As Felda Investment Corp Sdn Bhd (FIC) solidifies its move into property development by taking control of Encorp Bhd, the group has earmarked three parcels of land to be developed including a 22-acre parcel in Kuala Lumpur.

The land currently houses the Balai Felda, Wisma Felda, Anjung Felda buildings and a handful of other surrounding buildings the Federal Land Development Authority (Felda) owns and has been using for about 45 years.

FIC CEO Mohd Zaid Abdul Jalil said Felda intends to redevelop the site, which is outlined by Jalan Semarak, Jalan Maktab and Jalan Gurney in Kuala Lumpur.“We are still in the preliminary planning stage. We have yet to come up with the overall concept and design for the redevelopment,” he tells StarBizWeek. He says this would be a commercial development but the components have not been decided on.

Apart from the land in Kuala Lumpur, two other sites include 600 acres in Bukit Katil, Malacca and 2,000 acres in Pengerang, Johor.

“Again, we are still conducting our studies on the land and evaluating our options. These areas are primed for growth,” he says, noting that Malacca’s property development has been gaining momentum from its gradual urbanisation while Pengerang has the Refinery and Petrochemicals Integrated Development, or Rapid, factor.

However, Zaid denies that the land parcels would be injected into Encorp but do not discount the possibility of the company being roped in to help develop the parcels.
“Yes, we may consider bringing Encorp in just as a developer to develop Felda’s assets, if that gives the best returns to the Felda shareholders,” Zaid says, “We are considering all options from the financial and taxation point of views. We have to take into account how to declare dividends under the different structures.”

MAIDEN PROJECT: Encorp to build medium-cost apartments, luxury condos, affordable homes and private college, sources say

ENCORP Bhd, which was bought over by Felda Investment Corp Sdn Bhd (FIC) last week, plans to tear down the old Felda headquarters in Jalan Semarak, here, and rebuild the area as a mixed residential and commercial development.
Sources said Encorp's maiden project under FIC is to demolish Anjung Felda, Balai Felda and Wisma Felda, which sit on 16ha of prime land, and redevelop them into medium-cost apartments, luxury condominiums, affordable homes and a private college.

"The gross development value (GDV) will be no less than RM500 million," a source told Business Times recently.The Federal Land Development Authority (Felda), via FIC, announced last Tuesday that it was buying a 49.45 per cent stake in Encorp Bhd for about RM240 million.

The source added that FIC has been talking to Taj International College and Limkokwing University since last year.

Felda, whose commercial arm Felda Global Ventures Holdings Bhd is the world's largest crude palm oil producer, is shifting to its new headquarters at Menara Felda in Persiaran KLCC.

Felda chairman Tan Sri Mohd Isa Abdul Samad had said in October last year that it planned to build 3,000 affordable homes in the area for eligible Felda settlers.

"The proposed acquisition is in line with FIC's strategy to build its capabilities in property development and to acquire investment properties," Maybank Investment Bank Bhd said in a statement on behalf of FIC.

"In the longer term, this is expected to serve as a platform for FIC to successfully undertake the development of Felda's landbank, which includes prime areas in the Klang Valley and other urban centres," the investment bank added.

FIC was set up in July last year to undertake non-plantation activities. Encorp currently has several projects in hand with a combined GDV of about RM3.5 billion.
