What happened is this movement that originally started from inner city NY is now worldwide. I'm not just talking about graffiti but hip-hop in general.

Right now there was a major graf jam that happened in HK called Wall Lords. Now the jam has been taken off to other China cities as well as Taiwan.

if ya haven't heard art transcends laws so the legality doesn't factor in determining quality

not to mention it has historical significance, is a global phenomenon, and happens to be one of the most influential art forms of the 20th century being highly visible in the art/fashion/etc of today

so yes, it's an art without question

Some of it is art, yes.
However, that doesn't mean it should be kept because it is art. It is most of the time illegal and in that situation should be removed.

In Melbourne, grafitti in the downtown & inner urban area is embrace as public art,good & bad, it looks fantastic,it has helped the city in being the best urban feelling in Australia..the other citys are far more sterile....

Illegal flix are usually done in the English alphabet kinda like those in the western world.
