Poll panel announces ULB elections on Mar 7

Armed with a Supreme Court judgment, the State Election Commission (SEC) on Thursday announced a schedule for the much delayed elections to the 208 Urban Local Bodies (ULBs).

As per the schedule, polling will be held on March 7 and counting of ballots is scheduled for March 11. The model code of conduct will come into effect from Friday. The state government has been barred from announcing new plans and schemes till the election process is completed.

The announcement has put an end to a last ditch attempt by the government to avert the elections at this stage by hurriedly adopting an amendment to the Karnataka Municipal Corporation Act and the Karnataka Municipalities Act in the state legislature on Wednesday.

State Governor H R Bhardwaj had declined to give his assent to the amendment. If the amendment had become a law, it would have required the commission to seek the government’s concurrence for holding elections.

Addressing reporters, State Election Commissioner C R Chikmath said the SEC has decided to hold the elections based on the 2007 ward reservation list (prepared according to the 2001 population census) since the government failed to provide a revised list.

“The government has not provided the revised reservation list despite the Supreme Court direction. Hence, deputy commissioners of all districts have been directed to publish the 2007 reservation list,” he said.

Seven city corporations (excluding Bangalore), 43 city municipal corporations, 65 town municipal councils and 93 town panchayats, covering a total of 4,976 wards, will go to the polls. The City corporations are as follows: Davanagere, Bellary, Gulbarga, Mysore, Mangalore, Belgaum and Hubli-Dharwad. There will be 10,482 polling stations.

“The government should extend full cooperation in view of the SC order. It is the duty of the government to provide all assistance. Our only intention is to follow the court order.

There is no personal interest in it,” Chikmath said. Municipal Administration Minister Balachandra Jharkiholi said the government will extend full cooperation to conduct free and fair polls. On Wednesday, the apex court had rejected a plea for postponing the ULB elections and directed the government to extend full cooperation to the SEC in this regard.

Congress cautious about inducting ‘outsiders’

As leaders from other political parties are on their toes to join the Congress, the party has decided to tread cautiously as any wrong move would trigger rebellion within its ranks, spoiling its prospects in the ensuing urban local body (ULB) elections scheduled for March 7.

The ULB elections results are considered important as they are likely to set the trend for the crucial State assembly elections which are likely to be held in May.

The Congress is learnt to have decided to defer the decision on the proposal to induct 18 leaders, including former ministers and sitting MLAs from the BJP and the JD(S).
“Majority of those who want to join the Congress are seeking the party ticket to contest the Assembly polls. The high command which has to approve the proposal has not communicated anything to us in this regard,” KPCC President G Parameshwara told reporters on Friday.

The high command may or may not approve the State unit’s recommendations. “It may be independent MLAs or Raju Gouda or any other leader,” he said.

Parameshwara’s statement comes a day after C P Yogeeshwara and Raju Gouda of BJP resigned as ministers to join the Congress. The Congress’ plans to defer decision on inducting those from other parties has put all those waiting to join the party in a limbo. For instance, Raju Gouda retreated from submitting resignation letter as Shorapur MLA to Speaker K G Bopaiah at the last minute as he could not get any assurance from the Congress on accommodating him.

However, Yogeeshwara submitted his resignation letter the Speaker at his residence in Madikeri. C S Putte Gowda who was JD(S) MLA from Shravanabelagola resigned early this week to join the Congress.

Resistance

The Congress sources said there has been a resistance within the party to induct “outsiders.” While former MP P Kodandaramaiah is against Independent MLA D Sudhakar joining the party, senior leader V S Ugrappa is opposed to the re-entry of Pavagad MLA Venkataramanappa. Similarly, D K Shivakumar is opposing C P Yogeeshwara’s re-entry and R V Deshpande is against Minister Anand Asnotikar.
Another senior leader Kagodu Thimmappa is against the Congress admitting his relative and Sagar MLA Belur Gopalakrishna of BJP.

Senior leaders Siddaramaiah and C K Jaffer Sharief too have opposed bringing leaders from outside by sidelining those in the party. One of the union ministers from the State is learnt to have strongly opposed inducting the Independent MLAs.

AICC general secretary Madhusudhan Mistry, in-charge of Karnataka affairs, is scheduled to be in Bangalore on Saturday to iron out the differences among the state leaders on ‘induction’ of outsiders.

Meanwhile, the Congress leaders are learnt to have informally assured some of the aspirants that they would be given the ticket and asked them to work for the party in the ULB polls. They include Venkataramanappa, D Sudhakar, P M Narendraswamy, Shivaraj Thangadagi (all independent MLAs), Putte Gowda, Yogeeshwara and Raju Gouda, sources added.

