the first tier was completed in 2000, and the construction of the second tier began later (the club played a whole season when the stadium was half way done), then for a few years the contractors didnt work, so the municipality took control after a few years (earlier this year) and work resumed
the stadium isnt finished and has over 2 decades of history, only in iran

so disappointing :( today in Iran nothing is build right with standard. I look back at the architecture design from many years ago and you just appreciate the time and effort that was put into it. today these people so called the leaders all they care about is getting $$$ and build the cheapest and most crappiest quality possible. Today you see modern looking stadiums build with having some kind of identity with the geographical location they are at, this stadium has NO CHARACTER what so ever with it's out dated look and design. it looks like a mini Azadi stadium which was build back in the 70's so go figure.
