Last Minute BRIBE to people after Suppressing them for 5 Years :-

Bangalore: In a last-minute bid to woo Bangalore voters, the Bharatiya Janata Party on Thursday promised to extend the city's nightlife by two hours if voted to power.

The BJP claimed it will extend the 11.00 pm deadline to 1.00 am for restaurants and up to midnight for bars.

The party also promised to build a new reservoir to cater to the city's water problem.

ಗುಲ್ಬರ್ಗ: `ಶಂಬರ್ ರೂಪೈ ಪೆಟ್ರೋಲ್ ಹಾಕ್ಸಿ, ಪಾವ್ ಕೆಜಿ ಬೆಂಡಿ ಇಸ್ಕೋಂಡು ಹಳ್ಳಗ್ ಮನೀಗಿ ಹೋತಿನಿ' ಎಂಬ ಮಾತು ನಿಮ್ಮ ಕಿವಿಗೆ ಬಿದ್ದರೆ ಅದು ಗುಲ್ಬರ್ಗ ಎಂಬುದು ಶತಃಸಿದ್ಧ. ಭಾವೈಕ್ಯದ ಸೂಫಿ- ಶರಣರ ಈ ನಾಡಿನಲ್ಲಿ ಭಾಷೆಯೂ ವೈವಿಧ್ಯ.


ಕನ್ನಡ, ಹಿಂದಿ, ಉರ್ದು, ತೆಲುಗು, ಮರಾಠಿ, ಲಂಬಾಣಿ ಭಾಷೆಗಳು ಪ್ರಮುಖವಾಗಿವೆ. ಅಲ್ಲದೇ ಒಂದು ಭಾಷೆಯ ಮೇಲೆ ಇನ್ನೊಂದರ ಪ್ರಭಾವವೂ ದಟ್ಟವಾಗಿದೆ.

ರಾಜ್ಯಗಳ ಭಾಷಾವಾರು ವಿಂಗಡಣೆ ಶೈಲಿಯಲ್ಲೇ ಗುಲ್ಬರ್ಗ ಜಿಲ್ಲೆಯ ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರಗಳು ಭಾಸವಾಗುತ್ತವೆ. ಗುಲ್ಬರ್ಗದಲ್ಲಿ ಮೂರು ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರಗಳಿವೆ. ಗುಲ್ಬರ್ಗ ಉತ್ತರ, ಗುಲ್ಬರ್ಗ ದಕ್ಷಿಣ ಮತ್ತು ಗುಲ್ಬರ್ಗ ಗ್ರಾಮೀಣ. ಈ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಮತದಾರರ ಮನತಟ್ಟುವ ಭಾಷೆಗಳೂ ವಿಭಿನ್ನ. ಮುಸ್ಲಿಂ ಬಾಹುಳ್ಯದ ಗುಲ್ಬರ್ಗ ಉತ್ತರದಲ್ಲಿ ಹಿಂದಿ ಅಥವಾ ಉರ್ದು ತಿಳಿದಿರಬೇಕು. ಇಲ್ಲಿ ಅಕಸ್ಮಾತ್ ಪುಸ್ತಕದ ಸ್ಪಷ್ಟ ಕನ್ನಡ ಮಾತನಾಡಿದರೆ `ಕ್ಯಾ ಬೋಲ್ತೇಹೇ ಜೀ?'(ಏನು ಹೇಳುತ್ತಿದ್ದೀರಾ?) ಎಂದು ಮರು ಪ್ರಶ್ನಿಸುತ್ತಾರೆ. ಹೀಗಾಗಿ ಇಲ್ಲಿನ ಅಭ್ಯರ್ಥಿಗಳು ಪ್ರಚಾರದಲ್ಲಿ ಕನ್ನಡಕ್ಕಿಂತ ಹೆಚ್ಚು ಉರ್ದು ಬಳಸುತ್ತಾರೆ. ಉರ್ದು, ಹಿಂದಿ ಕರಪತ್ರವನ್ನು ಪ್ರಕಟ ಮಾಡಿ ಹಂಚಿದ್ದಾರೆ. ಗುಲ್ಬರ್ಗ ದಕ್ಷಿಣದಲ್ಲಿ ಉರ್ದು, ಹಿಂದಿ ಇದ್ದರೂ ಕನ್ನಡದ್ದೇ ಮೇಲುಗೈ.

