BCDA property disposition surges in 2012

The Bases Conversion and Development Authority (BCDA) earned P3 billion last year from the lease and sale of its properties in Metro Manila, the agency said in a statement Thursday.

BCDA’s gross disposition proceeds in 2012 surged by 126.7 percent from P1.46 billion to P3.31 billion “due to prudent financial management and more efficient collection efforts.”

For 2013, the agency hopes disposition proceeds will “significantly increase based on future transactions of sale, lease, and joint venture development the BCDA will undertake,” said BCDA president and CEO Arnel Casanova.

“We expect that the amount will grow bigger as we continue to optimize the value of BCDA assets and improve our collection efficiency,” Casanova said.

In 2012, the agency bid out the 5,389-square meter Nichols Loop and the 5,005.13-square meter old Nichols Driving Range in October. It also held biddings for the 1,244-square meter Sampaguita institutional use property across the Market! Market! Mall on August 24 and the 3,099-square meter Eastgate Parking Facility along 14th Drive in Bonifacio Global City.

From May 1993 until December 2012, BCDA generated P56.657 billion, most of which came from the privatization of Fort Bonifacio and properties in the Villamor Airbase. The Armed Forces of the Philippines was able to get P23.433 billion as part of the remittances paid by BCDA.

Property sales, leases surge: BCDA

THE LEASE and sale of properties owned in Metro Manila by the Bases Conversion and Development Authority (BCDA) generated more than P3 billion, the agency said in a statement yesterday.

The agency’s gross disposition proceeds in 2012 surged 126.7% to P3.31 billion from P1.46 billion “due to prudent financial management and more efficient collection efforts.”

“The bulk of the proceeds came from Megaworld Corp.’s payment amounting to P1.6 billion for the JUSMAG (Joint US Military Assistance Group) lot after BCDA’s successful relocation of informal settlers and other joint ventures, leases and sales of smaller lots in the Bonifacio Global City,” said BCDA President Arnel Paciano D. Casanova in a text message to BusinessWorld.

BCDA bid out the 5,389-square meter Nichols Loop and the 5,005.13-square meter old Nichols Driving Range in October last year.

It was also able to successfully hold the bidding for the 1,244-square meter Sampaguita institutional use property across the Market! Market! Mall on Aug. 24 and for the 3,099-square meter Eastgate Parking Facility along 14th Drive in Bonifacio Global City in Taguig.

PRIVATIZATION GAINS

From May 1993 until December 2012, BCDA generated P56.657 billion for the government coffers, most of which came from the privatization of the Fort Bonifacio and properties in the Villamor Airbase.

The Armed Forces of the Philippines was able to get P23.433 billion as part of the remittances paid by BCDA. For 2013, the agency hopes disposition proceeds “significantly increase based on future transactions of sale, lease, and joint venture development the BCDA will undertake.”

“We expect that the amount will grow bigger as we continue to optimize the value of BCDA assets and improve our collection efficiency,” the government official explained.

BCDA has yet to bid out the 33.1-hectare Bonifacio South Pointe area after the Supreme Court issued a temporary restraining order on the auction.

The agency earlier said that it is looking for a bidder that should be willing to enter into a 55%-45% joint venture with the government to manage and develop the said property.

The BCDA said it is willing to take the minority stake in that joint venture.

The Bonifacio South Pointe is located along Lawton Avenue between Newport City and McKinley Hill in the southern portion of the Bonifacio Global City.

Meanwhile, in a separate statement, BCDA said global land use advisory group Urban Land Institute has offered its help to the agency in crafting the master plan for the Clark Green City in Pampanga. “We welcome their assistance as they are global leaders and experts in land use and city planning. The inputs that they will be providing us will be very useful in making Clark Green City and the other properties better, safer, more energy efficient, and sustainable,” said Mr. Casanova.

The Clark Green City is a 36,000-hectare area inside the former US bases in Clark.

The project is envisioned to spur development in Pampanga and nearby provinces.

Eighteen (18) proponents have expressed interest in developing the three properties subject of on-going public bidding by the Bases Conversion and Development Authority (BCDA).

The properties comprise the 1,224-square meter (sqm) Sampaguita East Ramp Lot along C-5 in front of Market! Market!, the 3,099-sqm Eastgate Parking Facility in the institutional area of the Bonifacio Global City, and the 5,389-sqm Nichols Loop, and the 5,005-sqm portion of the Villamor Driving Range.

BCDA president and chief executive officer Atty. Arnel Paciano Casanova said that the development of these properties would generate the much-needed revenues for the government, particularly for the modernization program of the Armed Forces of the Philippines.

“In addition, the development of these properties would also bring in more businesses and provide employment to hundreds of Filipino workers,” Casanova said, adding that “the government’s partnership with private firms has indeed been key in helping propel our economy forward.”

He said: “The partnership between the government and the private sector has seen the Philippines move from being a third-world country, to a developing country, and now it is classified as a newly-industrialized country. Through the government’s public-private partnership (PPP) program, we may even see the Philippines as a developed country in the coming years.”

Casanova revealed that there are already eighteen (18) proponents who have expressed interest in developing the three properties that are up for auction.

Ten (10) proponents have expressed interest in developing the Sampaguita East Ramp, five (5) proponents are interested in the Eastgate property, while three (3) are bidding for the Nichols Loop and Villamor Driving Range.

The Nichols property, valued at P89.59 million, is an ideal place to put up institutional, educational, recreational and/or cultural facilities.

The Sampaguita East Ramp has a minimum bid price of P28.76 million and can be developed for residential with support commercial and institutional uses.

The Eastgate property has a value of P122.41 million, and can be developed for utility and/or parking facility.

Bids should be submitted on the following dates: August 22 for the Nichols property, August 23 for the Eastgate parking facility, and August 24 for the Sampaguita property.

THE BASES Conversion and Development Authority (BCDA) has awarded two properties near the Bonifacio Global City in Taguig this month.

"We have awarded the Nichols properties this month to a bidder who offered P92 million for the properties," said BCDA Head of bidding Nena D. Radoc in an interview with reporters.

The properties have been awarded to Simon Paz, a businessman who also won the bidding for the Eastgate and Sampaguita properties of BCDA.

Ms. Radoc said there were two bidders for the property.

BCDA bid out the 5,389-square meter Nichols Loop and the 5,005.13-square meter old Nichols Driving Range in October.

Both areas are for institutional use and are available to schools and government offices. The Nichols properties were supposed to be bid out on Aug. 22 but the bidding failed after only one bidder submitted a proposal.

Both Nichols properties are part of BCDA’s ongoing program to bid out government land assets near the Bonifacio Global City.

The Nichols properties have a joint floor price tag of P89.59 million and are located near the Sales Interchange and Villamor Air Base. "This area is very small so the bidders are not the big companies," said Ms. Radoc.

BCDA was able to successfully hold bidding for the 1,244-square meter Sampaguita institutional use property across the Market! Market! Mall on Aug. 24 and the 3,099-square meter Eastgate Parking Facility along 14th Drive in Bonifacio Global City.

BCDA is the agency tasked with the privatization of military bases in the country. It manages prime properties located in the Clark Special Economic and Freeport Zone, John Hay Special Economic Zone, Poro Point Freeport Zone, Morong Special Economic Zone and Bonifacio Global City.
