My Grandmothers cousin AbduQadir Thabit who now lives someplace in Djbouti claimed that theres a police who check street and port security regularly referred as "Hell Police" can anyone confirm this

People probably think that it would be easier for them to cross the Red Sea into Yemen (Even though lots die that way) than to take the treacherous walk towards Kenya and face bandits and all types of that sort. That would most likely explain that higher numbers.

Somalia's Council of Ministers today adopted new a Public Finance Management Policy (PFMP) to improve the government's financial sector delivery capability and provide timely, transparent and accurate financial information across the public sector.

Chairing the weekly Cabinet meeting, His Excellency Prime Minister Abdi Farah Shirdon endorsed the reform plan as the guiding principle of public financial management and re-establishing Somali institutions.

“The plan envisages an impressive reform agenda in public finance management. We are committed to ensuring the full implementation of the plan over the next four years”, said the Prime Minster, while addressing the Council on the urgency of undertaking new financial reforms. In support of service delivery the plan improves transparency and openness of the national budget process. It enhances fiscal discipline through internal and external control.

It also, enhances efficiency and effectiveness of public expenditure and puts the focus of public expenditure on government priority areas. Overall it strengthens the financial management and accountability system, which is a priority reform area for the government.

“The new plan ends the long absence of an effective financial management in our country; it is also the beginning of a well planned and transparent financial system. It is an expensive system that will cost $26 million to implement over four years, but it is important that we adopt this plan as the guiding principles of our financial management system,” said Finance Minster Mohamud Hassan Suleiman.

There is usually an accident killing several scores of people on rickety boats crossing the Gulf of Aden every couple months, it is not safe at all. Probably worse.

Why I don't think that there are more; because if there were more in Yemen, you would think that there would be a prominent camp or settlement. Somalis are very prominent in Kenya. There is historically a Somali community in Aden, and still is, but it is nowhere near as prominent as it was in the past.

Somalia isnt going to be stable anytime soon. I mean what is the Mogadishu goverment trying to do? It cant even secure the basic needs of the somalis who live there, how can it help somali refugees to go back home?Just like how the president was chosen, development projects and political dialogue will only work if you either have money or are backed by qabil.

It's my first time hearing our president speaking in English and boy does he sound so much better than the previous ones. Perhaps maybe one or two pronounciation glitches but apart from that, he's awesome lol.