ಮಂಗರೋಡಿ ಜನಾಂಗವು ಮರಾಠಿ ಹಿಂದಿ ಮಿಶ್ರಿತ ಭಾಷೆಯನ್ನು ಆಡುತ್ತಾರೆ.


ಗುಲ್ಬರ್ಗ ಗ್ರಾಮೀಣ ಕ್ಷೇತ್ರದಲ್ಲಿ ಬಂಜಾರರು (ಲಂಬಾಣಿ) ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿದ್ದಾರೆ. ಇಲ್ಲಿ ಘೋರ್*ಬೋಲಿ (ಲಂಬಾಣಿ) ಭಾಷೆಯೇ ಪ್ರಚಲಿತ. ತಾಂಡಾಗಳಲ್ಲಿ ಲಂಬಾಣಿ ಭಾಷೆ ಮಾತನಾಡಿದರೆ ಮಾತ್ರ ಹಿರಿಯ ಮಹಿಳೆಯರಿಗೆ ಅರ್ಥವಾಗುತ್ತದೆ.


ಜಿಲ್ಲೆಯ ಉಳಿದ ಕ್ಷೇತ್ರಗಳ ಪೈಕಿ ಸೇಡಂ ಮತ್ತು ಚಿಂಚೋಳಿ ಆಂಧ್ರಪ್ರದೇಶಕ್ಕೆ ಸಮೀಪವಾಗಿದೆ. ಹೀಗಾಗಿ ಇಲ್ಲಿ ತೆಲುಗು ಪ್ರಭಾವ ಹೆಚ್ಚಾಗಿದೆ. ತೆಲುಗು ಶಾಲೆಗಳೂ ಇವೆ. ಇದರಿಂದ ಎಲ್ಲ ಪಕ್ಷಗಳ ಅಭ್ಯರ್ಥಿಗಳು ತೆಲುಗು ಮಾತನಾಡುವ ಪ್ರಚಾರಕರನ್ನು ಬಳಸಿಕೊಳ್ಳುತ್ತಾರೆ.


ಇತ್ತ ಆಳಂದ ಮತ್ತು ಅಫಜಲಪುರ ಮಹಾರಾಷ್ಟ್ರ ಗಡಿಯಲ್ಲಿರುವ ಕಾರಣ ಮರಾಠಿ ಪ್ರಭಾವ ಹೆಚ್ಚಿದೆ. ಲಾತೂರ್, ಪುಣೆ, ಮುಂಬೈ ಪ್ರಭಾವವೂ ಪ್ರಬಲವಾಗಿದೆ. ಅಲ್ಲಿನ ಕೆಲ ಮುಖಂಡರು ಚುನಾವಣೆ ವೇಳೆ ತಮ್ಮ ಪಕ್ಷದ ಅಭ್ಯರ್ಥಿಗಳ ಪರ ಪ್ರಚಾರಕ್ಕೂ ಆಗಮಿಸಿದ್ದರು. ಚಿತ್ತಾಪುರದಲ್ಲಿ ಸ್ವಲ್ಪ ತೆಲುಗು ಪ್ರಭಾವವಿದೆ. ಅತ್ತ ಜೇವರ್ಗಿಯಲ್ಲಿ ಕನ್ನಡವೇ ಪ್ರಮುಖ.


ಆದರೆ, ಗುಲ್ಬರ್ಗ ಮತ್ತು ಜೇವರ್ಗಿ ಕನ್ನಡ ತುಸು ಭಿನ್ನವಾಗಿದೆ. ಜೇವರ್ಗಿಯಲ್ಲಿ ವಿಜಾಪುರ ಶೈಲಿಯ ಕನ್ನಡವಿದೆ. ಅಂತ್ಯ ಪ್ರಾಸದಲ್ಲಿ ಹೆಚ್ಚಾಗಿ `ರ್ರೀ...' ಬರುತ್ತದೆ. ಹೀಗೆ ಇಲ್ಲಿನ ಕ್ಷೇತ್ರದಿಂದ ಕ್ಷೇತ್ರಕ್ಕೆ ಭಾಷೆಗಳೂ ಬೇರೆ ಬೇರೆ.

Many names not included in voters' list

We had submitted applications along with all the supporting documents to appropriate authorities within the stipulated time but our names have not been included in the voters' list," complained Priyanka, a final year post-graduate student.

