Camarines Norte Province

Welcome to Daet and Camarines Norte Province Thread!

Camarines Norte is a province of the Philippines located in the BicolRegion in Luzon. Its capital is Daet and the province borders Quezon to the west and Camarines Sur to the south.

Demographics

Camarines Norte has a population of 513,785 as of CY 2007, roughly 10% of the region's population of 5,109,798 and 0.62% of the country's population of 88,574,614.. Bikol is the major language spoken, together with Tagalog and English.
Economy

The four major manufacturing and processing industries in the province are jewelry craft, gifts/toys/housewares, pineapple and coconut industry.
Geography

The province of Camarines Norte is found in the northwestern coast of the Bicol Peninsula, which form the southeastern section of Luzon, the largest island in the Philippine archipelago.
One of the six provinces that make up Region V (Bicol), it is bounded on the north by the Pacific Ocean, in the east by the Pacific Ocean and San Miguel Bay, in the west of Lamon Bay, and in the south by Quezon province and the adjoining province of Camarines Sur.
Its capital town, Daet, is 342 kilometers southeast of Metro Manila, a 7-hour drive by bus or a 45-minute trip by plane.
History

Bicol province was founded in 1573. The province of Camarines was created from Bicol in 1636. That province was divided in 1829, creating Camarines Norte and Camarines Sur. They were briefly merged from 1854 to 1857 to make Ambos Camarines (ambos is Spanish for "both"). They were merged into Ambos Camarines once again in 1893. The province was divided into Camarines Norte and Camarines Sur once again in 1917.

Infrastructure

The province has an international seaport located at Barangay Osmeña, Jose Panganiban town servicing one of its major industries, Primo Oleochemicals Inc. The seaport is approximately five kilometers from the town proper and an hour ride to the capital town of Daet.
The province also has 13 fishing ports in the coastal municipalities and one feeder airport in Bagasbas, Daet.

DENR suspends charcoal permit issuance in Camarines Norte

The Bicol Natural Park (BNP), one of the remaining lowland dipterocarp forests in the country, gets a better chance to persist as the Department of Environment and Natural Resources suspends charcoal permit issuance in all barangays within its periphery.

This was announced during a recent consultation meeting conducted by the DENR with Barangay Captains of Tuaca, Plaridel and San Pascual of Basud; and Bgys. Salvacion, Manlimonsito and San Antonio of San Lorenzo Ruiz, all in Camarines Norte.

The DENR has intensified its campaign against charcoal production using forest tree species in the BNP amidst clandestine charcoal production as a means to earn a living.

In a report to DENR Regional Executive Director Joselin Marcus Fragada, Camarines Norte Provincial Environment and Natural Resources Officer Elpidio Orata said efforts are exerted to promote other options as sources of income for the barangays such as seedling production, and farming using the agroforestry technology, among others.

During the said consultation meeting, copies of DAO 008-26 series of 2009, National Integrated Protected Area System (NIPAS) Act were posted including showing of related video to inform the communities regarding existing forestry laws, and protected area conservation regulations.

The Bicol Natural Park is considered as the region’s natural heritage having endemic tree and wildlife species and a tourist destination owed to its pristine rivers emanating in San Lorenzo Ruiz up to Bahi area.RLM

Daet steps up campaign on HIV/AIDS

Daet, Camarines Norte (4 November) -- A 3 day planning workshop on Strengthening Local Response on Human Immunodeficiency Virus (HIV) was conducted here recently.

Dr. Arnulfo G. Salagoste, Camarines Norte provincial health office chief, said that the planning workshop intends to have at least 60% of sex workers or night establishment entertainers be informed and provided with services in line with the campaign on prevention and control of Sexually Transmitted Infection (STI) and HIV.

Dr. Ferchito Avelino of the Philippine National AIDS Council (PNAC), on the other hand, discussed the most common sexually transmitted infections/HIV, its complications, transmission and prevention.

Other topics discussed were the results of the Rapid Assessment Survey conducted by Bicol Reproductive Health Information Network Inc. (BRHIN) and the status of HIV and STI in this municipality.

Interfacing, brainstorming and preparation of the local response measures to address the issues and concerns on STI/HIV were also among the activities during the workshop.

Present during the activity were Councilor Virgilio Dumapias, Sanguniang Bayan chair on Health, DOH-Provincial Health Team leader Dr. Jocelyn Iraola and Milave Schneider, Provincial Program Coordinator and Daet MPDO Emily Palomiano and other representatives from other sectors. (PIA CamNorte)

Aid now underway for typhoon "Santi" victims in Bicol

Legazpi City (4 November) -- Aid are already underway for the hardest hit areas in Camarines Norte province and other localities of the Bicol region devastated by typhoon 'Santi's, the Regional Disaster Coordinating Council (RDCC) said Wednesday afternoon.