Raju Gouda defers resignation

Although former minister and BJP legislator Raju Gouda is confident of getting the Congress ticket to face the next Assembly polls, there seems to be some hurdles in his way.

For, KPCC President G Parameshwara and Union Minister Mallikarjun Kharge have different candidates in mind for the Shorapur constituency in Yadgir district now represented by Gouda. Thus, Gouda has decided to ‘go slow’ on quitting his Assembly membership. It is said that Gouda and four Indepedent MLAs met Parameshwara this morning.

When contacted, Gouda said that he was confident of getting the Congress ticket. “I dropped my plans to meet the Speaker in Madikeri as I had to attend meetings in the constituency to finalise candidates for the ULB polls. I am planning to submit my resignation letter on Monday or Tuesday,” he added.

It is not clear whether the A and B forms for the followers of Gouda to contest the ULB polls was given by the Congress today. Saturday is the last date for filing nominations.
Veerkumar Patil, president, Congress election committee of Gulbarga/Yadgir, told Deccan Herald that he has not received any instructions from the party to distribute the forms to Gouda’s followers.

Dissidence, ego clashes rock KJP

This development has worried the leaders, including Yeddyurappa, who was keen to put up a strong show in the ULB elections in Mysore and Chamrajnagar. The rank and file of the party is now divided against a few leaders.

The appointment of former minister Shobha Karandlaje as Mysore and Chamrajnagar district in-charge, induction of MLC Mallikarjunappa to KJP and appointing Panish as general secretary has come in for strong criticism from supporters of Ka Pu Siddalingaswamy and farmer leader Mallesh. Siddalingaswamy, took people to the Haveri rally, is said to be upset with Shobha’s appointment.

Partymen charge that these leaders have started bulldozing their writ on those who built the KJP from scratch. A few workers blamed Shobha for the unrest and dissidence. The induction of Mallikarjunappa, opening of a parallel office in Chamrajnagar and inviting applications from aspirants has worried many partymen.

District KJP president Shivabasappa, a prominent Veerashaiva leader, alleged that the community has been taken for a ride. He said that they would field independent candidates if the party leaders neglect prominent workers.

Yeddyurappa played down dissidence and accused the media of hyping it. He told Mallesh and others to agree to the candidacy of MLC Mallikarjunappa, who is his choice in Chamrajnagar.

Yeddyurappa held closed door talks with his supporters, including Siddalingaswamy. A senior leader and ticket aspirant admitted that the ego clash and dictatorial attitude of a few has demoralised workers and made people to rethink on contesting polls.

Resentment in Congress over admitting ‘outsiders’

Many old-timers in the party are particularly resentful of those who deserted the party and joined the BJP in Operation Kamala. They feel that the party should give ticket to loyalists rather than “opportunists”.

There are rumours galore on who among the list of 20 seeking to enter the party fold — pending before the Congress high command — would be welcomed and who would have to return disappointed. There are reports that the high command had rejected the applications of Fisheries Minister Anand Asnotikar and Housing Minister V. Somanna.

The decision of the State unit to recommend the name of the former Social Welfare Minister D. Sudhakar, representing Hiruyur in Chitradurga district, to be allowed into the partyfold has former Chitradurga MP P. Kodandaramaiah livid. He has complained to Congress president Sonia Gandhi that Mr. Sudhakar had been charge sheeted by the Central Bureau of Investigation and should not be admitted to the party.

The former Leader of Opposition in the Legislative Council V.S. Ugrappa, on the other hand, is opposed to the admission of former minister and MLA Venkataramanappa.

Mr. Kodandaramaiah is one of several leaders, including eight MLAs, who joined the party along with the Leader of Opposition in the Legislative Assembly Siddaramaiah, after quitting the Janata Dal (Secular). The efforts of Bharatiya Janata Party MLA Gopalakrishna Belur, representing Sagar, to join the Congress is also leading to some resentment. Though he has not openly expressed it, it is believed that Mr. Belur’s maternal uncle and a senior Congress leader Kagodu Thimmappa had opposed his admission. But, sources in the party said that it might accommodate him in the neighbouring Sirsi, now represented by the Primary and Secondary Education Minister Vishveshwar Hegde Kageri.

