To be precise Digga, the ground level (level 00) is the bit below the F&B where the pitch retracts into. The podium is at Level 01 and I think the F&B part is also considered as Level 01 although there is a 'step' down to it

The top image below is of the ground level (00)
The bottom image is of Level 01 which seems to indicate that the podium and F&B (blue) is all one, even with the step down

The roof support steel columns are starting to go up on the western side.

Liverpool's is obv so old. No idea why Dortmund would want to do that in a new stadium other than to increase capacity while knowing compromising the fan experience.
Dortmund's stadium was built for the 1974 world cup on a tight budget and schedule. There used to be only lightmasts and roof supports in the corners, so they continued the stands as far as possible. The corner sections were only built for the 2006 world cup.

There could be a barber shop for the staff but that seems a bit of a stretch. Most stadium staff will only be there on match and event days. This also appears to front out onto a concourse. I can see that some staff would want a faith room rather more than a barber shop. I wouldn't be surprised if they find a more profitable use for the space than a barber shop. It is good that Spurs are trying different things and maybe one day we will all go to the match for our haircuts.
