There will be totally new buses for Kimara-Kivukoni corridor in different colorful colors designed to enhance Dar's tourism attraction. The new buses are set to start October 2013.

Any updates on Kivukoni Bus terminal ? I heard it was nearing completion last month


I also read in the newspaper that they are demolishing the houses in Gerezani area for the DART terminal.. which area is it exactly ?

it is being demolished as we type now...behind shoprite ya Kamata. Strabag starts construction of 21Km Dart road this month.

MRADI WA WANANCHI GEREZANI KIBASILA NI MFANO MZURI WA KUIGWA WA KUJIKOMBOA KIUCHUMI



1. UTANGULIZI

Kibasila Estate Public limited company (KEPLC) ni kampuni
inayomilikiwa na Wananchi wa kawaida wanaoishi kwenye nyumba 106
walizouziwa na Serikali kwa Mikataba Maalum ya mtu mmoja mmoja kupitia
wakala wa majengo Tanzania (TBA), chini ya Wizara ya Miundombinu tokea
mwaka 2004. Nyumba hizo zipo katika eneo maarufu liitwalo SHULE YA
UHURU, katika makutano ya barabara ya Msimbazi/Lindi, Kata ya
Gerezani, wilaya ya Ilala jijini Dar-Es-salaam.

Mara tu baada yakuuziwa na kupata mikataba yao, wananchi hawa
waliamua kujiunga pamoja kwa mtindo wa kuhamasishana na kunadi wazo la
kuunda Ushirika yaani Kibasila Housing Cooperative Society,waiombe
serikali iwamilikishe eneo lao kwa pamoja, ili wapate urahisi wa
kukopesheka na hatimaye kuzijenga upya nyumba zao, waweze kuishi
katika nyumba bora zenye thamani wanayostahili na kukidhi viwango vya
mipango miji.

Wananchi hao walihamasishana kwa kufanya vikao vingi vya
kuelimishana na hatimaye waliiitisha mkutano mkubwa uliokuwa na
malengo yafuatayo:-

o Kuchagua viongozi wa kujitolea ili wafanye kazi kwa
niaba ya wakazi

o Kupanga malengo na mikakati ya kufikia malengo hayo.

o Kujadili njia za kupata fedha za kuiwezesha kamati,
kama vile usafiri,uchapishaji,semina za elimu ya mradi n.k

Hatimaye,viongozi 15 walichaguliwa rasmi na kupewa jina la
kamati ya kuendeleza makazi.

2. KAZI ZA KAMATI YA KUENDELEZA MAKAZI

Kamati ya wanachi hao ilifanya kazi nyingi sana kwa niaba ya
wananchi wanao waongoza:-

· Wamechagua viongozi wa kamati yao na kupata mwenyekiti,
katibu na mweka fedha.

· Wametengeneza malengo ya mradi wao yaeleweke vizuri
serikalini na kwa wanachi kwa ujumla.

· Wamepanga mikakati mizuri ya kufikia malengo yao.

· Wamekuwa wasimamizi wazuri wa mali zao

· Kusimamia usuluhishi katika matatizo mbalimbali ya makazi yao

· Kusimamia haki mara walipoona dhulma inayoashiria kutendeka.

· Wamesimamia uundwaji wa kampuni yao baada ya kufanyiwa
hujuma za kushindwa kuundwa ushirika (Housing cooperative society)

· Wamesimamia kuunda kwa bodi ya wakurugenzi

· Wamesimamia na kupata wataalamu hodari
waliowaajiri.Wachumi, wanasheria, Architects na karani mkuu.
Wameshirikiana bega Kwa began a wataalamu waliowaajiri, katika
kuboresha mambo yao na kutatua matatizo kila yalipojitokeza hadi
kufikia 2008 strartegic plan, business plan na michoro yote ikawa
imekamilika.

· Kuandaa semina elekezi kwa wakazi kujua haki zao na
uwekezaji bora.

