Iraq and Saudi factory deals are sealed by Harwal Group

Harwal Group of Companies signed two contracts at Dubai’s Big 5 exhibition for the construction of production facilities in Iraq and Saudi Arabia.

The Iraq deal will see the construction of a factory capable of producing the company’s new pre-fabricated housing system, while the factory in Saudi Arabia will produce an array of Harwal building products including sandwich panels, composite panels and polyvinyl chloride (PVC) pipes and fittings.

In a conference, held in Dubai, the Big 5 construction show, executive director and CEO of Harwal Group subsidiary Technical Supplies and Services Co. A.P. Dellapenna, said the contracts were of major significance to Harwal’s growth in the region, with the Iraq production facility designed to meet the demands of a contract to supply housing units in the country.

He mentioned, “We have signed two very important contracts. The factory in Basra will only be producing this new system for pre-fabricated housing – special insulated panels manufactured by lightweight concrete that are almost finished and just have to be assembled.”

“There is a very big demand due to the boost the Iraqi government is giving the area as it aims to build 600,000 new houses for the citizens of Basra in less than two years. The Iraq deal is an open contract – we are starting with a contract that is only $170m but it may be extended as time goes on.

$7 billion investment projects in Najaf granted

NAJAF/ Aswat al-Iraq: Najaf Provincial Council announced the increase in investment licenses which reached to 207 with the amount of $7 billion.

Sahar al-Fatlawi, chairman of the Provincial Investment Commission, told Aswat al-Iraq that the number of licenses reached to 207 with the amount of $7 billion.

She added that Najaf province granted the greatest number of licenses due to the security in its area, in addition to the facilities granted to the investors.

Najaf grants investment multiple one-year visas directly at its airport.

Najaf, center of the province, lies 160 km south of the capital, Baghdad.

iraq's Diyala province on Wednesday (March 5th) launched 13 development projects worth 8 billion Iraqi dinars ($6.9 million).


"The projects include rehabilitating water networks in a number of remote villages and towns, constructing new roads, extending electricity networks and building a health centre, a number of schools, a co-operative market and a rehabilitation centre for those disabled by terrorist operations," Diyala governor Amer al-Majmaie told Al-Shorfa.

Authorities hope the projects, which are funded by the 2014 central region development budget, will be completed by the beginning of next year, he said.

he Iraqi Health Ministry on Tuesday (April 1st) said it has signed an agreement with the World Health Organisation (WHO) to finance health projects worth $24 million across the country.



The projects include building hospitals and health centres, importing equipment and medications, and rehabilitating various medical facilities, Deputy Health Minister Sattar al-Saadi said at a press conference in Baghdad.

The WHO will finance these projects over the next two years, al-Saadi said.

The organisation plans to launch large-scale programmes in Iraq to combat communicable and endemic diseases and to train hospital doctors and health professionals in various specialities, said WHO representative Jaffar Hussein.

"The minister , Karim Aftan al-Jumaili met in Baghdad , the trade envoy of the British Prime Minister , Baroness Emma Nicholson and discussed with her ways of cooperation between the ministry and the British companies in the implementation of projects of the ministry ," A statement by the Ministry received by "Shafaq News ".

The statement quoted Aftan as saying that British companies specialized in the electric power field id known with its expertise and efficiency , stressing , the ministry's keenness for these companies to enter working field in Iraq in general and the electricity sector in particular.

According to the statement , Aftan called on British companies specialized in the electric power field to provide its applications to the ministry.
Iraq complain about the lack of electricity since the beginning of the nineties of the last century when an embargo had been imposed on the country , but that power rationing hours increased after 2003 due to old stations and sabotage of facilities .

The country has spent tens of billions of dollars over the years that followed the overthrow of the regime benefiting from the funds of the oil sale, but the frequent electricity shortage was at the top of citizens' complaints , especially in the summer when temperatures rise to over 50 degrees Celsius .
Iraqis often indicate corruption in electricity contracts with foreign and local companies as Prime Minister , Nuri al-Maliki has even said last year that there is " stupidity " due to the adoption of the new stations for fuel gas that is not available in the country.

Iraq needs about 14 thousand megawatts to meet the local need.

(المستقلة)… أعلنت شركة غاز البصرة عن بدء مرحلة التصميم لمنشآت جديدة لإنتاج سوائل الغاز الطبيعي NGL، مبينة أن ذلك سيضيف نحو 500 مليون قدم مكعّب قياسي يومياً (مقمق)، من الغاز تكفي لإنتاج كهرباء تؤمن حاجة ثلاثة ملايين و500 ألف منزل.

