Airport-specific concession on ATF sought

SALEM, April 16, 2013

A rationalised airport-specific concession of 5 per cent on Aviation Turbine Fuel (ATF) in Value Added Tax (VAT) of Tamil Nadu government, instead of the present aircraft-specific policy, will ensure sustained air connectivity to the tier-II city of Salem.

At present, the Salem Airport remains dormant after Kingfisher Airlines withdrew its lone Chennai-Salem flight some two years ago.

Frequent flyers from the city and top sources in Airports Authority of India (AAI) point out that at present the Tamil Nadu Government levied a VAT of 29 per cent on ATF for jet airliners while it extends a concession of 5 per cent to aircrafts weighing 40,000 kg of scheduled airlines with the objective of promoting operators to serve untapped domains.

Insisting that concession should be airport-specific, which, a senior AAI official says, will encourage connectivity, he urges the State to review the present concession policy on ATF deeply since the operators who utilised it either serve the sector for which it was offered sparingly or neglect totally. “Hence, the State should modify the concessional policy to ‘airport-specific’ and not ‘aircraft-specific’ so that the operators should be prompted to serve airports such as Salem for scheduled commercial operations,” the official points out.

Drawing attention to the success story of Raipur airport, which became active after the State had reduced the sales tax on ATF to 4 per cent, the official says that Tamil Nadu should extend 5 per cent concession on ATF for all aircraft that refuel at Salem Airport, which boasts of 6,000 feet runway that permits narrow body aircrafts such as Boeing 737 and A320 to land.

“The airport-specific 5 per cent concession will attract carriers such as Indigo and GoAir, which have Boeings and other operators to Salem Airport for fuelling, which will, in turn, fuel overall economic development,” he adds.

An expert report on Aviation Turbine Fuel in India, submitted by the Chennai-based Nathan Economic Consulting India Private Limited to the Ministry of Civil Aviation and Ministry of Corporate Affairs, last year, has detailed various benefits, which a State can accrue by lowering tax on ATF.

It points out that States like Chhattisgarh, Andhra Pradesh, Meghalaya and Rajasthan have reduced the taxes on ATF and, in turn, received a phenomenal increase in air traffic. “Increased air traffic and fuel uplift by carriers will have a direct bearing on the socio-economic development of the served areas, which would inevitably enhance the State’s sales tax revenues, both directly and indirectly.

“The concession given at present is aircraft-specific. To encourage regional connectivity, it should be airport-specific,” a textile exporter and a frequent flyer from Salem to Mumbai says. The region comprising Salem, Erode, Namakkal, Krishnagiri and Dharmapuri can also serve as an aerospace hub since it has vast hinterland. Educationist and Secretary of Sona Group of Educational Institutions A. Dhirajlal Gandhi says that his students have carried out a detailed study on the viability of air traffic from Salem to Mumbai and Delhi. “It all depends on who operate and how they operate. Potential is huge and remains to be tapped,” he points out.

Meanwhile, Spice Jet, the budget airliner, according to airline sources, is planning to operate flights to Salem from Chennai on a trial basis.

It is true.

AAI has identified that Salem Airport can handle A300 Boeing with its runway is 6000ft anddhas been designed to have the required strength.
AAI is interested to use Salem Airport for Boeing services with connectivity to mumbai and Delhi via Chennai. In this regard AAI has been working to get concession for Salem Airport on the lines of similar concession extended by other states . ( Recently Jharkhand Govt has provided to Ranchi, also Chattisgarh, Karnataka also has provided similar concessions on Airport specific. ) AAI has already been in touch with OIL companies for establishment of refuelling facility.

Why the MODS are not responding to our request to have a separate Salem Airport thread...

Salem airport can handle only ATRs or Q400 or similar aircrafts.

From Wikipedia, its clear that only A318 can land with 6000 ft runway and not A319 or A320.

Similarly, only B737-100 can land with 6646 ft runway. Might be the PM once landed should be a similar aircraft with less load.

I think,

Air India might be having A318s or had it once. Because, once, Indian airlines planned DEL-SALEM-CJB-DEL flight and with drawn that plan just before implementing it.

My information is from AAI , Airport Director Salem .

Salem Airport with 6000 ft runway is capable of handling narrowbody aircrafts like Airbus 320. Many Airlines like Indigo, Goair do operate these aircrafts. Salem Can handle these aircrafts easily. This information is official form AAI Salem Airport , and not based on Wikipidia..

At 6000 ft only an A318 can take off from the runway at Maximum Take Off Weight (MTOW). For aircrafts like A-320, B737-300 the aircrafts can take off and land at this length but with considerable load restrictions. Meaning less no of passengers and cargo. That's why the Prime Minister's executive jet was able to land. Cause it carries very less load.

At the time of airport construction that is more than 25+ years back, it was planned for Avro/Fokker friendship type aircrafts only. But the then Salem MP late Rangarajan Kumaramangalam took special effort and ensured that longer runway is done so that B737can land. So Salem airport can handle B737 type aircrafts without any problem.

Airports Authority of India bullish on smaller airports

Chennai: When it comes to expansion of airports in tier-II cities, Tiruchy has emerged a laggard while land acquisition process has gained steam in Thoothukudi, Madurai and Coimbatore.
The Airports Authority of India (AAI) is also planning to develop Salem and Vellore airports in the second phase.

AAI’s Regional Executive Director (South) D. Devaraj said that infrastructure facilities at the International airports would also enable landing of wide-bodied aircraft like A330 and B737-800. “The airport terminals would also be upgraded to matching infrastructure,” he said.

On the current status of land acquisition, Devaraj said that things were going smooth at Thoothukudi airport, as the state government had already acquired land and only the transfer process from the government to AAI was pending. “We will expand the runway to cater to A320 and construct new terminal building at Thoothukudi,” he added.

