We can't even imagine Bollywood industry without the Film City, as more than 50% movies are shooted in Mumbai itself. The place is not plastic, it has a culture and memories. If this project is completed than it will raise visitors there along with giving benefits to the filmmakers. But nobody knows how long it will take. I think the Jurassic Theme Park should be an inspiration for it.
And that's because Maharashtra has the most incompetent, inefficient and corrupt state govt in India. If Modi or Naveen Patnaik was the CM of Maha even for five years then Mumbai today would have been a World-class city. It's such a shame that even after being the main Financial and commercial hub of the country, 40% Mumbaikars still lives in slums.
^^ Since a lot of state's are getting a film city, we can hope competition creates State which should be under a progressive government to do the needsome of clearing the project.
The indoor shoots are usually done in city studios in western burbs as it is closer home to the entertainment industry. The existing film city is predominately used by TV industry rather than film industry, as they offer cheaper rates for indoor shoots. In fact TV industry moves even farther to Madh, Mira Road, Vasai and Virar for indoor shoots to reduce costs.
The industry does not want those village settings and monuments. After all, how many films can show the same village and monument. All they need is vast open space at cheap rates. Currently, the rates are expensive for outdoor shoots that only big budget movies could afford it for erecting sets. The space is also constrained that sometimes it is difficult to erect sets there.
Fim city concept is dying and there is no competition there. It is all about open space. Indoor studios are preferred close to the residence of entertainment industry. Bandra-Goregaon W stretch has hell lot of studios

GOVT TO BUILD NEW FILM CITY WITH THEME PARK AT KALYAN
With the current Film City at Goregaon unable to cope with the growing industry, the new facility will have separate sections for Bollywood movies, TV serials and language films.
With the present Film City in Goregaon hardpressed to meet the demands of the ever-growing entertainment industry, the Devendra Fadnavis government has decided to come up with a new Film City — the biggest in the country that will be built at Kalyan with private participation.
The new Film City will have a theme park which Mumbaikars can visit and spend a day enjoying 'Bollywood tourism'.
It will be built with separate sections for shooting television serials and Bollywood films. Marathi and other language films will also be provided with separate sections.
The project is being directly monitored by the Chief Minister's Office, and is being supervised by his officer on special duty, Kaustubh Dhavse. Last week, during the Mumbai Next seminar organised by the State Government and Mumbai First, Fadnavis spoke to celebrities on an informal level about the plan.
A senior government official said, "We have identified the site near Kalyan that is well connected by the road and rail network. We want to build the biggest Film City in the country there, much bigger than all existing ones. The project will be completed over the next five to seven years, for which we will set up a joint venture with a private company that has the expertise to develop such a project."
The official further said that the proposed Film City will also have hostels and high-end hotels which will cater to all those related to the film industry. He said, "In fact, the Ministry of Cultural Affairs prepared a master plan for the existing Film City at Goregaon, but since the CM wants to set up an entertainment hub in Mumbai, we will build the new Film City."
The master plan to further develop the existing Film City spread over 438 acres includes a slum rehabilitation scheme for encroached parts of Film City, and a hotel and convention centre. The ministry has also planned a Bollywood museum at the Goregaon Film City.
The CM has asked the cultural affairs secretary, Valsa Nair Singh, to share the plan for the new facility with megastar Amitabh Bachchan, who wants the State to also set up a unit wherein old films can be digitised and restored.
The location will be a nightmare for the lower level people, as the industry /studios are in westen burbs.
Ideally they should have it around Virar, which would mean a single train journey for low level workers.
The film city is just meant for shoots which require larger setting. The studios in the westen burbs would suffice the requirements of 70% of Bollywood and TV serials. Just like corporate industry, the residence of the crew determines the concentration of film studios in a mega city like Bombay. The shoot in the film city will be occasional for Bollywood stars.
The people who would be disadvanatged are the low level informal workers, who usually stay in the extended western burbs. Now they take a single train to get to Andheri or Bandra, They cant relocate themselves as most of the work will be still in studios of western burbs (nor they can afford to have temporary homes near film city)
The TV industry works in tight schedules and the actors take temporary home near shooting spots at Madh and Goregaon East. But the hub remains Andheri.

The city’s most popular film shooting destination is set to get a major makeover — complete with revamped studios, hotels for cast and crew, themed villages and an entertainment centre for tourists. The Dadasaheb Phalke Chitranagari management has proposed a Rs2,625-crore makeover plan to the state government that will be implemented on a public-private-partnership (PPP) model.
It has also asked actors Amitabh Bachchan and Aamir Khan to be part of an advisory panel for the project. They have reportedly accepted Filmcity Corporation’s request.
The plan categorises activities at Filmcity into pre-production, production and post-production. It has proposed 31 state-of-the-art studios, eight villages representing the culture of India’s different states and 45 outdoor locations spread across 105 acres. A special-effects studio to improve post-production work was also proposed, apart from facilities such as a five-star hotel, a 250-room three-star hotel, a budget hotel and dorms. While the plan to improve facilities at Filmcity has been in the pipeline for a while, the Corporation (a state government undertaking) submitted its recent proposal with points to ensure a holistic revamp plan for the 438-acre space.
A cabinet sub-committee on infrastructure, headed by CM Devendra Fadnavis, is expected to decide on the proposal in the next few days.
“We have kept in mind the queries the revenue and forest departments raised and have complied with them. We have made a representation to the BMC asking them to correct errors made in the draft Development Plan that had reserved many parts of Filmcity,” said an official from the cultural department.
The official said the plan is to work on a PPP basis, with a concession period of 45 years for the developer to recover project cost by sharing revenue from hospitality and tourism facilities.
The ownership of the studios and other locations will be with the government.
“The proposal has almost been finalised by our department, and will soon be cleared by the state cabinet,” said Vinod Tawde, the minister for cultural affairs.
In a bid to attract tourists, it has also provided for a biodiversity park on 33 acres and theme parks, bus trips and 5-D action centres.
