İZMİR | 3rd İzmir Project | Yeni Kent Merkezi

IZMIR
DOCKLANDS REDEVELOPMENT





Greater Izmir Municipality has made a replanning for the 550 ha of urban area that has been known as Docklands and pointed it as the "New City Center". The new plans were based on the German architect Jochen Brandi's project which won the International Urban Design Competition in 2002 as well as the other 9 runner-up projects that were also rewarded.

The newly planned area includes 3 main districts which adopt different functions.


1- TURAN District

Turan District includes 2 big lots which could be used to develop huge multi purpose facilities including hotels, residences and shopping malls as well as several small lots along the bayline.

The area that currently includes small residences has been designated for residential and tourism use in order to promote hotels, pensions and other tourism investments.
The 2 big lots that currently belong to Torunlar Suryapı Consortium and Petrol Ofisi are both approximately 40000m2 and can be used to build large integrated tourism facilities with shopping malls in lower storeys and hotels in the upper storeys. These hotels could be designed as towers.

The bayside is designated for trade and recreational use and will include cafes, bars, pubs, restaurants, clubs etc.



2- SALHANE District

The Future Administrative District: Salhane

Salhane has adopted a relatively more important purpose in the new plans. This is because it has been designated as the city's future administrative center and it includes the ancient city of Smyrna where the 5000 year old city was first founded.

The area between the two parallel main roads is going to be the Central Business District while the lots that are close to the ancient ruins of Smyrna and the bayside are designated to be used for tourism and trade investments. Therefore the area will include multi-storey hotels in the fronts and office towers in the inner parts.

25% of the whole 550ha area is left for green areas. Also, the total ground use has been limited to 30% and vertical development is promoted.

Some lots have been left for administrative buildings therefore the district is also designated as the new Administrative Center.




3- DOCKLANDS District

The new plans assign the lots along the main road for trade use. These will include lowrise restaurants, cafes, bars etc. The larger lots between the main road and Alsancak Main Station will be used for trade, tourism and cultural investments (convention centers, theaters etc.) while the eastern part that is closer to the Salhane District will be a part of the Central Business District. The large inner lots will be used for multi-storey investments; however these towers will be company headquarters but will not be used as mixed office towers as in the case of Salhane District.

The more-than-100-year-old gas factory and power plant on the two sides of the main road will create a magnificent entrance to the area. They will be renovated and used for recreational and cultural purposes.

İş GYO, which also built Kanyon in Levent, İstanbul is going to use its 18392m2 land in the Docklands for a residence and shopping mall complex. The investment will be $110 million except the price paid for the land itself.
The construction is expected to start in the end of the 2008 and finish in two years.

The Torunlar & Suryapı and Hayat Kimya Consortium bought Henkel factory in Turan. At the moment, the factory is being moved and the 44000m2 land will be used for a $ 250 million investment which will include a shopping mall, 400 residences and a marina. It will be a special project that will address the upper income level group of Izmir citizens.

The Eyilik family, who have one of the biggest lots in the Docklands, which is 125,000 m2 are considering to invest in a trade center. A news article stated they were thinking about office towers, probably twins of more than 35F.

Multi-storey Carrefour Shopping Mall


Sabancı Holding, which is one of Turkey's biggest compaines has 35,000 m2 land in the Docklands. They are planning to build a multi-storey complex which includes Carrefour shopping mall. The Piyale factory on the land is currently being moved and the construction is expected to start soon afterwards.

Tariş probably has the biggest land in Docklands. They want to build a multi-storey complex which includes a convention center and congress halls.

Zorlu Group, which recently bought the Karayolları land in Istanbul for $800 m is determined to make an investment in the Docklands and is especially interested in Tariş's 120,000 m2 land in Kahramanlar(Docklands). A news article states they may build hotel, residence, trade center and/or shopping mall according to the plans. They are in the process of negotiating with several landowners.

Global Holding, which recently bought the port of Izmir with Hong Kong's maritime giant Hutchison Whampoa is said to be interested in Tariş headuarters' 13000m2 land which is next to the port.

Filbeli family, who own a four factory in Docklands are planning to move their factory and build 24F twins in the 10,000m2 land. A news article states the projects of the towers are ready and they are negotiating with some investors including Arabians from the Gulf region.