Land acquisition at Coimbatore is also in an advanced stage,” he said. For Madurai airport, he explained that the Arupukottai national highway had to be diverted to extend the runway at Madurai airport. “Only then we can handle wide-bodied aircraft at Madurai,” he added.

Regarding Tiruchy, Devaraj said that there had been no notification issued on land acquisition. “Despite international connectivity available at Tiruchy airport, it is lagging behind in development, as no steps have been taken to notify requirement of land acquisition,” he said.

step-motherly treatment for salem:
yes,u r right ,nmin.salem always gets step-motherly treatment in all development projects.

once Salem had eminent politicians like mr.Rajaji,mr.mohankumarmangalam,mr.rangarajankumaramangalam.
They were responsible for bringing salem-steelplant(1972),Airport(1993),govt medical college(1990),Railway division(2009 by pmk and DMK local ministers),superspeciality hospital(2011 by mr.anbumaniramdoss).
Now,you dont have genuine/capable politicians to influence to push/initiate the projects for Salem.
Now,if only our AMMA wish, then salem would get some benefits.only god knows.!!
salem airport-its in the hand of spicejet ,they have got approval for flight service to salem from chennai from DGCA.

Concession on VAT on ATF for Salem airport Requested

Airports Authority of India has constructed Salem airport suitable for operation of narrow body aircrafts like Boeing 737/Airbus 320. King fisher was operating 72 seater ATR aircrafts till august2011. Other Airlines have not commenced scheduled operations from Salem airport on economic considerations.

VAT on ATF (Aviation Turbine Fuel) is 5% for small aircrafts as against 29% for other aircrafts in
Tamilnadu (Copy-of Notification enclosed). This concession is granted to encourage air connectivity to small airports. In spite of this concession Salem airport has not achieved the desired air connectivity due to various reasons. One of the main reasons is that the destination requirement is Chennai, Mumbai, Delhi, Ahmedabad, Jaipur etc., Small ATR aircraft could take the passengers up to Chennai only and the passengers needed to change plane at Chennai. This discouraged passengers and they instead chose to move by road to Bangalore. Hence it is appropriate that the concession on VAT on ATF may be extended to other narrow body aircrafts as well for Salem airport so that airlines like GoAir, Indigo with large number of A320 aircrafts will find Salem airport attractive.

The concession given at present is aircraft specific, but to encourage regional connectivity, it is appropriate that airport specific concessions are also given so that the small Tier III airports like Salem become attractive. Similar concession has also been given by many state governments for e.g Raipur airport (Chhattisgarh), Amritsar, Maharashtra (other than Mumbai and Pune}, Shillong [Meghalava}, etc., It is seen that all } hence airports have gained increase in air traffic many fold. An extract of a report on the multiple benefits of such concession on Raipur airport is enclosed. Also Landed which is a very small town in Maharashtra has gained air connectivity to many destinations like Mumbai, Delhi, Aurangabad etc., only because of the concession on VAT on ATF by the Govt. Of Maha rashtra.

Salem airport has a potential to contribute to the economic and social development of the surrounding areas including Salem, Namakkal, Darmapuri, Krishnagiri Erode districts. The following examples are submitted

Salem being very close to Bangalore is capable of attracting investment in the field of BPO, KPO and other IT oriented activities. Salem and surrounding areas like Namakkal and Erode have emerged as educational hub of Tamilnadu with large number of reputed Schools, Colleges etc., It is seen that these Institutions are able to attract many students from even Chennai and other major cities in view of their discipline and the success rate. Also the colleges in the region have good reputation that they attract students even from foreign countries. These institutions have created awareness among the people and encouraged them to send their children for higher education. IT is one of the main field that can provide employment to large number of educated youth particularly girls. Conservative society in Salem and surrounding areas are shying away from sending their wards Particularly girls for jobs to other places like Bangalore and Chennai etc.,.

Development of air connectivity is the most important prerequisite for the development of IT industry which can provide huge employment to educated youth particularly Girls. Salem with high quality educated and cheap manpower and availability of low cost infrastructure like Land and building is already attracting IT investment in Salem. Concession on VAT on ATF will bring air connectivity to Salem and open the gates for the development of IT industry and Salem can become a viable alternative to Bangalore. Many air passengers were mentioning that time taken to reach Electronic City, Bangalore from Salem airport is same as the time taken from Bangalore airport due to heavy traffic congestion within Bangalore city.

Another important benefit of the concession would be the possibility of cargo movement from Salem airport. The farmers of the region produce Vegetables/ Flowers/Fruits (Mangos) etc., which have huge demand in metro cities and also for export. It is seen that the Jasmine and other flowers from the region are being transported by air from Bangalore airport for movement to Delhi, Mumbai and further for Export. Many trucks moving with huge quantities of flowers from Salem to Bangalore crossing the Salem airport stands testimony to this. Air connectivity with Narrow body aircrafts would allow cargo movement to metros and 'further export paving way for better price for the Farmers.

In addition to the above, the industrialists of the region have mentioned that the Salem city has lost many investment opportunities due to lack of air connectivity in spite of many advantages like cheap and skilled labour etc.,

Government of Tamilnadu in its Vision 2023 document has envisaged development of airports in Tamilnadu. Concession on VAT on ATF will revive the Salem airport immediately and contribute to the development objectives of Vision 2023 to make Tamilnadu numero uno State in India.

This single step of Concession on VAT on ATF for Salem airport would be a boon for the people of the region and wipe a curse that the fifth large city of Tamilnadu is without air connectivity.

In view of the above, it is requested that Concession/Exemption on VAT on ATF for Salem airport is granted on priority to enable regular scheduled operations to Salem airport and to benefit the
People in the region.

(Taken from recommendation sent to Tamil Nadu Government)
