To simplify access to construction sights and ensure material supply. Kerch strait is often pretty stormy. These storms are severe enough to regularly paralyze the neayrby Krym-Kavkaz ferry line. Making construction process dependent on weather would be logistical suicide.

It never got chosen in the first place. There were actually 74 projects of the bridge presented to the government which were approved by Federal Road Transport Agency. All 'northern' variants turned out to be more expensive (sometimes globally speaking, sometimes literally) than the one that eventually got chosen. For example, more complex tectonic conditions, more complex access ways construction etc. Let alone the existing ferry line which is absolutely untouchable, and they were not sure its work wouldn't have been disrupted by construction.

It's a very cool and good project.

But I find it very strange that they aren't doing a tunnel section to allow international shipping.

Above all because of the planned canals between the Black Sea and the Kaspian Sea. They will allow shipment of oil from kaspian ports directly to the worlds oceans.
This canal will go through the sea of Azov and thus go via this area.

Is it 100% certain that there wont be a tunnel section?

The Sea of Azov is the flatest sea of the world. The huge Superships aren't able to go there, so it makes no sense to build a tunnel, which would be much more expansive and difficult, because of the geological circumstances.