Doğan Holding has 40,000 m2 of big land in the Turan district. The land is one of the most valuable as it's on the seaside. Currently, there are Petrol Ofisi facilities on the land.

Other Possible Investments
  1. Turkish architect Tarkan Önal, who is the advisor for British real estate company Cumberland says the British firm is planning more than one investment in Izmir.
    He says they will contribute to the change in Izmir's skyline with a prestigeous project in 2008.
    Cumberland will build a residence and hotel in the Docklands according to the news article.

Re-imagining an Aegean city


A new city center for İzmir is planned with skyscrapers dotting the landscape spanning 500 hectares. The mayor of İzmir, Aziz Kocaoğlu, believes $10 billion in investments will truly change İzmir's skyline.

A huge project aiming to realize 'the vision of İzmir' with high-rises, congress halls and fair grounds is introduced by Mayor Kocaoğlu. The project, which has its supporters and detractors, is to transform İzmir into a city of tourism and culture

The Aegean coastal city of İzmir will soon have an impressive skyline as the İzmir Metropolitan Municipality recently approved a project that will transform the city's landscape and bring about significant improvements to the area known as Port Rear, New İzmir or the Third İzmir.

The project's goal is to “implement the vision of İzmir,” Aziz Kocaoğlu, İzmir Metropolitan Municipality mayor, told the Turkish Daily News.



The project has both its supporters and detractors.

“The progress of a city, its prospering and the solving of the unemployment problem is directly related to its development. We are trying to achieve this (development) by implementing our projects in accordance with the vision of the city,'' Kocaoğlu said.

The project includes tourism activities, congresses, and fairs within the scope of creating a city of arts, culture and tourism. In this context, an area of 500 hectares has been designated as a spot for high-rise buildings and will be called Third İzmir.

“The decision was approved and in the next few days the region will be open to investments. Right now, around eight to 10 landowners are looking for investment opportunities,” he said.

Kocaoğlu said that the content of the development project was to provide an investment basket for investors.

“Investors from China or the United States may come to invest in İzmir. Then what? They will want to build a hotel, yet there is no planned area to build one. There is no planned space to build a hospital. It is again the same for industrial zones, fair services and congresses. We lack infrastructure and therefore need an investment basket. According to our development plan there will be hotels, residences, offices and shopping areas in the region. The business center of İzmir will move. The investor will know where to invest.”

Numerous investment projects:

There are a large number of projects concerning Third İzmir. Kocaoğlu said from the moment he took office he made a lot of contacts with investors interested in the area. “There are many people who want to establish shopping malls, hotels or business centers,” Kocaoğlu said, but declined to mention the names of the investors, Kocaoğlu said: “Investments are planned on the land owned by İş Bankası, Kula Textile, Petrol Ofisi, Turyağ, Piyale and Tariş. Turkish State Railways (TCDD) owns the biggest lot there. Tekel and Başak Cold Storage have some plots of land and some tobacco depots. Some will build the real estate themselves and rent an international business chain. Thus, İzmir's silhouette will have changed.”

Minimum $10 billion:

Kocaoğlu said the region will contribute a lot to the city with its huge investment potential. “The new city center is 500 hectares. The plots are 5,000 square meters. That is to say, 500 buildings can be built there. Considering one skyscraper costs $75 million, 15 skyscrapers make $ 1.125 billion. About 250 skyscrapers make around $18 billion. Always considering just half, we can mention a minimum cost of $10 billion. This is only the physical investment. After all, there will be no more problem of unemployment.”

City planners: There should be a harmony with recreation

İzmir Chamber of City Planners Chairman and Assistant Professor at Dokuz Eylül University Tolga Çilingir, evaluating the project, said, “this is a plan more than a project. It has different names. Let us say Port Rear or the Third İzmir will surely make contributions to the city yet it will be determined largely in relation with the investments planned.”

“There are different investment requests concerning various locations in İzmir,” said Çilingir and added: “The zoning of the area allows high-rise buildings, the investment demands will have a new address. Yet what is more important is to improve the infrastructure facilities. Highways, pedestrian lanes, open space areas should be well planned to meet the recreational needs and to preserve the green presence.”