Confusion prevailed as many who had submitted form 6 for inclusion of their names in the voters' list did not find their names in the electoral roll.

Priyanka was sad that this was the second time it was happening to her. The officials concerned have not assigned any reason for not including her name in the list.

"I feel disgusted at the callous attitude of the officials. I was impressed by the 'vote maadi' campaign launched by the election commission and was raring to exercise my franchise. I want to know why my application has been rejected," she said.

Priyanka is not the only one. There are hundreds of such youngsters who feel disappointed at being left out of the list.

The State Election Commission had taken up voter awareness drive across the state on a massive scale. The drive was launched with a motto of increasing the number of eligible voters and motivate them to vote.

These programmes received a good response particularly from the youths who thronged the election office to get their names included.

Interestingly, the names of a few voters who had cast their vote during the recent ULB elections have been deleted from the new voters' list. For instance, the names of Gouri Hampasagar from ward number 14 and booth number 127, Anusha Muthalik Desai, Balkrishna Desai and Anup Desai from booth number 61 have been deleted.

Mistakes galore

For the first time, the Election Commission has taken up the exercise of distributing voter's slip at the doorstep of every voter. The drive which started three days ago, will continue till May 4 evening. The officials have a daunting task of reaching every voter within the stipulated time. But the people who have not received this slip are worried about the delay. The others who have already got the slip are complaining about mistakes. While in some cases, the gender of a few candidates has been wrongly mentioned, in other cases, the name and age are wrongly printed.

Chaos prevailed in several wards in Hubli-Dharwad as the voters do not know whether they will be allowed to vote when this slip is produced.

Deputy commissioner Sameer Shukla expressed his helplessness and stated that such voters have to once again fill the application form and submit it with documents to the election office after the election process is completed. "The Election Commission has stated that only those will be allowed to vote whose names have been entered in the latest electoral roll and the rest have to wait to get their names included," he added.

Union Minister Mallikarjun M Kharge, the only man who has never been defeated in North Karnataka, is going about campaigning for Sunday’s polls in his usual unruffled style. For the first time since 1972, he is not contesting the polls. But this time, his son is.


The media asks him questions about his prospects of becoming the state’s chief minister. The Hyderabad Karnataka (H-K) strongman shrugs and says, as always, “it is the wish of the High Command.”


Kharge has been in contention twice before, and each time he missed the chance, once to S M Krishna, once to N Dharam Singh.


Still, wherever he goes to campaign for his son, Priyank, the shouts go up from the crowds: “Bhaavi Mukyamantri Zindabad, Kharge Saab Zindabaad.” On the last day of campaigning, Friday, he took off by helicopter to Nalwar village in his son’s constituency, Chittapur, to address a group of about 1,000 people.


The convener told Kharge that most of those gathered had deserted the BJP to join Congress in his presence. A beaming Kharge decided to abandon the formal platform and instead interact with them. “Will we get more votes this time from Nalwar than last time?” he asked. They nodded.


Then Kharge got down to the brass tacks in his typical style. “Why did you people defeat Priyank last time? What went wrong?” he asked. His concern was genuine enough for a few women to come forward and answer.


“We elected you from this constituency in 2008. You did nothing for us,” a woman defiantly told him. Kharge responded with his stoic smile. “Do you know how long I was MLA of Chittapur? Just 9 months, and that too in the opposition. Go to Gurmitkal, my constituency, which elected me for eight terms and see how I developed it. You should have some patience and give us some time. We cannot do magic overnight,” he told her, patiently. The crowd started shouting “Zindabad” slogans again and parted, as he moved with his swift gait, to the helicopter. He went on his way to Kallur, yet another village in the same constituency.


In the last seven days, he has gone over the area of 60 polling booths, reassuring voters of his commitment to them.

BJP Candidate Mr Halaharavi will win there. As this is SC reserved seat, all SC/ST votes will be divided among candidates. Lingayats are larger in number here. They will defo vote BJP due to Mr Shettar. Muslims are also larger in number here, they support Congress. Next comes large number of Savajis, Marathas and Brahmins. They always support BJP.

