4 laning of Zirakpur-Bathinda road from September 15

CHANDIGARH: The physical work on lifeline project of Malwa region i.e four laning of Zirakpur-Patiala and Patiala-Bathinda roads would begin on September 15, 2012 as Concessionaires of both the projects assured the Deputy Chief Minister, Punjab, Sukhbir Singh Badal, in this regard.

R.K. Singh, Chief Operating Officer, IVRCL, concessionaire of Patiala-Bathinda section and Dilip Dhadiwal, Director Rohan-Rajdeep Tollways Ltd, concessionaire of Zirakpur-Patiala section assured Deputy Chief Minister to live up to their expectation and complete the project as per deadline given by the Punjab Government.

They said that they were privileged to be selected for such a prestigious project that was set to change the face of Punjab. They informed the Deputy Chief Minister that 217.145 km long Chandigarh-Bathinda road would have 14 grade separators and flyovers at Kharar-Banur, Tepla crossing, Liberty Chowk Rajpura, at the merging point of Patiala-Sangrur Dhanaula Byepass, Junction of Samana-Nabha Road, T-Junction with NH 71 at Barnala, Handiyaya Chowk, Bhucho Mandi Chowk, Bibi Wala Chowk and Rose Garden Chowk at Bathinda. It would have three ROBs one at Rajpura byepass and two at Sangrur Byepass and Rampura Phul.

They said that Chandigarh-Bathinda Road would have 11 vehicluar under passes, one in Banur Town, 5 on Patiala Bye-pass, 3 on Sangrur Bye-pass, Sunam Junction, Military Area near Army Camping Ground and it would have 21 pedestrian under passes, 17 on Patiala Bye-pass, Village Channo, Gurdwara Mastuana Sahib, Military Area in front of KV School. They also informed that this road would have a major high-level bridge on Bhakra main line on Patiala bye-pass besides service roads in Zirakpur, Banur, Rajpura Town, Bhawanigarh, Mastuana Sahib, Dhanaula, Barnala, Tapa, Rampura Phul, Lehra Mohabbat through Bathinda City.

It was also informed in the meeting that capital cost of the Patiala-Bathinda road was Rs. 2007 crore whereas of Zirakpur-Patiala road was 501 crore.

It was also informed that the land for the four laning of Zirakpur-Bathinda Road has already been acquired and forest and wild life clearance and environmental clearances have already been received.

Asking them to maintain the strict quality of the project, Mr. Badal offered them full support for the timely completion of this project.

In a interactive meeting with Industrial giants at Kapurthala House, New Delhi including, Malwinder Singh of Fortis Healthcare, Sunil Kant Munjal of Hero Group, Gautam Thapar of Ballarpur Group,Kamal Oswal of Nahar Group, Rajiv Singh and Mohit Gujral of DLF Group, Atul Punj of Punj Llyods, Rakesh Bharti Mittal of Bharti Airtel Group, Neeraj Saluja of SEL Manufacturing, Manoj Gaur of Jay Pee Group, Rajinder Gupta of Trident Group and Ashok Nambiar representing Raunak Enterprises, in which Member Rajya Sabha Naresh Gujral, Chief Secretary Rakesh Singh, Principal Secretary to Deputy Chief Minister P.S. Aujla and Kalpana Mittal Baruah, Principal Secretary Investment Promotion also participated, Badal, who is also holding the charge of Investment Promotion said that after making qualitative improvement in governance, his focus was to make Industrialization of Punjab as engine of growth to provide employment to the youth besides giving a fillip to economic growth of the state.

The meeting today decided to come out with a detailed plan for setting-up a industrial clusters, setting-up two modern townships, putting Amritsar on international tourist map, taking major initiatives for skill development of the youth to make them employable in the industry and setting-up a ‘Smart City’ in Punjab, setting up of Medicity and Educity in Greater Mohali Area.

The meeting also constituted a Steering Committee for improving civic infrastructure of Corporation Towns that would have three members each from Government as well as industry side. Besides this four sub-committees on infrastructure, industry, medical and on Skill Development and IT were also constituted, which would give their suggestions by the next meeting.

Badal said that Punjab is on the driving seat with initiating historic reforms in Local Government, Revenue, Transport, Excise and Taxation, Power, Police, Education and Health by making systems transparent, civil servants accountable to the public. He said that it was only state in the country that has put timelines for 67 citizen services failure of adhering to which would attract punishment to the guilty. He said that now he was focusing on ushering in plethora of reforms in Industry Department to make the working of this department transparent and investor friendly.

It was also decided in the meeting that Punjab Deputy Chief Minister Sukhbir Singh Badal would lead delegation of entrepreneurs to Pakistan in the month of August to explore the chances of improving bilateral trade ties with the neighboring country.

The Deputy Chief Minister said that the Punjab Government after focusing on strengthening infrastructure, initiating the power projects to make Punjab power surplus besides putting administrative reforms on track and now as these initiatives were near fructification, the time has come to put Punjab on fast track of industrial development. Badal said that he was seeking investment from major industrial houses and Punjab would offer all total support to them to set-up their manufacturing base in Punjab.

Badal said that he has proposed to give broadband connectivity to all 12000 plus villages of Punjab, encourage telemedicine in the remote villages besides making all towns wi-fi in next three years.

Badal said that Punjab Government has already made preparation to acquire substantial land to create a land bank for upcoming industry.He also said that next cabinet meeting would come out with an ordinance on constitution Special Purpose Vehicle for upkeep and maintenance of existing Industrial Areas.

