Electric power transmission system in the United Arab Emirates

Which voltages are used for power transmission in the United Arab Emirates? Why are there warning signs like http://www.panoramio.com/photo/28311442 when a powerline crosses an expressway ( there are no such signs in Europe, have some people there extra high vehicles?)
Interesting are also some fenced-in powerline crossings like that on http://www.wikimapia.org/#lat=25.086...2&z=18&l=0&m=b . Has there the powerline not enough height to pass under it without danger?