The Congress is also facing problem in allowing .S. Putte Gowda, who had resigned from the Janata Dal (Secular) MLA seat, into the fold. The constituency represented by him, Shravanabelagola, is the same one that H.S. Vijayakuamar, son of the former Congress stalwart H.C. Srikantaiah, is hoping to contest from.

It is an open secret that the former KPCC president R.V. Deshpande had opposed the entry of Mr. Asnotikar, while Vijayanagar MLA M. Krishnappa and his son Priya Krishna, representing Govindarajanagar in the city, had reportedly told the high command that they could not allow Mr. Somanna, a habitual party-hopper, into the party. In fact, Mr. Krishna defeated Mr. Somanna, a Minister in the B.S. Yeddyurappa cabinet.

There are also some strange reversals in this drama of party hopping. For example, KPCC former working president D.K. Shivakumar, who has been at loggerheads with the Forest Minister C.P. Yogeeshwar, representing Channapatna, is now silent on the issue of the former joining the Congress.

Karnataka HC orders issue of notices to 2 former CMs, CAG

Bangalore : Karnataka High Court today ordered issuance of notices to former Chief Ministers B S Yeddyurappa and H D Kumaraswamy and CAG on a PIL seeking a direction for a probe by CBI into alleged irregularities in denotification of lands between 2007-12.

Besides the two Chief Ministers, the division bench comprising Acting Chief Justice Sridhar Rao and Justice Abdul Nazir also ordered notices to the Bangalore Development Authority (BDA) and CBI.

Petitioner J Hiremath alleged that the CAG report had pointed out that BDA denotified 212.39 acres in 126 cases during the tenure of Yeddyurappa and Kumaraswamy governments in violation of rules and no action has been taken so far.

He prayed for a direction that CBI investigate the matter.

Belgaum civic poll will again take the lingo twist

BELGAUM: Elections to the Belgaum City Corporation have invariably been held on linguistic lines, with the Maharashtra EkikaranSamiti (MES) representing Marathi-speaking people on one side, and Kannada and Urdu speaking communities on the other.

No political party contests elections here on a party symbol, and the upcoming poll is not likely to be any different. The stage is once again set for the fight between pro-Kannada organizations with the border dispute being the core issue.

Pro-Kannada organizations managed all three major political parties -- Congress, BJP, JD(S) -- in this regard. Initially, the KJP had announced that it would contest all 58 wards but later changed its stand.

According to Ashok Chandaragi, head of the Belgaum District Pro-Kannada Organizations' Action Committee, 15 wards of the total 58 are Kannada-dominant areas where anybody who is elected is automatically the Kannada candidate.

There is sure to be a neck-and-neck fight in 19-20 other wards between Kannada and MES candidates, he said.

The big development in this election is the party hopping by four-time former mayor Sambhaji Patil. During the last elections, Patil was in the Congress and with his help, Kannadigas managed to take the mayor's post. But this time, he is with the MES, which can be a big setback for Kannada organizations.

This is a testing time for Sambhaji, who hopes to contest from the Belgaum (South) assembly constituency. This election is also a litmus test for Belgaum MLAs Abhay Patil and Feroz Sait. They have no option other than getting the maximum number of Kannada candidates elected. As Marathi speaking voters support MES candidates, both MLAs belonging to national parties have to focus on Kannada and other linguistic groups.

On the other hand, all isn't well in the MES either, as it's feeling the heat of the rebels. It's an open secret that MES is divided into three different groups. Because of this dispute, it failed to win even a single seat during the last assembly elections and also lost the BCC poll. Though MES leader Kiran Thakur formed the Seema Sangram Parishad to bring all groups under a single platform, his efforts are falling short.

JD(S) State youth president quits

The State unit of Janata Dal (Secular) suffered yet another setback with its State youth wing president Arvind M. Dalwai quitting the party along with his supporters on Friday.

Mr. Dalwai and his supporters have sent their letters of resignation to primary membership of the party to the party national president H.D. Deve Gowda.

Announcing this at a press conference here, Mr. Dalwai, a resident of Gokak town in Belgaum district, said he resigned the party with a heavy heart. Explaining reasons for his resignation, he said he joined the JD(S) following a promise of party ticket to contest from Arabhavi Assembly constituency in 2004 election by Mr. Deve Gowda. Believing him, he quit State government job but only to be deceived when Mr. Gowda went back on his promise. However, he was later appointed as party State youth president in 2007.

With H.D. Kumarswamy taking over the reins of State unit, several party leaders started feeling suffocated, he said.

