In things like infrastructure, upgrading of cities, tourism etc Morocco has done a good job in the past 15 years..

But in more important things like health care, education, food security, modernizing of agriculture and creating enough jobs, Morocco has failed..

I don't agree with you entirely on what improved and what deteriorated or got halted in the past 15 years.

Infrastructure has improved indeed, but we could have done better. Casablanca and Rabat need subway systems but yet they opt for Tramways that usually clog circulation and narrow down the avenues and streets.
I haven’t been to Rabat in years but some friends and family tell me that there is a huge lack of Buses. Sometimes one has to wait for one hour to hop in. Here in Osaka, you get a bus every 5 min and they are punctual, they have a subway (underground trains every 3 min), and intercity trains (trains every 5min).

So if you compare us with other nations, infrastructure hasn’t really improved according to the needs of locals.

Urban upgrading hasn’t improved at all. Shanty towns are still prevalent, building randomly is still common, vertical construction is almost nonexistent, where is the improvement you’re talking about?

The development of Tourism is the only notorious progress so far in the past 15 years. But still, with a country like Morocco, I’d expect more. We could easily host 50 million tourists a year by virtue of many factors (mainly geographic-climatic-cultural).

Health care has improved. Although public hospitals are not the best option but still, they are well equipped (usually) and many new hospitals have been built. Private sector is doing a great job in attracting poor people so they benefit from a higher quality service. (Yes, in the past it was rare to see lower class citizens in a clinic, not like nowadays).

Agriculture is not my field so I can’t give my opinion on it and if it improved or not. But as far as I know, citrus fruits and vegetables’ exportation has risen last year (correct me if I’m wrong).

Unemployment rate has fallen two or three years ago. Now it’s around 9% which is not bad. I can’t believe a country like Bosnia has 44% for example.

I can’t believe a country like Bosnia has 44% for example.
