Transport terminal is abandoned again. For over a month, there is nobody on the plot.

Why would the new mayor want to limit construction in Moscow ? That makes no sense . That's exactly what his job is ... to get people investing in his city .

The reason is the greatly overloaded transport infrastructure, city center is plagued by traffic jams even at late night and construction of new office buildings surely won't help the situation.

Let's put it that way: Moscow's historical downtown, being several centuries old and quite small compared with Moscow's overall territory (roughly 66 sq. km vs 1,091 sq. km), doesn't have enough infrastructure to support millions of people coming there everyday to work. Yet under previous mayor Moscow's centre was populated with new massive office and retail spaces that were presented to public as renovation of old XIX and XVIII century buildings, but more often than not that 'renovation' ended up in destroying them and building some ugly shit with triple area instead. As a result, it takes up to 4 hours to get by car from MKAD (a freeway circling Moscow) to downtown in the morning, and 4 hours back in the evening on a bad day in winter. All is because everyone needs to go to downtown.

So, this is just about limiting construction in historical centre. The rest of Moscow still has plenty of space to develop that should be renovated instead: former plants, thousands of Soviet commieblocks, etc. Moscow IBC, while not exactly a favourite district by current mayor (little infrastructure so far), is at least built at a former industrial site where nothing of merit was before.

Yeah , I can certainly understand the need for better planning . It's just that in the context of this thread , I thought you were saying that ALL of Moscow was going to see a serious cutting back of development . That's the part that made no sense to me .

Continued development of the outlying areas certainly makes plenty of sense but there's no need necessarily to restrict development . Actually , it's simply a matter of better planning . I mean , if Manhattan can function while acting as the downtown for a conurbation of nearly 30 million people , Moscow should be able to do the same . Granted , Moscow is growing quite a bit faster than New York and the latter has had decades to develop transportation infrastructure but again , it's not development that's the problem , it's the poor planning that's made Moscow the traffic mess it's become .