“It would probably be better if it were an urban design project. Thus, there would be full harmony through planning as a whole. Now that it is divided in lots, every architect will build himself and that can cause disharmony,” said Çilingir.

The second leg is İnciraltı:

Stating that the project is only the first leg, Kocaoğlu mentioned their projects for the İnciraltı area. “The second leg is İnciraltı. It needs planning. It is 570 hectares. Right after March 31, we will immediately start planning according to the final situation of the EXPO bid.” Indicating that he was clear about the planning of the area, he said: “Yet we, as İzmir residents will make a decision together.”

Third leg is the peninsula:

“We also have a peninsula. It is 171,000 hectares. We will decide where to do what under the light of the development plans of the local municipalities. We have thermal water in Seferihisar. We can use it in electricity production and greenhouses. It can also be used in thermal spas. A technology park is sure to be developed. We will create a projection of the investment possibilities in the region.”

“I have been working on İnciraltı for about three years, quietly and unobtrusively. I have been speaking about the peninsula for a long while. Everyone spoke about the peninsula but no one presented a projection. Everyone has words to say in İzmir. Many projects have been planned for every piece of land. We are now concentrated on these three projects and we are determined to achieve success.”

Laying the foundations for 2015:

“We have another year ahead,” said Kocaoğlu. “We are producing clear solutions on the problems we have. This year, we will prepare our city for EXPO 2015. The foundations will be laid. The rest will happen spontaneously. We will end the transportation problem of İzmir with the construction of the subway. We will enable uninterrupted transportation from the Aliağa area to the airport. A natural habitat park spanning 425 acres, a new fair center and a congress hall with a capacity of 5,000 people will be completed.”

Business people positive to project

İzmir Chamber of Commerce (IZTO) Administrative Board Member Necmi Çalışkan, said, “İzmir is stuck in Alsancak. Therefore, a new axis should be created. Though, this should not be limited to the Port Rear project. It is surely a very important and correct decision.

Yet, the districts lying behind like Tepecik and Gürçeşme should also be planned. Via multi-layered central planning in that region, a lot can be achieved for İzmir. Making offers for big blocks of lots and building high-rise buildings will help renovate the city center.”

Aegean Region Chamber of Industry (EBSO) Administrative Committee Member Ufuk Akgün also said that this project should be considered as a whole: “İzmir in the past years has been far behind the progress made by less developed cities at least in terms of city planning. Being a port city, İzmir could not make good enough use of this in recent years.”

Stating that with this project İzmir would have got rid of clumsiness, Akgun said, “Going downtown in European countries, one can see skyscrapers yet here it is probable that you face protests and disputes. I hope this time some chambers will not oppose and make trouble because this project, apart from the development of the city, is also very important for the EXPO bid.”

Alsancak Limanı'ndan Bayraklı'ya kadar olan bölgeye oteller, dev alışveriş ve iş merkezleri yapılacak

Alsancak Limanı arkasından başlayıp, Bayraklı ve Turan'ı da kapsayan 550 hektarlık alanı gökdelenler bölgesi yapacak Üçüncü İzmir Projesi, Büyükşehir Belediyesi'nin imar planlarına son şeklini vermesiyle hızlanırken, dev gruplar da bu bölgede yer almak için harekete geçti.

Taşınıyorlar

Bölgenin uygulama imar planlarının da önümüzdeki günlerde Konak ve Karşıyaka belediye meclislerinde kabul edilmesinin ardından, söz konusu alanda alışveriş ve iş merkezleri, oteller ve çok katlı konutlar hızla yükselecek. Bu çerçevede, bölgede yer alan İzmir'in en eski tesislerinin bulunduğu fabrikalar da başka yerlere taşınma hazırlıklarını sürdürüyor.

Çalışma hızlandı

İzmirli Gürel, Küçükbay, Karabacak, Gökdemir, Doğan ve Eyilik ailelerinin yanı sıra Tariş, Sabancı ve Zorlu grupları ile Torunlar Gıda, Hayat Kimya ve Sur Yapı İnşaat şirketleri, bölgede yatırım yapmak için çalışmalarını hızlandırırken, bu kuruluşlara son olarak İş Bankası da eklendi. Bankanın Sirgeli Kavşağı bölgesindeki arazisinde, iştiraki olan İş Gayrimenkul Yatırım Ortaklığı şirketince içinde konut, iş ve alışveriş merkezinin yer alacağı bir proje hayata geçirilecek. Banka da buradan elde edilecek satış ve kira gelirlerinden pay alacak.

