Kuala Lumpur-Singapore HSR Project Garners Positive Responses From Public

KUALA LUMPUR, Nov 2 (Bernama) -- The three-month public inspection for the Kuala Lumpur-Singapore High-Speed Rail project, which began yesterday, has garnered more than 400 positive responses on its first day.

In a statement, MyHSR Corporation Sdn Bhd said public inspection commenced with 14 permanent booths at the Land Public Transport Commission offices and local councils in Kuala Lumpur, Selangor, Negeri Sembilan, Melaka and Johor.

Additionally, a total of 29 roadshow booths would be placed at shopping malls and public places from Nov 15, 2017 to Jan 31, 2018.

"Throughout the period, visitors will be able to view materials containing information about the project, including satellite images of the planned 350KM alignment and locations of the seven stations within Malaysia.

"Other information such as typical station features and layout, land acquisition plans, railway technical data and socio-economic development programme for the HSR hubs would also be available at the booths for visitors' viewing and reference," it added.....

The Public Inspection ("PI")
The Public Inspection ("PI") is a procedure that welcomes the public, especially the affected communities, to collect feedback and obtain support for the KL-SG HSR. The public is encouraged to provide their feedback and/ or concerns including but not limited to technical, social and environmental aspects of the proposed project.

The PI is a compulsory procedure for all rail-related projects, such as the KL-SG HSR, under Section 84 of Land Public Transport Act (“LPTA”) 2010. Regulated by Suruhanjaya Pengangkutan Awam Darat (“SPAD”), the PI will be conducted for three (3) months from 1 November 2017 until 31 January 2018.

The input will be used by MyHSR Corp for further evaluation and improvement of the KL-SG HSR project prior to the submission to SPAD for approval of the Railway Scheme (“RS”). This initiative will be taken by MyHSR Corp as stipulated under Section 84 LPTA 2010 to encourage public participation as well as to understand the public's concern on the KL-SG HSR.

ASSETSCO INDUSTRY BRIEFING

MyHSR Corp and Land Transport Authority (LTA) of Singapore jointly organised an Industry Briefing to provide updates on the indicative Assets Company (AssetsCo) tender parameters and technical specifications for the KL-SG HSR project.

Following this, MyHSR Corp and LTA met with individual companies as a platform for the companies to provide feedback and share any concerns regarding the development of the project.

MyHSR calls for HSR social impact assessment tender

In a statement released today, MyHSR said the appointed consultant will be required to complete an independent assessment on the social and land use impact arising from the implementation of the KL-SG HSR project within Malaysia.

Its chief executive officer Datuk Mohd Nur Ismal Mohamed Kamal said the company encourages firms with relevant experience to participate in the tender to ensure the KL-SG HSR project is implemented to international standards.

“It is not only from the project implementation angle, but also in terms of managing the social and environmental aspects,” he adds.

MyHSR said the tender would open to experienced companies registered with the Ministry of Finance, while individual consultants from companies that are responsible to conduct the study must be registered either with the Malaysia Institute of Planner or the Malaysia Social Impact Association.

It said SIA study is a requirement under the Town and Country Plan Act 1976 (Act 172) for government mega projects that aims to determine and analyse the social and land use impact arising from the three stages of the KL-SG HSR project development, including are pre-construction (planning and design), construction and operations.

“The consultants are also required to identify effective mitigation measures for implementation.”

The independent SIA study would also provide an avenue for the public to share their feedback on matters relating to land acquisition, environmental impact and heritage preservation.

MyHSR said the SIA consultant will be assessing the feedback through the ongoing Public Inspection exercise, which started on November 1, in reference to the proposed KL-SG HSR project alignment and implementation plan.

MyHSR Corp successfully unveiled its HSR station concept designs, which was officiated by YAB Prime Minister of Malaysia and witnessed by Ministers, Chief Ministers and other key stakeholders. The station concept designs were inspired by Malaysia’s rich heritage and cultural diversity while embodying creativity and innovation, representing Malaysia as a forward looking nation and the KL-SG HSR stations as a catalyst for future development.



The event was attended by YAB Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak, Prime Minister of Malaysia, Federal Ministers, senior representatives from the Government and the private sector.

PDP tender for KL-Singapore high speed rail project open on Nov 22

“With the appointment of the PDP, the civil works for the Malaysian infrastructure portion of the KL-SG HSR project will begin in earnest.

“This tender is open to all interested parties with experience in the design, construction and project management of railway infrastructure,” he added.

The PDP and upcoming Assets Company (AssetsCo) tenders are two major procurement exercises at this current stage of the KL-SG HSR project.

The PDP tender focuses on the civil infrastructure portion of the project, while the AssetsCo tender, expected to be launched by end of this year, focuses on systems and trains. Both tenders are expected to be completed next year.

MyHSR said the project had progressed well since the signing of the bilateral agreement last December.

Prime Minister Datuk Seri Najib Razak recently unveiled the concept designs for the seven HSR stations in Malaysia.

MyHSR Corp is in the midst of its public inspection exercise, which lasts for three months from November 1 until January 31 next year.

In addition, the Environmental Impact Assessment study for the project is underway.

MRCB and Gamuda join forces bidding to be PDP for KL-Singapore High Speed Rail
