they seem to be getting better at light distributions ! no more congestion of poles and lamps ! now they need to work better on tree distribution

Really nice, but why do the wealthier areas always get the nicer parks. It almost seems like the better engineers/planners work for Districts 1, 3 and 22.

In an ill and corrupt system this happens

The municipalities across iran treat the poor neighborhoods in a manner as if they are always supposed to remain rundown

District 22 is a counter example to your own statement. It's not rich at all, and maybe it's poor in comparison to other districts like 2 or 6.

I think it's mainly because these places, I mean district 1,2,3 and 22 have the potential for development. District 3 is already losing its potential though, since it's becoming too dense for any new massive constructions, but they have so much free space to build in district 22 for example..
