There are plenty of initiatives in various areas in Tokyo where overground cables are being replaced by new underground ones.

But it hasn't been a big priority over the last 5 years. It's costs money, and with the situation after the Fukushima Daiichi disaster. It has to come from the local governments as Tepco is not spending money on anything non essential.

Is there any litter or any graffiti in Tokyo?

Bar the CGI's, Tokyo looks absolutely spotless.

The facade on that SANAA building is exquisite. I can't help but think that if they tried to do that in say New York City the metal panels would be noticeably warped in many places.

On first appearance it's indeed really clean, especially in central Tokyo. There's not much litter, a little bit of graffiti, but then only on spots where it's tolerated like some places in Shibuya.

But if you look a bit deeper into it you see that there are problems in Japan with littering, but mainly at places where people are not looking. Illegal dumping of trash does happen a lot. In the cities you can that for example on the river banks underneath bridges. Japanese beaches are also notorious for not being clean. Japan also had several larger industrial scandals with serious pollution in rural areas.

So it's a mixed bag, with Japanese society being very group focused it means that it's not tolerated to litter in public spaces. But when no one is looking people and companies are not always this perfect.


One other thing unrelated to littering but which has an impact on how clean the city looks. It's not unusual that only limited maintenance, especially when it comes to appearance is done on buildings and other structures. Instead of maintaining nothing is being done, just to demolish and rebuilt it again long before it would be done in western countries. This can make buildings look really old (not in a historical sense) and dirty, especially in neighborhoods where it happens a lot. Which doesn't corresponds with the spotless image that people have of Tokyo and Japan. The big difference between Western countries is that in Japan there's no correlation between derelict buildings and crime, bad neighborhoods, pollution etc.