Punjab plans digital mapping of villages

The Punjab government today gave its nod for digital mapping of all 12,000 plus villages in the state.

This will be done in collaboration with the Remote Sensing Department of the Punjab Agriculture University, Ludhiana, Rural Development and Panchayat minister Surjit Singh Rakhra said.

Punjab will be the first state in the country to initiate digital mapping of all 12,000 plus villages in the state, he said.

The state government has approved this exercise to get a detailed view of all villages through satellite imaging and digital mapping, the minister said.
A clear pictorial view of location and measurement of village common land and the extent of encroachment on this land will be available through the exercise.

With the digital mapping of the villages, the government will be able to monitor requirement of every village sitting at the headquarters, Rakhra said

Punjab will create Land Bank to garner Rs 1 lakh crore investment

CHANDIGARH: The Punjab Industry and Commerce Minster Mr. Anil Joshi today formally approved the proposal of creation of ‘Land Bank’ in the Punjab to achieve the target of Rs. 1 lakh crore investments in industrial sector in next five years.

Disclosing this here today he said that Punjab besides creating land banks has potential to attract industry keeping in view the world class infrastructure, excellent air connectivity and 4/6 lanes road connectivity between all major cities and towns of Punjab.

Joshi said that it has been decided to create land bank on the pattern of Gujarat so that industrialist could be allotted lands off the shelves and they were avoided technicalities of land acquisition act and its legal hurdles. He said that sincere entrepreneurs, who were desirous of setting up their units in Punjab would be offered land besides all sanctions from single window including power connection, environment clearance etc. He said that he has personally monitored the implementation of single window service in industry department.

Describing land bank, a path breaking decision Mr. Joshi said that Punjab was on way to become industrial nerve center of South East Asia as with the opening of Integrated Check Post, Attari it is all set to become largest dry port of the country.

Calling upon entrepreneurs to set-up their industries in Punjab, Joshi said that Punjab Government would extend all facilities to entrepreneurs, who evince interests to set up their units in Punjab

Punjab cities in for makeover, over `8K plan okayed

Approved by Deputy Chief Minister Sukhbir Singh Badal at a high-level meeting, the ‘Total Urban Revamp Plan’ aimed at executing civic projects in a time-bound manner.

Chairing the meeting, Sukhbir asked the principal secretary (local Government) to develop civic infrastructure like sewerage, water supply, better roads and street lighting at all the 142 urban centres through the proposed agency on an integrated turnkey basis plan.

The novel feature of the plan is that for a town single agency would lay the all civic services with a mandate to maintain them in top condition for next 10-15 years.

Sukhbir gave final touches to the multi-thousand crore mega urban renewal vision that besides bringing timelines for execution of the projects would also bring an element of accountability in it.

Projects like construction of over-bridges and improvement of traffic facilities will also be implemented by the agency, he said adding that besides development of infrastructure, the agency will also look after their maintenance in the longer period.

He added that over bridges to be constructed in next five years within the city besides other traffic engineering improvement works would also be carried out by that Agency.

The purpose behind execution of all projects through a single-window agency is to bring synergy in their implementation and ensure accountability, he said.

It was informed during the meeting that a fund of Rs 980 crore will be required to take up the coverage of water supply in cities to 100 per cent from the existing 88 per cent. Similarly, Rs 2,759 crore will be required to complete remaining 37 per cent sewerage network in the cities.

Fixing timeline for execution of mega project and adherence to the timeline, Sukhbir suggested that we must have a special Mission Director who would be responsible in getting these project of 142 cities executed. The meeting also tied up funds for next five years and distribution of funds to different phases of the project.

Focusing on reforms in urban development sector it was decided to simplify issuance of CLU and making statuary amendment in the laws.

It was decided to bring 162 services under e-governance and provide time bound service to the citizens to make their lives easy.

Punjab to incentivise skyscrapers to solve land shortfall

The state government has plans to attract massive skyscrapers in its cities and incentivise high rise and energy-efficient constructions through its new Real Estate Policy to be unveiled by mid-December.

“We will incentivise high-rise constructions in our new real estate policy. But Punjab must have the tallest building in the country,” said state deputy chief minister Sukhbir Singh Badal.

wO_Ow - good job highlighting these projects.

However, the second image with Sukhbir Singh Badal shows the Rajpura thermal plant (2 x 700 MW) U/C by L&T just north of Rajpura.

Some tidbits from SAD's website on the inauguration of the 3 plants:

Mr. Badal said that Punjab would be the 1st state in country to add 3920 MW with combined cost of Rs.22000 crore in a single year.
That last line needs to be confirmed. Can someone vouch for it?

Hero Cycles to invest Rs. 200 cr in two new plants

Hero Cycles on Friday said that it will invest about Rs. 200 crore for setting up two new plants in the country by 2014.

"We are setting up a new plant in Bihar, which will be operational be January 2014. This will be followed by another plant at Mangli in Ludhiana in the same year. The two new plants will have installed capacities of one million cycles per annum each. The company’s existing plant at Ludhiana has a capacity of six million units.

Meanwhile, the company today opened its flagship retail store 'HeroOne' in South Delhi region of the national capital.

“By launching our own retail franchises, we are trying to change the face of cycle retail in India and bring it at par with other lifestyle products. Going forward, we plan to come up with multiple such stores in different cities of the country,” Mr. Munjal said.

Traditionally Hero Cycles sells its products through dealers and multi-brand retail outlets and is now expanding through exclusive franchise dealer network.

The company has set a target of opening 200 'HeroOne'stores during this ongoing fiscal.
