Taller buildings create longer shadows but as long as the building(s) are relatively slender, then the shadows are quite fast moving. The real problems with overshadowing occurs when buildings are bulky in massing or densely clustered. With Sydney's tight cbd, clustering issues are significant.
Council should therefore, where possible, be encouraging taller and slenderer towers as well as increasing height limits to the east, west and south.

Tall and slender works for residential only. Businesses, especially financial institutions, require large floor plates. The larger the better. If council was discouraging such office buildings it would make Sydney uncompetitive with other major financial cities in the region. Like Singapore, Hong Kong and of course Melbourne.

Slender buildings usually accomodated even under existing policy. The advantage of that is also shown in the skyline with the towers not appearing so close together.

The cumulative effect of council's strict dictates on site coverage, fsr, setbacks and height limit is to largely prescribe a buildings resulting massing and also therefore, its shadow plane.

By largely removing height limits, and tweaking setback and site coverage restrictions instead (in order to control shadow issues), alternative design solutions could be explored, as has been the case in New York where architects sculpted masses to meet setback requirements born from concerns over canyoning, giving birth to the iconic NY skyscraper form.

Where floorplates are concerned, businesses can be convinced of the advantages of prestige high tech accommodation in good locations despite small floorplates with the incorporation of interactivity between levels of a tenancy such as at 8 Chifley. The vertical campus is sexy and ideal for all but the largest companies.

Melb a financial city. Lol. They have ANZ and NAB and thats it.

agreed

Nab was even at one stage contemplating moving it's head office to Sydney, and ANZ has just built a brand new state head office at 161 Castlereagh Street.
Melbourne is a laughing stock in the financial world.

Back on topic, we have heard that council restrict height in parts of the CBD because of shadowing (lame) but that can't be every corner of the CBD, so what's CASA's lame excuse for their height limits ?

It's about time those that are holding back Sydney from building talls or even supertalls just get on with it and stop holding this city back !