ಬೆಂಗಳೂರು, ಫೆ. 23 : ಬಿಜೆಪಿ ಮತ್ತು ವಿವಿಧ ಪಕ್ಷಗಳನ್ನು ತೊರೆದು ಕಾಂಗ್ರೆಸ್ ಸೇರುತ್ತಿರುವ ವಲಸಿಗರಿಗೆ ಮುಂದಿನ ವಿಧಾನಸಭಾ ಚುನಾವಣೆಯಲ್ಲಿ ಟಿಕೆಟ್ ದೊರಕುವುದು ಅನುಮಾನವಾಗಿದೆ. ಕೆಪಿಸಿಸಿ ಅಧ್ಯಕ್ಷರಾದ ಡಾ.ಜಿ.ಪರಮೇಶ್ವರ್ ಸ್ವತಃ ಈ ಬಗ್ಗೆ ಸುಳಿವು ನೀಡಿದ್ದಾರೆ. ಪಕ್ಷ ಸಂಘಟನೆಗಾಗಿ ಪಕ್ಷಕ್ಕೆ ಬನ್ನಿ, ಚುನಾವಣೆಯಲ್ಲಿ ಟಿಕೆಟ್ ನೀಡುವುದು ಹೈಕಮಾಂಡ್ ಗೆ ಬಿಟ್ಟ ವಿಚಾರ ಎಂದು ವಲಸಿಗರಿಗೆ ಸ್ಪಷ್ಟ ಸಂದೇಶ ರವಾನಿಸಿದ್ದಾರೆ. ಕಾಂಗ್ರೆಸ್ ಗೆ ಹೆಚ್ಚಿನ ವಲಸಿಗರು ಸೇರುತ್ತಿರುವುದರಿಂದ ಮೂಲ ಕಾಂಗ್ರೆಸ್ಸಿಗರು ಕೋಪಗೊಂಡಿದ್ದರು. ಬಹಿರಂಗವಾಗಿಯೇ ತಮ್ಮ ಅಸಮಾಧಾನ ಹೊರಹಾಕಿದ್ದರು. ಪಕ್ಷದ ಅಧ್ಯಕ್ಷ ಪರಮೇಶ್ವರ್ ಅವರನ್ನು ಭೇಟಿಯಾಗಿ ವಲಸಿಗರಿಗೆ ಚುನಾವಣೆಯಲ್ಲಿ ಟಿಕೆಟ್ ನೀಡಬಾರದು ಎಂದು ಮನವಿ ಮಾಡಿದ್ದಾರೆ ಎನ್ನುತ್ತಿವೆ ಕಾಂಗ್ರೆಸ್ ಉನ್ನತ ಮೂಲಗಳು. ಹೈಕಮಾಂಡ್ ಜೊತೆಯೂ ಈ ಬಗ್ಗೆ ಮಾತುಕತೆ ನಡೆಸಿದ ಪರಮೇಶ್ವರ್ ವಲಸಿಗರು ಪಕ್ಷ ಸಂಘಟನೆಗಾಗಿ ಸೇರಿಕೊಂಡರೆ ಸ್ವಾಗತ. ಟಿಕೆಟ್ ಆಕಾಂಕ್ಷಿಗಳಾಗಿ ಬರಬೇಡಿ ಎಂದು ಸಂದೇಶ ರವಾನಿಸಿದ್ದಾರೆ. ಮುಂದಿನ ವಿಧಾನಸಭಾ ಚುನಾವಣೆಯಲ್ಲಿ ಬಿಜೆಪಿ ಸರ್ಕಾರದ ವೈಫಲ್ಯಗಳನ್ನು ಜನರಿಗೆ ತಲುಪಿಸಿ ಅಧಿಕಾರದ ಗದ್ದುಗೆ ಏರಲು ಕಾಂಗ್ರೆಸ್ ಅಗತ್ಯ ತಯಾರಿ ಮಾಡಿಕೊಳ್ಳುತ್ತಿರುವುದಂತು ಸತ್ಯ. ಇಂತಹ ಸಮಯದಲ್ಲಿ ಮೂಲ ಕಾಂಗ್ರೆಸಿಗರು ಮತ್ತು ವಲಸಿಗರ ನಡುವೆ ಪೈಪೋಟಿ ಪ್ರಾರಂಭವಾದರೆ, ಪಕ್ಷದ ಒಗ್ಗಟ್ಟಿಗೆ ಧಕ್ಕೆ ಉಂಟಾಗುತ್ತದೆ ಎಂದು ಪಕ್ಷದ ಪ್ರಮಖರು ಆಲೋಚನೆ ನಡೆಸಿದ್ದಾರೆ. ಆದ್ದರಿಂದ ಆದಷ್ಟು ಮೂಲ ಕಾಂಗ್ರೆಸಿಗರಿಗೆ ಒತ್ತು ನೀಡುವ ಮೂಲಕ ಅಸಮಧಾನದ ಉಂಟಾಗದಂತೆ ತಡೆಯುವ ತಂತ್ರ ರೂಪಿಸಿದ್ದಾರೆ. ಈ ಬಗ್ಗೆ ರಾಜ್ಯ ನಾಯಕರಿಗೆ ಸ್ಪಷ್ಟ ಸಂದೇಶ ರವಾನಿಸಿರುವ ವರಿಷ್ಠರು, ಪಕ್ಷ ಸೇರುವ ಯಾವುದೇ ಅಭ್ಯರ್ಥಿಗಳಿಗೆ ಟಿಕೆಟ್ ನೀಡುತ್ತೇವೆ ಎಂದು ಭರವಸೆ ನೀಡಬೇಡಿ. ಚುನಾವಣಾ ಸಮಯದ ಪರಿಸ್ಥಿತಿ ಅವಲೋಕಿಸಿ ನಿರ್ಧಾರ ತೆಗೆದುಕೊಳ್ಳೋಣ ಎಂದು ಸೂಚನೆ ನೀಡಿದ್ದಾರೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