· Kamati ya Wananchi ilifanya mawasiliano ya maandishi
katika ofisi ya Mkuu wa Wilaya yenye kumb GRN/010/4 yenye kichwa cha
habari "UTAMBULISHO WA MRADI WA MAENDELEO YA WANANCHI KWA UJENZI WA
NYUMBA BORA ZA KUISHI NA VITEGA UCHUMI"

· Wanakamati hao walifanya ziara hadi Ikulu kwa nia ya
usuluhishi, na kukutana na katibu wa mhe rais.-katibu wa ikulu
aliwaunga mkono wananchi hao.


· Kuandaa ziara kwenda kuonana na viongozi ana kwa ana kwa
madhumuni ya kupata ushauri, mfano:- mhe Abas Kandoro,akiwa mkuu wa
mkoa alitushauri kuunda ushirika kama chombo bora zaidi.Pia kamati
ilifika Dodoma kumuona mhe.Pinda akiwa waziri wa TAMISEMI,kuomba
upatanishi,wakati viongozi wa mradi wa DART walipowavamia na kutaka
kupora eneo lao.Aliyoamuru mhe.Pinda hayakufanyiwa kazi.

· Kamati ilifanya mawasiliano ya barua kwa Mh. Rais wa
Jamhuri ya Muungano wa Tanzania tarehe 30.04.2007 kumpa malalamiko ya
wakazi wa Gerezani na kumuomba awaachie eneo lao ili wafanye mradi
wao. Kamati walitumia nafasi hii pia kumpa kumbukumbu zote za
vielelezo vya mawasiliano waliyofanya na viongozi wa Serikali ili
kutoa uamuzi sahihi

· Wameandika barua takriban thelathini za aina mbalimbali,
kwa mfano:-

(a) Barua ya Maombi ya kumilikishwa ardhi yao kwa
pamoja, ili waweze kukopesheka, kwenda kwa wazara wa miundombinu.
GRZN/TRC & THA/ MAENDELEO/3/2006.Nakala zilipelekwa wizara zote
husika, ofisi ya waziri kuu na Ikulu.Walijibiwa na kupewa moyo.

(b) Barua ya Maombi ya kusajiliwa Kama Kibasila
Housing cooperative society, kwenda kwa afisa ushirika wa manispaa
ya Ilala. Kumb na. GRZN/TRC & THA/MAENDELEO/6/2006.

(c) Barua ya maombi kwa wakala wa majengo Tanzania
yenye kichwa cha habari KUBORESHA MAKAZI YETU KWA KUJENGA NYUMBA KWA
MTINDO WA MAGHOROFA ILI KUJIPATIA MAKAZI BORA NA KUJIONDOLEA UMASKINI.

Kumb na.GRZN/TRC&THA/MAENDELEO/2/2006.Walijibiwa, na
mkurugenzi wa TBA, alimpelekea afisa ushirika orodha ya wakazi
waliouziwa nyumba ili aharakishe kuwasajili.

(d) Barua za maombi ya fedha za mradi, Kwa taasisi
za fedha kwa mfano UNDP HABITAT.

(e) Barua za mawasiliano kwa viongozi mbalimbali kwa
mambo yanayojitokeza.

(f) Barua ya tarehe 02.1.2007 ilikumbushia maombi
yao ya awali kwa TBA, na kupata majibu tarehe 10.1.2007 kwamba
wameruhusiwa kusajiliwa na kuendelea na mradi wao.

Baada ya wananchi hao kuruhusiwa na TBA kuutekeleza mradi wao,
wananchi hao walifuatilia kwa makini usajili wa ushirika bila
mafanikio.Walimuomba wakala wa majengo amthibitishie afisa ushirika
kuwa amewauzia nyumba na pia wameruhusiwa kuzijenga upya nyumba zao.
(uthibitisho huo ni moja ya mashart ya afisa ushirika kwa wakazi
hao). Wakala wa majengo alimthibitishia afisa ushirika kwa barua yenye
kumb na. GC: 114/228/01/197, akiwa ameorodhesha majina ya wakazi wote
ili wasajiliwe katika ushirika waliouomba.