Bölgede iddialı

Torunlar Gıda'nın sahibi Aziz Torun, Hayat Kimya'nın sahibi Yahya Kiğılı ve Sur Yapı'nın sahibi Altan Elmas, ortak oldukları Nokta İnşaat'la yıl sonuna kadar taşınacağı açıklanan Turyağ tesislerinin yerine alışveriş merkezi kurmak için çalışma başlattı. 44 bin metrekarelik bir alana sahip 91 yıllık Turyağ tesisin yerine yapılacak merkezle ilgili proje çalışmalarının devam ettiğini ifade eden Hayat Kimya Yönetim Kurulu Üyesi Orhan İdil, bölgede iddialı bir yatırım yapacaklarını söyledi

Piyale arazisi

Sabancı Grubu'nun da, Bayraklı'daki Piyale tesislerinin olduğu alanı Üçüncü İzmir Projesi çerçevesinde değerlendirmek istediği ifade ediliyor. Piyale'nin bünyesinde bulunduğu GıdaSA'yı satan grubun, Bayraklı'daki tesisin bulunduğu arsayı alışveriş merkezi olarak değerlendirmeyi planladığı belirtiliyor. Bu çerçevede yine grup bünyesindeki CarrefourSA'nın da içinde yer alacağı çok katlı bir alışveriş merkezi yapma projesi üzerinde çalışıldığı kaydediliyor.

35 katlı olacak

Kula Mensucat'ın sahibi Eyilik Ailesi de Salhane'deki 125 bin metrekare alana ticaret merkezi yapmayı hedefliyor. En az 35 katlı planlanan merkez için harekete geçen Eyilik Ailesi, EBSO, İTO ve İTB'ye de ticaret merkezinde bedelsiz yer vereceğini açıkladı. Salhane'deki yerlerine yeni imar planı çerçevesinde ticaret merkezi kuracaklarını belirten Erol Eyilik, İzmir'e güzel bir eser kazandırmak istediklerini söyledi.

Değiştirildi

İzmirli Gürel, Karabacak, Küçükbay ve Gökdemir aileleri de daha önce satın aldıkları Bayraklı'daki tütün deposunun bulunduğu alana, alışveriş merkezi planlıyor. Aileler, bu yatırımı kurdukları Salhane Turizm Yatırımları adlı şirket aracılığıyla gerçekleştirecek. Şirket ortaklarından Selim Gökdemir, daha önce eğlence ve alışveriş merkezi olarak düşündükleri projelerini iş merkezine dönüştürdüklerini kaydetti. Gökdemir, projelerini hayata geçirmek için Karşıyaka ve Konak belediyelerinin 1/1000'lik uygulama imar planlarını meclislerinden geçirmesini beklediklerini söyledi.


İkiz kuleler

Merhum Şevket Filibeli tarafından 1955'te kurulan Altınbaşak Un Fabrikası'nın da bulunduğu araziye, 24 katlı iki gökdelen dikilmesi düşünülüyor. Altınbaşak Un Yönetim Kurulu Başkanı Hürriyet Doğan, taşımayı planladıkları fabrikanın üzerinde yer aldığı 10 bin metrekarelik arazide hayata geçirilmek üzere 24'er kattan 2 gökdelenli projelerinin hazır olduğunu kaydetti. Arazilerine başta Araplar olmak üzere birçok kuruluştan teklif geldiğini belirten Doğan, projeden sağlayacakları fonla yeni bir fabrika kuracaklarını kaydetti.

Tariş'e ilgi çok

Bu arada Tariş'te de Pamuk, Üzüm, İncir ve Zeytinyağı birliklerinin ortak olduğu Alsancak'taki Genel Müdürlük binasının yer aldığı arsanın değerlendirilmesi için çalışmalar yürütüldüğü belirtildi. Tariş Pamuk Birliği de Kahramanlar'daki Pamukyağı Kombinası'nın bulunduğu alanı, yine benzer projelerle değerlendirmek için çalışırken, söz konusu alanla Ahmet Nazif Zorlu yönetimindeki Zorlu Grubu'nun da ilgilendiği kaydedildi. Ayrıca, Mehmet Kutman yönetimindeki Global Yatırım Holding'in de Tariş Genel Müdürlüğü'nün bulunduğu alanla ilgilendiği belirtildi.