NCP to contest in ULB polls

Shettar gets BJP green signal to dissolve K’taka House if needed

Amid speculation that few more ministers were likely to quit the government in Karnataka before assembly polls are announced, the BJP brass is learnt to have given a free hand to Chief Minister Jagadish Shettar to dissolve the assembly before the polls.

"The leadership will not restrain him if he decides to dissolve the assembly and go to polls as the caretaker chief minister. This is one of the options Shettar has already discussed with the leadership," confided a BJP source.

Sources, in fact, claimed that the leadership's green signal meant Shettar "may" dissolve the assembly on the basis of his own calculations.

Though the onus was now on Shettar to take a final call, pressure is mounting on him with ministers resigning from his cabinet. On Thursday ministers CP Yogeshwar and Narasimha Nayak sent their resignations to Shettar. They are rumoured to be joining the Congress soon. Speculation was rife that more ministers may follow suit and then join the Congress or the JD(S).

BJP leaders here feel this will create an impression that the party was rudderless in the state and it will be better to get these events downplayed by dissolving the assembly. Shettar is learnt to be calling a meeting of the Cabinet soon before taking a final call to dissolve the assembly.

Lok Satta’s professionals, agents of change

The election manifesto of the Lok Satta Party, which is contesting elections to the Legislative Assembly, was released on Saturday with the focus on providing effective governance to bring about a qualitative change in society. This is the first time that the Lok Satta Party is contesting Assembly elections in Karnataka.

The party, founded by the former IAS officer Jayaprakash Narayan, introduced four of the candidates being fielded from Bangalore at a press conference here on Saturday. They are Meenakshi Bharath, a gynaecologist being fielded from Malleswaram constituency, Ashwin Mahesh, a former NASA scientist being fielded from Bommanahalli, Shanthala Damle, a software engineer from Basavanagudi constituency and Ravi Krishna Reddy from BTM Layout.

Dr. Ashwin Mahesh, who contested the Legislative Council elections from the graduates constituency in 2012 and polled 4,800 votes (about 1,000 votes less than the winner) is the president of the Karnataka unit of the Lok Satta Party. Dr. Meenakshi Bharath was one among the five candidates fielded by the party in the last elections to the council of the Bruhat Bangalore Mahanagara Palike.

Aim

Releasing the party manifesto, Dr. Jayaprakash Narayan said: “We have to transform Bangalore in particular and Karnataka in general and the ensuing elections will be the epicentre of the change. I am sure the elections here will provide ample political opportunity. The people of Karnataka are disgusted with the developments over the past and are looking forward to a change and the Lok Satta Party will do its best to bring about a government which will be run by the people.”

Highlights

The highlights of the manifesto are: comprehensive government-supported agricultural insurance programme to cover farmers against weather risks and market price fluctuations; one agri-clinic for every 3,000 acres of land; 12 hours of three-phase uninterrupted power supply to every village in Karnataka; cold storage for agri produce in every district and better access to loans sought by farmers; no more acquisition of farmland by planning authorities, only joint development of land so that farmers also gain along with those who develop the land; comprehensive programme to ensure women’s safety and every police station will have at least one woman officer.
