I see that each mosque has different styles by region.
Balkans, Turkey and Turkish diaspora: Cylindirical minaret with cone top including sherrefes, half globe dome. (Hagia Sophia)
France: Boxy design inspirated from Northern African mosques. (Paris central mosque)
England: Minarets and domes inspirated from Haram Mosque in Mecca. (London central mosque)
Former Soviet Union: Onion style dome inspirated from St. Peter's Basillica. Tulip-look Minaret tops inspirated from Iran-Central Asia. (Great Kazan mosque)

Yes, I like it. Seems a nice solution. At least, considering that often these structure do not fit well in the Euro cities, this one seems to be nice-looking.

Is there an Islamic Cultural Center too?

At the moment there is a struggle in order to decide what to do for the muslim community, in Milano. They are looking for a place for the Friday's pray and Ramadan.

Maybe they want to build a new mosque in the metro area.

We'll see...