Elections are unlikely to change Karnataka's vote-bank politics and misgovernance

The political campaign in Karnataka is reaching its climax, with voting for the state assembly scheduled for May 5, 2013. The state, first to privatise higher education in the country, is home to leading technology companies, supports an ambitious health care industry, is rich in mining and endowed with a climate that is conducive to horticulture and sericulture. Its business leaders are icons who inspire people to reach their true potential. Unfortunately, politics in the state is mired in backwardness.

That reality is reflected in the manifestos of political parties. Rather than promising to bring about clean politics and outlining plans to develop industries and create jobs, all of them have indulged in old-style politics.

A grand vision to diversify the state economy with a specific focus on manufacturing would have lifted the spirits and hopes of youth in Karnataka. With the clamour for development of an indigenous defense industry reaching a crescendo, political leaders could have seized the moment to incubate it in North Karnataka.

The region is also ideal for development of an auto industry that could compete with those in Tamil Nadu, Maharashtra and Uttarakhand while Bellary and its surrounding districts can sustain a vibrant value-added metallurgical industry.

The famed coastal region could do with a fillip to tourism, while pushing the expansion of the IT-biotechnology sector to Mysore, Mangalore, Chikkaballapur and Kolar could reduce dependency on overburdened Bangalore.

The districts of central Karnataka are ripe for a green revolution. A plan to reform and rejuvenate farming along with the creation of food processing industries in these districts would have boosted the stagnating fortunes of farmers. Such a vision ensures a holistic approach to development with robust job creation in all sectors and districts.

Instead, proposals for the next five years are devoid of big ideas and lack substance and credibility. Manifestos mete out special treatment to minorities, Dalits and OBCs. Freebies, loan waivers and subsidy schemes have been promised to farmers, squandering taxpayer money. Other ideas are jaded, recycled from the past or borrowed from other states. Politics indeed lacks the integrity and innovation of business.

Moreover, political parties missed a golden opportunity to communicate to voters the need for reforms. The abolition of the Agricultural Produce Marketing Committee (APMC) Act and corporatising of farming is required to boost agricultural output. Police reform is needed to beef up security. Good governance warrants administrative reform. Land reform is necessary to build infrastructure and industries.

In addition, co-operation for the introduction of the Good and Services Tax (GST) is a must to spur economic growth. Municipalities across the state are crying out for fiscal decentralisation. Also missing is a strong commitment to social development that can close the income gap and bridge the urban-rural divide. Promising development without reforms is a testament to the absurd theatrics of Karnataka politics.

Political backwardness also permeated the candidate selection process. Congress stuck to its mantra of secularism and social justice by selecting a majority of contestants from among the backward classes, minorities and Dalits. The BJP is wooing Lingayats and Brahmins by nominating those identified by various mutts or blessed by the seers. JD(S) is dominated by Vokkaligas with a preference for minorities. To hoodwink Muslim voters, its leaders traversed cross-country to Ajmer Dargah in Rajasthan before releasing the list of candidates.

Also, no attempt has been made to address what was promised to citizens during the height of the Nirbhaya protests and Anna Hazare agitation - empowering women, ending corruption and improving governance. Woman aspirants have been given less than 5% of seats. All parties are guilty of fielding candidates with dubious backgrounds and questionable antecedents. Cronyism and nepotism have played a major role while members of various mafias - land, mining, garbage and water - have managed to garner tickets for themselves and their supporters.

The newly formed Bangalore Political Action Committee ( BPAC) had no discernible impact. Introduced to citizens with much fanfare by rich elites and the intelligentsia, with a promise to clean up politics and bring transparency in electoral process, it proved to be ineffective. Not disclosing its own donors was a major embarrassment as was the apparent conflict of interest in its leadership team and support to dubious candidates.

So can state Congress leaders deliver a victory for Rahul Gandhi? The five year BJP term was an utter failure leaving voters in a state of despair. Conventional wisdom suggests that Congress will likely be the major beneficiary of this misrule. But rampant infighting amongst senior leaders does provide the JD(S) with an opportunity to steal a large chunk of seats, impacting government formation. The BJP's renegades - B S Yeddyurappa's KJP and BSR Congress, proxy for mining baron Janardhana Reddy - will probably cease to exist after this election.

Although Congress has an outside chance to win an absolute majority, the most likely outcome will be a hung assembly. Wheeling and dealing will dictate the government's formation. And unless political leaders take politics forward into the 21st century, instability and shoddy governance will continue to compromise Karnataka's future.