"Regional Director Bernardo Alejandro IV of the Office of the Civil Defense (OCD) in Bicol has led Wednesday (November 4) disaster response team from the Philippine Navy and Air Force went to Camarines Norte overseeing since this morning the relief and rehabilitation measures in the most affected areas of the province by the typhoon on week end" Navy Lieutenant Darwin Nieva, RDCC Bicol spokesperson, said.

Nieva recalled a total of 11 deaths were reported from Camarines Norte and Catanduanes recorded a lone fatality in the wake of "Santi".

The province, according to Nieva, also suffered damages on vital infrastructure facilities amounting to millions of pesos during the 6-hour rains without any let up at the height of 'Santi'.

The team is comprised of Navy doctors and engineers to help the Provincial Disaster Coordinating Council (PDCC) of Camarines Norte reach out with immediate medical and rehabilitation needs of the residents.

A total of 60 sacks of rice were brought to Calaguas Island and Vinsons town at the mainland north of Daet capital town.

Several private foundations are also preparing for their contributions to the relief efforts for some 100 families at Jose Panganiban of the province.

"Immediate relief operations and rehabilitation of vital infrastructures such as roads shoulders and irrigation facilities should go hand in hand to alleviate the struggling survivors," said Alejandro. (PIA V)

The municipality boast for its Pineapple Festival which is popularly known as “Pinyasan”. A month long celebration promoting Queen Formosa that features unique arts and culture through agro-industrial fair, beauty tilt, historical cultural presentation and different sports events. The celebration is highlighted by lavishly decorated floats and be-costumed street dancers executing unique and well-choreographed dancers in a grand street-theatrical presentation. It is celebrated from June 15-23 annually coinciding with the feast of its patron saint, Saint John the Baptist on June 24.

RP targets $2.5-billion geothermal development

The Philippines, the world's second-largest developer of geothermal energy, plans to approve 19 deals in the next five months to allow foreign and domestic companies accesss to geothermal projects, the division chief for geothermal energy at the Philipine Energy Department, Alejandro Oanes, told Reuters.

Philippine power producer Energy Development Corp and Envent, a unit of Geysir Green Energy, one of Iceland's biggest geothermal energy companies, were among groups vying for contracts to tap the country's geothermal resources, he said.

''Incentives for renewable projects are giving (the country's) geothermal development a much needed boost,'' said Oanes in a telephone interview from Manila.

Tax holidays and tariff exemptions for renewable energy projects are boosting investment in clean energy in the Philippines, with the government recently awarding 87 contracts to develop alternative energy sources.

Geothermal power accounted for 17 percent of the country's total power mix at the end of 2008, with installed capacity close to 2,000 megawatts, energy department data showed.

The government was issuing tenders for the development of 10 geothermal sites and negotiating nine more deals directly with various companies, Oanes said. Combined, the deals could harness more than 620 megawatts of geothermal energy.

Geothermal sites covered in the deals include Mount Isarog, in Camarines Sur province, where about 70 MW of geothermal power could be developed. The government is also looking at resouces in Mount Labo, Camarines Norte with a potential capacity of 65 MW.

Other provinces identified with geothermal resources include Benguet, Cagayan, Palawan, Oriental Mindoro, Surigao del Norte and Laguna.

Queen pineapple exported to S Korea

The Philippines is taking an aggressive move to market its queen pineapple as a farmers' cooperative in Labo, Camarines Norte is aiming to export it to South Korea on a regular basis while briskly selling off an "all natural"packed queen pineapple juice to the domestic market.

The Labo Progressive Multi Purpose Cooperative (LPMPC) is carrying out an expansion from the existing 500 hectares planted to queen pineapple whose harvest is presently being used for manufacturing different products-- pineapple juice in tetra pack, pina fiber, and dehydrated pineapple. The LPMPC is also supplying its fresh pineapple to SM Naga and to Metro Manila. However, it also aims to export queen pineapple to South Korea in a more sustained basis than what has been so far done in the past.

"There are 8,000 hectares planted to queen pineapple now (in Camarines Norte), but we need volume to have a sustainable supply for export. We need to fill a van with 20,000 fruits per shipment," said Mario M. Espeso, LPMPC general manager, in an interview at its farm in Brgy. Malasugul, Labo, Camarines Norte.

The cooperative currently has a tie-up with Land Bank of the Philippines (LBP) for a 20-hectare pineapple planting while a separate five-hectare land is being devoted as a demonstration area for Good Agricultural Practice (GAP) which it also needs in its aim to sell to the world market.

As a cooperative that has shown capability to engage in value adding, the Bureau of Agricultural Research-Department of Agriculture (BAR-DA) is extending a technology assistance for LPMPC to improve packaging of its pineapple juice which is now being marketed throughout the region.

The project involves the establishment of a facility for packing pineapple juice in pouches and in PET (polyethylene) bottles as the product has demonstrated a big potential to create a huge market.
