DLF is selling their IT SEZ in Pune(DLF Akruti) and one more at Delhi. I am not sure if this is the part of that deal...

Mihan may see better days

The stuck Mihan project may finally see some movement. Five major players including Mahindra Satyam and Tata Consultancy Services have assured to start construction on their projects in Mihan-SEZ within a few months. The companies that have taken land in the project gave this commitment in a meeting with Maharashtra Airport Development Company (MADC) officials. Other companies to have given the assurance are L&T Infocity and Ambuja Realty that are coming up with IT parks along with Leela Ventures, a pharmaceutical company.

Representatives of 30 out of 54 companies allotted land in the SEZ attended the meeting. Others are expected to follow in due course though they did not give any firm commitment, said sources.

The vice-chairman-cum-managing director of MADC UPS Madan said the meeting was organised to discuss future development and expansion of MIHAN and the adjoining SEZ. The project is virtually stalled for the last three years after the companies did not start their projects following global recession.

The 24 companies that did not attend the meeting would be approached soon for their response, Madan said. DLF has promised to follow that have assured to start work, he said. It plans to come up with a IT Park too. This is part of the MADC's strategy to look for new investors on the one hand and motivate the existing ones to start the operations on the other.

Once a few existing players start off, that may attract fresh investment, said a source in MADC. These firms will begin with the paper work including registration of the land deed with MADC and the actual construction may begin in five to six months, he said. Since more than three years have passed after allotment of land to Satyam and the work has not begun, its letter of approval for availing benefits of a SEZ will have to be renewed by the ministry of commerce, added the source.

On DLF, he said officials of the realty major had visited Mihan site recently but the company still appeared to be in two minds over Nagpur project. MADC was keen to assist it in marketing the IT Park that DLF planned to develop. Availability of cheap electricity through captive power plant was one of the concerns raised by the companies' representatives. The plant is expected to be ready by September or October.

About likelihood of Shivangaon land owners creating roadblocks in building a second runway, Madan said he hoped land acquisition issue would be amicably resolved in due course. He also said that the revenue of MADC was picking up when asked about company's sinking finances.

Existing investors starting construction activities could also lead to the fund flow in the form of development charges, he said.

In a bid to get the project going, MADC has summoned existing investors to Mumbai on Thursday. MADC officials including Madan and the development commissioner for Mihan Ved Prakash will be attending the meeting during which investors would be encouraged to start operations at the earliest.

The meeting is meant to understand issues related to the project. Problems related to infrastructure and other topics will be discussed. If these companies start- operations it may help attract other prospective investors too, said Madan.

Representatives of 12 of 54 companies allotted land in the SEZ are expected to attend the Thursday meeting. These include Satyam Computers, Tata Consultancy Service, DLF and Shapoorjee Pallonjee, said a source in he MADC. A host of issues including those related to the tax benefits would be discussed, for which the development commissioner has been especially invited.

Renewal of letters of approval (LoA) is also one of the major issues to be taken up during the meeting. LOA is a permission to get the tax benefits available in a SEZ, if the work on the unit starts within three years of its issuance. In several cases, LOA has expired and the matter will be taken up with the development commissioner for an early renewal, the source said.

Local business associations said there was a need of such an initiative with the Mihan project going into a limbo. Newly elected president of Vidarbha Economic Development Council (VED) Devendra Parikh, said his organization even offered to assist MADC in marketing the project. "VED can take up the Mihan cause with big industrial players," he said.

Construction work at Boeing's MRO (maintenance, repair and overhaul) facility in Nagpur is expected to be completed on time, by December this year.

Boeing India's President, Mr Dinesh Keskar, said, “We had given the construction work to Larsen & Toubro and they will complete construction of the two hangars by December.”
Functional in 2 years

However, the MRO, which will be run by Air India, will only be functional after two years. Mr Keskar said Boeing will take over the hangars after December and start installing all the equipment in the MRO which is required to handle the aircraft which require maintenance and repair.