İmar düzeni

Pamukyağı Kombinası ve Yemta tesislerinin yer aldığı 120 bin metrekarelik alanın yaklaşık 80 bin metrekarelik bölümü için taslak proje çalışması yaptıklarını belirten Tariş Pamuk Birliği Başkanı Basri Özçoban, arazinin imar düzenlemelerini beklediklerini ifade etti. Arazide içinde kongre merkezi ve toplantı salonununda olduğu çok katlı bir kompleksi hayata geçirmek istediklerini vurgulayan Özçoban, bunun için de birçok grupla görüşmelerini sürdürdüklerini söyledi. Tariş Genel Müdürlüğü binasının da bulunduğu 13 bin metrekarelik arazi ile de bazı grupların ilgilendiğini kaydeden Özçoban, her iki arsa için de gelecek her türlü teklife açık olduklarını ifade etti.

Zorlu kararlı

İzmir'e Küçükbay Ailesi'nden aldıkları Kalearkası'ndaki alışveriş merkezi ve tütün deposu ile adım atan Ahmet Nazif Zorlu yönetimindeki Zorlu Grubu ise, yeni kent merkezinde de yatırımda kararlı. Gruba bağlı Zorlu Gayrimenkul'ün Genel Müdürü Levent Ergül, yeni kent merkezinde arazi arayışlarını sürdürdüklerini belirterek, "Arazi sahipleri ile görüşüyoruz. Buradaki planlara uygun olarak alışveriş ve ticaret merkezi ile residence ve otel yatırımı yapabiliriz" dedi.

Özel proje

Yatırım için son olarak atağa geçen kuruluş ise, Ersin Özince'nin Genel Müdürlüğü'nü yürüttüğü İş Bankası oldu. Banka, Sirgeli Kavşağı'nın yanındaki Sabah tesislerinin arkasında bulunan depolarının olduğu 18 bin 392 metrekarelik araziyi değerlendirmek üzere İş Gayrimenkul Yatırım Ortaklığı şirketine 12 milyon dolar bedelle devretti. Banka, projenin tamamlanmasının ardından satış ve kira gelirlerinden de pay almak üzere İş GYO ile anlaşma yaptı.

Yüzde 50 alacak

İş Bankası, İş GYO'dan arsa bedeline ilave olarak, projenin konut ve ev ofis olarak inşaa edilecek kısmının satış ve kira gelirlerinin yüzde 50'sini alacak. Ayrıca projenin alışveriş merkezi bloğunda yer alacak brüt 400 metrekarelik bir bağımsız bölüm 10 yıl süre ile bedelsiz İş Bankası'nın kullanımına bırakılacak.

2 yılda bitecek
İş GYO Genel Müdürü Turgay Tanes, söz konusu alandaki projelerinin konut, ev-ofis ve alışveriş merkezini içeren karma fonksiyonlu bir çalışma olmasını planladıklarını söyledi. Arsa hariç proje bedelinin yaklaşık 110 milyon dolar olacağını dile getiren Tanes, "Proje bünyesinde yaklaşık 40 bin metrekare konut alanı 30 bin metrekarelik de bir alışveriş merkezi olacak. Gelecek yıl başlanması halinde 2 yıl içinde tamamlamayı hedefliyoruz" dedi.

Kocaoğlu: Kent ayağa kalkacak

Yeni kent merkezi ile ilgili, gerek ulusal, gerekse uluslararası çok sayıda kurum bu bölge ile yakından ilgileniyor. Son derece cazip bir bölge. Buranın planlanmasına ilişkin süreç geçmişte bazı tıkanıklıklara uğradı. Şu anda öngörülen şekilde yeni planlamayı yaptık. Ekim ayında hem Konak, hem Karşıyaka belediyesi 1000'lik uygulama imar planlarını Meclisi'nden geçirecek. Orada zamanla yarışıyoruz. Gereğinden fazla zaman kaybı söz konusu. Bir an evvel orada projeler başlasın istiyoruz.

