It's kind of dangerous to think like this. We don't want this Rapla-Pärnu to become the new Haapsalu, or do we? This 30 million euros as a sum is probably a joke when you view it in a bigger picture. It's similar to the idea of building a Tallinn-Tartu railway with just two stops and let's lose everything on the way.

Well.. maybe the 30 mEur is a sum better spent on i.e regional bus transport, because as was said, not many people live next to the railway line and bus is more flexible.
Compared to Haapsalu, new rail link to Pärnu should become reality anyways (Rail Baltic) |

People do not have to live next to railway according to this integrated public transportation concept. The section is between Pärnu-Rapla and Rapla has a lot of train traffic these days to and from Tallinn and Viljandi.
