'I think' is something different than 'I am certain'. Do you have any official construction diagrams with height indication to proof your point? Also, such a complex of towers needs a large foundation and therefore a large site needs to be excavated, which counts as prep work. No excavation works have been done so far, so it's not U/C according to the WDN terms.

Well, Im certain about the height from the main page:

I'm sorry but I don't share the same height estimations as you do, and with me probably many others. First, it's doubtful whether it's actually a spire or an antenna (as antennas don't contribute to structural height). Second, including the 'spire' it still looks well below 300 meters on the renders (IMO). Either way, for now it's a matter of opinion and I don't think that should count as a source for height increase or decrease here on the forums. While we are a community as a whole, we should still strive to be as reliable as possible with our information so 'guests' still keep on visiting and using Skyscrapercity as their primary source of information regarding urban developments. I hope you understand.

No problem.

Creating the foundation of a skyscraper is arguably a long and boring process to watch. The real action starts when there is a tower crane or completed foundation. That's when stuff usually get's moved to the under construction section. After piling comes excavating, which is a part of prep / ground work. Sometimes it's the other way around. It's never easy to judge these kind of situations. Just to prevent staring for months at a hole or piling rigs with visibly barely anything happening, we leave those kind of topics in the proposed section.

Another very important reason is the following. Once a piling rig or excavator has been spotted people yell CONSTRUCTION CONSTRUCTION very fast. Without knowing what's really going on, this often results and has resulted in the past, in topics being in the construction section for 2 years and actually what they were doing was building just the 'mall part' the whole project. Or building the foundations and then realizing the design is wrong, or having built the foundations and then run out of money. Trust me when I say it's better to look at this for a while and leave it in the corner until the real action starts. It just sucks to have the construction section clogged up with projects that are too good to be true, in which nothing is happening (we get all kinds of frustrating off topic bullshit) and that take away the attention of the projects that are actually happening around the globe.
