A new tier would look ridiculous.It would be very little shallow,the first 5rows+ would be blocked at uefa games.If they lower the pitch they can add rougly 20 rows.Those rows would contain at least 15k seats.If a new tier would be added they could even add 25-30 rows(if the middle tier-first now)would overhang it alot.
The design of the stadium would be ruined imo.
The current stadium has 2 large tiers that look nice.A new seat pattern would be necessary..
And all this for what?2 games/year?

I don't know. I was just throwing it out there, because it looks like such a far distance from the action in the stands.