Pamoja na jitihada zote za TBA kumthibitishia afisa ushirika,tena kwa
barua,afisa ushirika bado aliwasumbua wakazi hao bila huruma.

Kwa bahati mbaya walishindwa kupata usajili wa Ushirika kutokana na
urasimu mkubwa katika ofisi za Ushirika kipindi hicho.Walizungushwa
kwa takriban mwaka mzima bila kupata usajili ingawa walitimiza kila
lililokuwa linahitajika. Wananchi hawa hawakukata tamaa walijiunga
Kwa pamoja na kuunda Kampuni ambayo ilisajiliwa bila ya urasimu wowote
na kuiita KIBASILA ESTATE PUBLIC LTD COMPANY badala ya Kibasila
Housing Society.






3 MALENGO YA MRADI

v Wananchi wa Gerezani/Kibasila wamepania kuliendeleza
eneo lao kibiashara kwa kujenga Vitega uchumi na kuvikodisha ili
kupata gawio litakalo wawezesha kuinua hali zao kimaisha, kiuchumi na
kijamii na sehemu ya fedha za faida zitumike kulipia gharama za Mradi
utakaojengwa.

v Kupandisha thamani ya ardhi yao kwa kujenga majengo ya
kisasa na yenye kuvutia na hatimaye kubadilisha sura ya eneo la
Gerezani na kuwa kitovu cha biashara na kuwa kivutio cha watalii.

v Kuunga mkono jitihada za Serikali katika kuinua maisha
ya wananchi wake na kwa kupitia mradi huu maisha yao yataboreshwa.

v Kutoa fursa kwa watanzania wengine kuajiriwa, kupata
mahali bora pa kuishi na Serikali yao kunufaika kwa kodi kwa kupitia
biashara mbalimbali zitakazofanyika katika eneo lao. Na kwa kuwepo na
makazi ya kupangisha ya bei ya kati na ya juu.

v Kumfanya Mkazi kumiliki na kuendesha uchumi wa nchi yake
kivitendo na kuwa mfano wa watanzania wengine.





Wakati Kamati ya wakazi ikiendelea kuwasiliana na Serikali juu
ya utekelezaji wa Mradi wao. Kamati ilipata fununu juu ya kutaka
kuweka mradi wa DART katika eneo lao hivyo waliamua kumfuata
Mkurugenzi wa Manispaa ya Ilala na kumuandikia barua ya tarehe
08.09.2006 iliyokuwa na kichwa cha habari "KUSUDIO LA KUBADILISHA
MATUMIZI YA ENEO TUNALOISHI NA KUWA KITUO CHA BUS" Barua hiyo
ilimtafadhalisha arejee ujio wa kamati ofisini kwa mkurugenzi huyo,
barua waliyomuandikia Mkuu wa Mkoa na nakala waliyompelekea juu ya
harakati za mradi wa wananchi katika kuliendeleza eneo hilo. Barua ya
tarehe 16.08.2006. wananchi walimuomba Mkurugenzi wa manispaa ya Ilala
awaandikie wananchi kwa maandishi,aelezee mpango wa serikali kwenye
eneo lao. Jitihada zao ziligonga mwamba.

Baada ya Kamati ya Wananchi kutokupata ushirikiano mzuri toka
kwa Mkurugenzi wa Manispaa ya Ilala waliamua kwenda Wizara ya Mipango
Uchumi na Uwezeshaji na kumuomba Mh. Waziri Juma Ngasongwa awasaidie
kulitatua tatizo hili.

Waziri wa Mipango Uchumi na Uwezeshaji aliwaita Kamati ya
Wakazi na Viongozi waandamizi wa DART akiwemo Mkurugenzi wa jiji
Abubakari Kingobi, Kliest Sykes aliyekuwa Mkurugenzi wa DART kipindi
hicho na Asteria Mlambo Mratibu wa Mradi wa DART.