وقال مدير شركة غاز البصرة جاسم حنطل في بيان له حصلت (المستقلة) على نسخة منه *إن “العقد الذي تمّ منحه بموجب برنامج مزدوج للتصميم الهندسي الأساس* FEED* المؤلّف من اتحادي تكنيب – هوانكايو الصينية للهندسة والمقاولات Technip-HQC من جهة، وشيودا–سايبم Chiyoda-Saipem من جهةٍ أخرى، يشكل شهادة واضحة على الجهود المركّزة والإصرار على استثمار الغاز المحترق في العراق حالياً وتحويله إلى طاقة موثوقة تخدم مصلحة البلد وشعبه”.

وأشار مدير غاز البصرة أن “يبدأ العمل في إنشاء مشروع الأرطاوي لسائل الغاز الطبيعي (NGL)، شمال غربي البصرة، في العام 2015 المقبل”، مشيراً إلى أن “المشروع عند اكتماله سيوفر نحو 500 مليون قدم مكعّب قياسي يومياً (مقمق) من الغاز الجاف، تكفي لتوليد ما يعادل ثلاثة كيكا واط من الكهرباء، تؤمن الطاقة الكهربائية لنحو ثلاثة ملايين و500 ألف منزل عراقي”.

وأكد حنظل أن “الشركة تضم أكثر من خمسة آلاف موظف عراقي ونحو 250 من الخبراء الأجانب، بعضهم متخصص في مجال صناعة الغاز، من شركتي شل وميتسوبيشي، بما يسهم في قوة الشراكة والتعاون الجاد مع الملاكات المحلية للوصول إلى القدرة الإجمالية في المستقبل البالغة نحو ملياري قدم مكعب يومياً من الغاز”.(النهاية)

اعلنت هيئة استثمار البصرة عن منح سبع اجازات استثمار خلال شهر اذار الماضي لقطاعات مختلفة في المحافظة.

وقال مدير الهيئة علي جاسب خلال مؤتمر صحفي عقده اليوم الاثنين وحضره مراسل راديو المربد ان اجازات الاستثمار شملت القطاع الخدمي والسكني والتجاري بضمنها منها مشروع سكني لشركة باكستانية بكلفة 248.712.688 دولار تتضمن بناء 8120 وحدة سكنية في قضاء شط العرب ومشروع صناعي لمعمل الثرمستون الواقع ضمن حدود بلدية الزبير بكلفة 11.322.000 دولار ومشروع صناعي لمعمل بيروت لانتاج الحبيبات البلاستيكية بكلفة 595.800 دولار ومشروع خدمي لمختبر الاستثمار الهندسي في منطقة كوت الحجاج وبكلفة 1.595.000 دولار ومشروع تجاري عمارة الحمراني بكلفة 5.041.580. 000 دينار ومشروع سكني لشركة جاودير للمقاولات العامة العراقية قرب مسجد خطوة الامام علي عليه السلام وبواقع 473 وحدة سكنية وبكلفة 52.676.000.000 دينار.

واضاف جاسب ان راس المال الاجمالي للمشاريع يصل الى قرابة 816.567.820 دولار امريكي وتكون نسب الاستثمار في جميع القطاعات 42 % لشركات عراقية محلية و58 % لشركات اجنبية.

ولفت جاسب الى ان مشكلة منح تاشيرة دخول للمستثمرين الاجانب الى البصرة مازالت قائمة وغير محلولة حيث ان اجراءات مطار البصرة الدولي تطلب من المستثمرين توفير الكفيل للمستثمر الامر الذي وصفة بالعائق امام دخول المستثمرين مبينا ان هيئة الاستثمار والحكومة المحلية ستعمل على ايجاد حلول مناسبة وملائمة لدخول المستثمرين في البصرة.

كما اشار قسم الاعلام بعد انعقاد المؤتمر الى جملة من المعوقات التي تواجه عمل هيئة الاستثمار اوضح ان من بينها معوقات حاصلة مع وزارة المالية بخصوص المشاريع الاستثمارية الممنوحة اجازة استثمار حيث بين ان هناك (17) مشروعا استثماريا متوقفا اما بخصوص تصديق بدلات الايجار حيث ان تقدير بدل الايجار للمشاريع الاستثمارية يتم وفق نظام رقم (7) لسنة (2010) المعدل في حين ان وزارة المالية لا توافق على النظام وتريد ان تحدد بدل الايجار وفقاً لقانون بيع وايجار اموال الدولة رقم (21) لسنة (2013) وهذا خلاف صريح للقانون كون المادة (41) من قانون (21) تنص على استثناء المشاريع الخاصة لقانون الاستثمار.

واضاف ان هناك مشاريع مرسلة الى وزارة المالية لغرض توقيع العقد مع الشركات المستثمرة ورغم طول المدة لم يتم توقيع العقود لحد الان بالرغم من وجود مخاطبات مستمرة من قبل الهيئة الوطنية للاستثمار اضافة الى الامانة العامة لمجلس الوزراء الدائرة القانونية.