“There will be two hangars at the facility. Each hangar can hold one Boeing 777 or three Boeing 737 aircraft,” said Mr Keskar.
Investment

Boeing has invested $ 100 million in the facility which will not only be the servicing hub for Air India's fleet of Boeing aircraft but also other airlines' fleet. The MRO investment from Boeing is a part of the offset requirement after it sold 68 aircraft to Air India in 2005.

The MRO is coming up on 50 acres in Mihan-SEZ.

After Boeing installs the equipment, it will then seek certification from the Directorate General of Civil Aviation for the MRO.

Once the facility is built and ready, Air India will take over the functioning of the MRO.

The MRO will be carved out as a separate subsidiary of the national carrier, hiving off the airline's maintenance and engineering department into the new entity.

NAGPUR: Yet another player in Mihan-SEZ wants freedom from special economic zone (SEZ) status and attached condition. After Reatox Developers, coming up with a residential complex in the non-processing area, submitted a proposal for denotifying 35 acres of land allotted to it, realty major DLF mooted a similar idea.

It is now mulling projects other than a SEZ-IT park and may even include residential complex. DLF's land is situated in the processing area which means the part earmarked for core activities. A non-processing area is for having the amenities supporting the SEZ. Gurgaon-based DLF holds the largest area of 140.28 acres in the Mihan-SEZ. It does not now see much prospect being a SEZ co-developer and hence mooted a plan to denotify 120 acres, leaving only 20 acres to be developed as SEZ. On this, it may come up with an IT park for export-oriented units fitting into the SEZ criterion.

The MADC, however, has turned down the proposal that was put up during the investors' meeting held in Mumbai last week. DLF may now go ahead with SEZ activities on 20 acres though its officials said no definite plans have been drawn up. A team had visited the Mihan-site recently to study the situation.

In any case, the company seems to be taking a serious review of its investment in the Mihan-SEZ. Sources say the company was advised by Maharashtra Airport Development Company (MADC) officials to go for a smaller area. There were concerns that it might not get enough takers for an IT park spread over such a large area.

DLF had stopped construction at the IT park after the global meltdown in 2008. It began to review the plans only a few weeks ago. "We are basically a realty company and naturally want to develop a property that can be marketed. In the current situation there are doubts on getting enough units to check-in in the SEZ. But there is enough market for other categories of real estate," said a senior official in the company. DLF is considering several options including residential complex which have been the company's forte and is also salable, the official added.

The remaining 20 acres will continue to remain within the SEZ. A total investment of Rs 250 crore has been envisaged for this project. But no decision has been taken and so no specific time-frame for implementation can be given. A lot of factors have to be considered. Attracting IT players has its own difficulties and a lot of space already been recently sold in Pune, said the official.

MADC officials on the other hand are not comfortable with the idea, especially of a residential complex in the area. It could raise concerns like land having been acquired for one purpose and being used for another. It could land the company in litigation and given recent pronouncements by the Supreme Court, the company may be required to return land to original owners.

Besides, the land is in the processing zone. Such a proposal could have been considered had it been in the non-processing zone, a source said.

Can someone there in Nagpur verify / confirm that one more MRO is coming to NAG ??? It was heard that this one is from a company in Dubai.

The duke avioation has backed out so aero turbine india private limited the technical arm was looking for investor and finally they got an investor.

HCL Tech to set up training facility in Nagpur

New Delhi, July 27:

HCL Technologies is planning to set up an in-house training facility in Nagpur, with initial capacity to train 5000 freshers.

“Our current training facilities are on a smaller scale and located along with our development centres. We are planning our first separate training facilities now in Nagpur and Manesar,” Mr Anil Chanana, CFO of HCL Technologies, told Business Line. He said that the capacity in Manesar training centre, currently under construction, will be close to 1,000.

Indian IT companies such as Infosys and TCS, which recruit thousands of freshers every year and put them through rigorous training cycles, have been investing in modern training campuses in the country. HCL Tech has already acquired land in Nagpur, Mr Chanana said, adding that the company is also planning a development centre with 8,000 seats, in the city . “It is a three-year project,” he added.

Capex plan

Meanwhile, the company has chalked out a capital expenditure of $230 million for FY12, which will be pumped into expansion in locations such as Noida and Chennai. “Over 50 per cent of the capex will be towards expansion of our campuses,” he added.