Katika kikao hicho Viongozi wa DART walikiri kutowashirikisha
wananchi na kikao kikaazimia kukagua eneo jingine karibu na makazi ya
wanakibasila. Waziri aliamuru viongozi wa DART pamoja na wataalam wao
wakiongozana na Kamati ya Makazi wakiwa na Diwani wao Mh. Salum
Bisarara kwenda kukagua eneo hilo maarufu kwa jina la KAMATA wataalam
wa DART kipindi hicho(LOGIT) walilikagua eneo la KAMATA na kuvutiwa
nalo sana kwani lilikuwa linapakana na barabara zote muhimu katika
awamu tatu za mradi wa DART na wakalitolea michoro.


Mh. Waziri Dr. Juma Ngasongwa aliwataka DART baada ya ziara yao
warudishe majibu kwake ili aweze kutatua ikibidi. Kinyume cha hayo
viongozi wa DART hawakutaka kurudi tena kwa Mh. Waziri bali
waliendelea kufanya maandalizi ya ujenzi wa kituo katika eneo la mradi
wa wananchi bila ya ridhaa yao.

Kamati ya Wakazi haikuishia hapo ikaenda hadi ofisi za DART
kipindi hicho zilikuwepo katika ofisi za Mkurugenzi wa jiji na kufanya
kikao na Viongozi wote waandamizi wa DART wakiwemo Asteria Mlambo na
Bwana Sykes. Katika kikao hicho viongozi wa DART waliwaonyesha
michoro mipya kamati katika kijarida kilichoandikwa "TAARIFA FUPI
KUHUSU KITUO CHA MABASI YA DART ENEO LA KARIAKOO" kijarida hicho
pamoja na maelezo mengine kilifafanua baadhi ya sababu ambazo DART
wamezitoa kulikataa eneo la KAMATA kufanya kituo baadhi ya sababu
hizo ni:

· Eneo hilo lipo mbali na maeneo makuu ya kariakoo hivyo
kuongeza adha ya kutembea kwa umbali mrefu kufikia kituo hususan kwa
wenye mizigo na watoto.

· Kuondoka kituo cha mabasi ya Scandinavia kutailazimu
Serikali kufanya maandalizi kumudu ongezeko la huduma kituo kikuu cha
mabasi Ubungo.

· Serikali italazimika kuandaa mipango kwa kuepukana na
usumbufu wa jamii katika suala la huduma kwa kuondoshwa huduma za
bima.

· Sehemu ya kupakia awamu ya tatu zinazokusudiwa inaingia
ndani ya eneo muhimu la mipaka ya reli.


7. JINSI WALIVYOKABILIANA NA CHANGAMOTO

(a) Kamati ilifanya safari hadi Dodoma kwa Mh. Waziri
Mizengo Pinda kipindi hicho akiwa ni Waziri wa Tawala za Mikoa na
Serikali za Mitaa na wakapata nafasi ya kuonana nae katika ofisi za
TAMISEMI wakiwa wameongozwa na Mh. Juma Ngasongwa. Katika kikao chao
Mh. Waziri aliwaahidi wananchi atakapokuwa Dar es Salaam ikibidi
atawaita.

Mh. Waziri Pinda alipofika DSM aliwaita wananchi wote
pamoja na viongozi wote kuanzia Serikali ya mtaa hadi Meya wa jiji ili
kutafuta suluhu ya jambo hilo.

Katika kikao hicho Kamati iliwasilisha dukuduku lao kwa
njia ya risala iliyosomwa na Katibu wa Kamati. Risala ambayo wananchi
walisisitiza hawapo tayari kuliachia eneo lao hata senti mita moja.

Katika kikao hicho maagizo aliyoyatoa Mh. Waziri Pinda ni:

1. Kumuagiza Mkurugenzi wa Manispaa Nd. J. Lubuva
pamoja na uongozi wa DART kuangalia upya eneo la Kamata kwa nini
halifai kuwa Kituo cha mabasi.

