in the Arts District is the forty-two story highrise being built because that area is the true prime in the Dallas - Fort Worth area (but only as things stand now).
Here is an article about the landmark Crescent complex built just on the other side of the Dallas Arts District:
http://www.dallasnews.com/business/c...llion-loan.ece
And figure as well the Harwood development sandwiched between the Victory development and the Crescent complex is actually closer to prime. Here is the Harwood masterplan:
http://www.harwooddallas.com/masterplan.php?b2=_sel
Notice on the harwood masterplan map how Victory is located further south and is sealed off from downtown by the elevated portion of a freeway?
Still, the Victory project was been a huge success for central Dallas as the area it sits atop was once a chemical waste dump which is now cleaned up. Victory also helped clear up a huge number of transitional problems in connecting downtown to Uptown, Uptown to the Trinity and Dallas Design Districts. For example, the Katy Trail, as it parallels the long standing classic of Turtle Creek, has become an instant classic itself. The developers of Victory attempted to make the project upscale which no one else was attempting to do at the time. This helped create competition kicking the area around the Arts District into high gear.
But, as things have always existed in these parts, the question of what is true prime is a slippery proposition in central Dallas. That designation could soon be shifting over to an area in and around City-Place which is becoming a confluence of retail at the junction of McKinney Avenue, Lemmon Avenue, and Central Expressway.
Or, to put it another way, this is where successful stores doing bang up business are expected to be bought up to be demolished for even more successful and lucrative ventures.
