Mumbai: Turning competition into an opportunity, the BEST Undertaking has decided to become an equity partner along with Mumbai Metropolitan Region Development Authority (MMRDA) to construct and run the second Metro line between Charkop-Bandra-Mankhurd. The transport body has cleared an initial investment of Rs 5 crore to be a partner in the special purpose vehicle (SPV) which is expected to build the second Metro line.
BEST’s decision to go for equity participation in the Metro comes in the wake of MMRDA’s plans to construct the second line on its own. As of now, MMRDA is of the view that it has enough funds and expertise to execute the Charkop-Bandra-Mankhurd line on its own without private sector participation. It has already appointed the Anil Ambani-promoted Reliance Energy Ltd (REL) to construct and operate Mumbai’s first Metro line between Versova-Andheri-Ghatkopar (VAG), work on which has started recently.
Ravi Raja, Congress corporator and member of the BEST governing committee, said investing in the Metro makes sense as buses will eventually lose out to faster modes of transport. “As patronage to buses drops, BEST can make up by running Metro and mono-rail. This investment is surely for long-term benefit, albeit buses will continue to be the focus at present,’’ he said.
Uttam Khobragade, general manager of BEST, said equity stakes in the second metro line has a long-term vision. “As an equity partner with domain knowledge of transport and electricity supply, BEST would like to run the Metro. It is quite obvious that MMRDA can finance the Metro line but will depend on somebody to operate it,’’ he said.
He said the idea is to ultimately run all three modes of transport in Mumbai—buses, mono-rail and Metro. He also hinted that BEST will continue to increase its stake up to 10% in the SPV constructing the second Metro line.
Although BEST is still in the red, thanks to subsidised fares, it is raking in the moolah through commercial exploitation of surplus land at its 26 bus depots across Mumbai. It has already handed over the bus depots at Kurla, Oshiwara and Dahisar to private developers for substantial returns.
BEST is also thinking of leasing space in its bus depots for constructing elevated Metro stations along the Charkop-Bandra-Mankhurd (CBM) line. Sources in BEST said depots have enough space to spare some land for the SPV to construct elevated station while buses continue to be parked under it. TIMES NEWS NETWORK Mumbai: At a meeting held to review the progress of the Metro project, chief minister Vilasrao Deshmukh discussed the possibility of the state bearing the entire cost of setting up the second and third lines, as suggested by the Delhi Metro man, E Sreedharan. Deshmukh and MMRDA officials will soon meet Sreedharan to discuss the matter. The bhoomipujan for the delayed 11-km first line of the Metro between Versova and Ghatkopar was recently performed. It is being constructed on public-private partnership basis with Mumbai Metro One, formed by a consortium led by Reliance Energy Ltd.
Sreedharan had recently pointed out
that the PPP model was unviable for large and expensive urban transport projects such as the Metro, adding that the only viable method was for the government to bear the entire cost. The Delhi Metro, completed well before time, was funded entirely by the government.
The issue dominated Friday’s meeting with the officials agreeing to call Sreedharan for a consultation before proceeding with financial planning for the next two lines.
The second line, estimated to cost Rs 6,000 crore, is to be built between Charkop and Mankhurd. The third and most expensive (Rs 12,000 crore) line will come up between Colaba in south Mumbai and suburban Bandra.
Acknowledging that transport was “a Mumbaikar’s biggest headache’’, the chief minister on Friday asked the MMRDA to draw up a roadmap to ensure speedy implementation of the Metro.

thats a good idea actually. infact they should have one organization that managaes all the ground transportation in Mumbai.

Already many Navi Mumbai normal train stations have Infotech park or a normal shopping complex as the station itself....so I think there is nothing futuristic about the plan and given the space can be done......

I agree there is nothing much to having a normal shopping complexe in train stations. The plan ( smilar in nature) has been effectively done in many stations on the london tube and is very much possible in the near future if all the pieces are well integrated. However let the authorities first build the networks which is the need of the hour.

why do I keep seeing "monorail" and "metro" together? I thought the monorail was a pipe dream and can't service massive Mumbai traffic. So Mumbai is going to get a monorail as well as a metro?

yes, monorail will come along corridors that are not big enough for metro but produce a decent amount of human traffic. The contract will be awarded in May.