2. Kama eneo hilo halifai kwa kituo cha DART basi
wananchi wapewe eneo hilo na wapimiwe ukubwa sawa na eneo la sasa ili
watekeleze Mradi wao.

3. Alimuagiza Mkurugenzi wa Manispaa ku "condemn"
majengo yaliopo eneo la Kamata yawe (0) cost ili iwe rahisi
kubadilisha matumizi na kuwapatia wananchi.


4. Alimuagiza Mkuu wa Mkoa Nd. Abas Kandoro
kufanyike tathmini sambamba katika maeneo yote mawili ili gharama
yake iingizwe katika bajeti ya Serikali ya kipindi kile (2007) Maagizo
hayo yote hayakutekelezwa mpaka sasa, hivyo kuwafanya wananchi
kupitia njia ya sheria na kuweka kusudio la kuishitaki Serikali endapo
jitihada za kuwapora ardhi yao zitaendelea.

Kwa hatua iliyopo sasa wakazi wa GEREZANI wamefungua kesi
Mahakama kuu Kitengo cha Ardhi Kanda ya DSM Kesi namba 213/2010 ambayo
imewekewa ZUIO la kutokufanywa jambo lolote eneo hilo mpaka KESI
iishe/imalizike.


(b) Kamati ilipeleka malalamiko yao kwa maandishi na
viambatanishi vya michoro na nakala ya KESI YA MSINGI iliyopo
Mahakamani kwa Mh. J.P.Magufuli kwa kuwa wizara hiyo ndiyo
iliyotiliana saini na MIKATABA na wananchi hao wa Gerezani.


Kamati ya Wakazi wa Gerezani iliitwa katika ofisi ya Mh.
Mwakyembe Naibu waziri Wizara ya Ujenzi. Kikao kilishirikisha Uongozi
wa DART Kamati ya Wakazi , Katibu wa TAMISEMI, na Katibu Mkuu Wizara
ya Ujenzi pamoja wahandisi wa Jiji, TANROAD na TBA ili wakae na kuona
je! kiufundi nini kinashindikana katika kufanya mradi wa Wananchi kwa
pamoja na kituo cha basi kiwepo katika eneo hilo. Katika kikao hicho
Mh. Mwakyembe - Naibu Waziri aliagiza kufanyike kikao cha wataalam wa
pande zote mbili kuliangalia kwa kina jambo hili na kuamua namna ya
kufanya ili kuweza kufanyika kwa miradi yote miwili na alimteua Bw.
Cosmas Takule kuwa Mwenyekiti wa kikao hicho cha kiufundi. Kwa bahati
mbaya kikao hakikuzaa matunda baada ya DART kuendelea kung'ng'ania
hoja ile ile ya kuwaondoa wananchi wa Gerezani pamoja na mradi wao na
kujenga kituo.


Katika kikao hicho Wataalam wa Mradi wa wananchi wa
Gerezani/Kibasila walipeleka michoro yao inayoonyesha mradi wao na
kuwepo kwa kituo cha mabasi kwa pamoja, lakini viongozi wa DART
hawakuleta michoro yao waliyoagizwa na Mh. Naibu Waziri badala yake
walikataa bila ya kutoa sababu yoyote.Kikao hicho kilichokuwa chini ya
uenyekiti wa mkurugenzi wa DART, hakikuwa na muafaka kwa kuwa DART
HAWANA DATA ZA MRADI WAO.

8. HOFU KUU

· Wananchi wanahofu Serikali ipo mbioni kutaka kutumia
mabavu kuwabomolea wananchi kwa nguvu huku ikijua kuna ZUIO LA
MAHAKAMA.

· Serikali kupanga kuwahujumu wananchi kwa kumtishia Jaji
au kumhamisha au vinginevyo kumuondoa kabisa

· Serikali haitaki kushirikiana na Wakazi wa
Gerezani/Wanakibasila kuwa WADAU, WANAHISA wa MRADI katika Ardhi yao
jambo linalowatia unyonge wananchi dhidi ya serikali yao.