Görüşümüz belli

İzmir kent merkezinde planlanması gereken iki alan var. Biri Liman arkası olarak bilinen yeni kent merkezi, diğeri de İnciraltı'nın sağlıklı şekilde planlanmasıdır. İnciraltı konusunda da görüş ve duruşumuz bellidir, herkes tarafından da bilinmektedir. Oradaki yasal engelleri de aştığımızda buranın planlanması ile İzmir kent merkezi ayağa kalkacaktır. Daha sonra yarımada başta olmak üzere yapılacak diğer planlama çalışmaları da işin ayrı bir boyutudur."

Yatırımcı kazanacak
Eskidji İzmir Bölge ortağı Ali Erten, gelecekte İzmir'de arazi değer artışının en fazla yaşanacağı bölgenin, yeni kent merkezi olarak adlandırılan alan olacağını söyledi. Erten, "Yatırımcıların bölgeye yoğun ilgisi devam edecek" dedi. Evet baya ilerledi Altınyoldan falan görülebiliyor.
Portda artık körfezden görülüyor ilerlemeler iyi yani
Veeeeeeee daha önemlisi Saygın plazanın yapımına yeniden başlandı
Dışını beyaz yapıyolar acayip güzel olcak

İzmir's face to change with $20 bln investment

The “Third İzmir” and “İnciraltı Urban Transformation” projects have drawn investors' attention to İzmir, as many companies prepare projects all across the area from Alsancak port to Turan.

Building schemes regarding the Third İzmir Project are to be approved by the municipal councils of Karşıyaka and Konak 20 days from now, and then once again by the Metropolitan Municipal Council, noted İzmir Metropolitan Mayor Aziz Kocaoğlu. “Thanks to the ambitious two projects, an investment worth $20 billion is expected in the next 20 years,” he said.

The Third İzmir Project, covering a 550-hecatre area, aims to build a new city center on the site at which İzmir was originally born some 5,000 years ago. Thanks to the project, older buildings and factories will be replaced with commercial centers and residences. On the other hand, the construction of an additional seaside boulevard is slated for the coast of Turan, with the goal of transforming the area into one of tourism and commerce.

Investors on the watch:

The project covers the lands of large companies such as İş REIT, Tariş, Sabancı Group, Altınbaşak, Kula Mensucat, Küçükbay Group, Torunlar Gıda, Petrol Ofisi and Henkel, as well as official institutions such as the Turkish State Railways, Ziraat Bank, Başak Insurance and the Foundations Directorate.

Many companies holding land in the area have already begun work on ambitious projects to prepare them for action once the final building scheme is materialized. Altınbaşak Flour Factory, Tariş, İş REIT, Küçükbay and Kula all plan to build high-rises on their existing lands while Sabancı aims to build its skyscrapers on the land of Piyale plants.

Each project's investment value ranges between $80 million and $100 million, Kocaoğlu explained. “Some eight to 10 investors are preparing to develop projects. Structuring will be complete in three years. We will also provide metro transportation soon,' he added. With the implementation, the number of people employed in the service sector will also increase, said Kocaoğlu. “Real estate prices in İzmir are low, therefore it attracts attention of foreign groups thanks to its developing structure.”

İş REIT's ambitious project:

İş REIT, one of the partners of Kanyon Shopping Mall, plans to undertake a large-scale 18,392 square-meter project consisting of residential and home-office complexes and a shopping mall by Sirgeli Junction. The project, set at an additional $110 million on top of land costs, will create a 40,000 square-meter residential area and a 35,000 square-meter shopping center, said İş REIT Managing Director, Turgay Tanes. “The project will be completed in two years, should work begin in 2008,” stated Tanes. Tariş Olive and Olive Oil Union also owns 31,276 square-meters of real estate within the area, said Chairman Cahit Çetin.

postalamana bisiy demiyom yanlis anlama. Yani bu projenin tadi kacti, eskidi bu artik gerceklerstirlmez anlaminda dedim. Yapilsa bile baska daha aktüel bir projeyi yaparlar.

bu bilmemkaç yıl önce açılan yarışmayı kazanan Johen Brandinin projesi
bu projeye göre bugünkü düzenlemeler yapıldı zaten.
İşte bu da belediyenin yaptığı yeni plan