· Wananchi wanahofu Serikali kuingia mikataba mbalimbali
katika eneo lao huku ikijua kuwa wana mkataba na wananchi hao na
katika mikataba hiyo serikali iliahidi haitachukua ardhi hiyo.


· Wananchi wanapata hofu kupitia kauli mbalimbali
zinazotolewa na viongozi waandamizi wa Serikali kauli ambazo
zinapotosha ukweli wenyewe na kutishia maisha ya watu pamoja na kutaka
kuvunja sheria za nchi.

· Wananchi wanahofu kitendo cha Mhe RAIS kukaa kimya huku
akilifahamu jambo hilo. Au anasubiri mpaka wananchi wafe ndiyo aunde
tume?



HITIMISHO

Wakazi wanaiasa serikali kufuata utawala wa sheria na
kujali matakwa ya wananchi. Pia wameitaka serikali kuheshimu mikataba
waliyosainiana nao kwani wamekuwa wakishuhudia serikali kuheshimu
mikataba ya wawekezaji wa nje tu.

DART central terminal project underway - CEO

The exercise, which started on Friday last week, lasted for three days; the company’s managing director Scholastica Kevela told a news conference yesterday in Dar es Salaam.

She said her company worked under pressure to meet the government deadline, adding that a group of not less that 250 employees worked tirelessly day and night to ensure that every thing was a success.

The quarters were pulled down following a court ruling in favour of the government in a case filed by the residents, despite being fully compensated. The government through the project gave 2.7bn/- as compensation to all the residents.

Bus Rapid Transit System in Tanzania

The publicly listed construction group STRABAG has received a € 134 million order in Tanzania’s main city of Dar es Salaam. The company is building a bus rapid transit (BRT) system: an above-ground bus transport system with separate bus lanes and priority right of way. The order includes the rehabilitation and expansion of a total of three main traffic arteries with a total length of 21.1 km linking the city and its port with the western inland, Burundi and Rwanda.

“The works awarded to our subsidiary STRABAG International GmbH are part of the Second Central Transport Corridor Project, which is intended to support Tanzania’s economic growth through an efficient transport system. The most important components are the urban transport system in Dar es Salaam, the trunk roads, and Zanzibar Airport,” says Hans Peter Haselsteiner, CEO of STRABAG SE.

The STRABAG order is divided into two lots. Lot 1 comprises the development of the road from Magomeni to Kimara including 15 bus stops, the Kimara Terminal and the Ubongo Terminal.

Lot 2 includes the rehabilitation of the road from Magomeni to Kivukoni, Kawawa Road from Magomeni to Morocco and Msimbazi Road from Fire to Kariakoo including 14 bus stops and the Morocco Terminal.

STRABAG will build centre lanes in both directions exclusively for public bus transit. The existing roadway will be widened to maintain the two-lane carriageway for mixed traffic and to add new bicycle lanes and paved pedestrian sidewalks.

A bus stop will be built in the centre lane every 500–700 m, and the main and terminal stations Kimara, Ubungo and Morocco are to be developed. Additional works include infrastructure works such as the laying of drinking water pipes, the development of the wastewater system and the telecommunication network, as well as the construction of street lighting and traffic facilities.

Construction began in February 2012. The maximum construction time is 36 months; the 17 km main road must be completed after 24 months.

I think we should rename some of stations

I cant see any reason whatsoever to have a station called MOROCCO while we don't even have any diplomatic relations with them

we should also rename some of our streets to indigenous names

I dont think they have Nyerere street or road in Nigeria or Morocco ...well might be wrong on Nigeria but we should look into renaming our streets and roads

Hayo si maghorofa ya DART bali ulikuwa ni mradi wa wale wananchi waliovunjiwa/ waliokuwa wanakataa kuhama pale....
