Project Information:
Kolkata's airport is currently being upgraded in light of the booming air traffic in the Indian aviation. The modernization and expansion of the NSCB airport will be done by May 2011 and this will include the construction of a new terminal, extension of the second runway, taxiways amongst others.


Designed by RMJM, the new terminal will be able to handle 20 million passengers/annum which would be sufficient till 2015. Work has started on it and the terminal should open by May 2011.

The new terminal building will have an area of around 180,000 sq metres. 104 check-in counters, 44 immigration counters, 25 security gates, five conveyor belts and 15 aerobridges will be the other features of the airport post development.



Deep piling work for the integrated passenger terminal had begun in Nov 2008



The consultants for the modernization of this airport is a consortium of Indian firms partnering with Hong Kong’s RMJM and a Paris-based firm ADPI.






Work on nine domestic bays, three cargo bays and 11 additional parking bays has already started

Kolkata airport to get a Rs 2000 cr makeover

Days after exchange of words between the Planning Commission and the Civil Aviation Ministry, the process of Kolkata airport modernisation is all set to start with the Public Investment Board meeting in New Delhi later this week to give its nod to the Rs 2,000 crore (Rs 20 billion) project .

The work on Chennai airport is still to be cleared at the pre-PIB level to iron out differences in approach, if any, which concerned ministries may have on the project.

The Airports Authority of India (AAI), which would undertake modernisation work at both airports, has already approved consultants for the Kolkata project which include Aeroport du Paris Internationale and RMJM of Hong Kong.

Civil Aviation Minister Praful Patel had recently blamed Planning Commission for delaying the projects at the two major metros.

This was followed by stinging criticism of the plan body by the Parliamentary Standing Committee with its Chairman Sitaram Yechury shooting off a letter to the Prime Minister alleging that "certain arms" of your government were "deliberately delaying the process in order to privatise the modernisation of airports through the backdoor."

The PIB, which would be meeting on Kolkata airport in the next few days, grants clearances to all projects above Rs 50 crore (Rs 500 million) to be undertaken by public sector undertakings. After a project gets PIB clearance, it goes to the Cabinet Committee on Economic Affairs for final approval.

The Kolkata airport modernisation work includes extension of the second runway, construction of rapid exit taxiways and aprons, upgradation of air traffic management and communication, navigation and surveillance systems and a brand new integrated terminal building to cater to 20 million passengers.

The Civil Aviation Ministry had in August last year approved the detailed project report furnished by the AAI. The Rs 1942.51 crore (Rs 19.42 billion) Kolkata project was approved by the Prime Minister's Committee on Infrastructure in April last year.

The development of Chennai airport is estimated to cost Rs 1,808 crore (Rs 18.08 billion). Consultations have been held between the Ministry and the Tamil Nadu government for acquisition of 1,070 acres of land and hand it over to the AAI free of cost to carry out expansion and modernisation of the airport, keeping in mind the city's needs over the next two decades.

Acknowledging Yechury's charge that there had been delays in modernising Kolkata and Chennai airports, the Civil Aviation Minister had recently said the process of shortlisting of construction firms and other related activities was already on.

"It is an overlapping process," Patel said, adding that the Kolkata airport terminals would be "managed and maintained by the AAI. It is only the allocated commercial space which would be run by private parties."

The Standing Committee on Transport, Tourism and Culture, headed by Yechury, has also come down heavily on the Planning Commission for delays in modernisation of non-metro airports as also those in Kolkata and Chennai.

Government clears Kolkata airport project

New Delhi, May 30 (IANS) The central government Friday gave its unconditional approval for the modernisation of the Kolkata airport. The Rs.20 billion project is expected to begin in next two months, a government statement said Friday. The project cleared by the Public Investment Board (PIB) will now be sent to the Cabinet Committee on Economic Affairs (CCEA) for its approval, the government said.:wallbash:

According to a civil aviation ministry official, the CCEA is expected to clear the project in the next few days.

The modernisation of the Kolkata airport includes extension of the second runway, construction of rapid exit taxiways, installation of navigation and surveillance systems, and setting up a new integrated terminal building.

Kolkata airport set to be modernised

WEST BENGAL chief minister Buddhadeb Bhattacharjee met Prime Minister Manmohan Singh in New Delhi and sought to expedite the clearance of modernisation work of the Netaji Subhas Chandra Bose International Airport in Kolkata. A decision on modernisation of the airport was taken by the West Bengal government in April 2007. Bhattacharjee was in the capital on May 31 to attend the two-day Central committee meeting of the Communist Party of India – Marxist (CPI-M).


A proposal was submitted to the Airports Authority of India, which in turn, handed it over to the Pre-Investment Board in August 2007. An Inter-Ministerial Group (IMG) gave the green signal to the proposal in October 2007 and the Planning Commission approved the revamp of the airport in December 2007.

The Pre-Investment Board has cleared the Rs 1,942.5 crores project to modernise the airport. The work on revamping the airport is likely to begin in a couple of months. The Airports Authority of India will be implementing the project. It will now be taken by the Cabinet Committee on Economic Affairs for consideration.

The modernisation drive is to have world-class airport and as such the Airports Authority of India had floated a 'Global Architectural Design Competition' to procure the best of designs where the terminals can handle about 20 million passengers annually, according to an official statement. The existing international and domestic terminals can now handle nearly five million passengers annually.

Tenders for reconstruction work of the airport will be opened by the Airports Authority of India on June 16 this year. It has short-listed eight companies. Work is expected to be completed in 30 months while the process of development of the airport is expected to be concluded in 2011

Runway extension gathers steam

KOLKATA, June 9: The extension of the secondary runway at NSC Bose International Airport is being merged with the existing part from today. The runway, which was previously nearly 2,399 metres, will now become 2839 metres after completion of the merger. This will enable larger air-crafts to land on the runway.
The extended portion of about 440 metres was constructed over the past one and a half years, at the cost of nearly Rs 12 crore.
The additional portion has been extended towards the northern end of the existing runway. The Airport Authority of India plans to extend it to 400 metres more towards the southern end of the runway.
A notice to the airman has been issued, mentioning that the runway will not be functioning for three days from today due to the merging work. Studies were also made for installation of an Instrument Landing System (ILS) equipment for this runway. The main runway of this airport which is nearly 3,600 metres long has cat-II ILS on which pilots can land with a visibility range of 500 metres. The pilots will need 3,500 metres visibility to land on the secondary runway for visual landing

How many more 'approvals' are needed? I wish they laid out a complete list of approvals that any such project needs with estimated proper time lines instead of AAI giving vague starting dates to the media and then making a fool of themselves as things only tend to get 'delayed' in the eyes of the general public. I hope their new June date for floating tenders is for real and next time we don't have to read that yet another approval is needed by some other group of Babus and Netas

After securing approval of the Public Investment Board last week, the Rs 2,000 crore Kolkata airport modernisation project has fastened its seat belts and will take off once it gets the nod of the Cabinet Committee on Economic Affairs.

Tenders for the project were supposed to be invited by December 2007. With a delay of six months, these will now be floated on June 16.

That is seriously brilliant , the only concern I have that it is 100% in public hands and therefore the chances of deadline completion are closer to 15% or so . Indian officials always make brilliant plans but I sincerely hope that this one does come through as Kolkata deserves to regain some of it's sheen and significance of the past.

Super. Hope the comrades keep their promise and get things going soon. Kolkatta deserves a massive upgrade and this is good start. Only regret is that AAI leeches are at the helm of things and their lethargy / indifference is well known.

Gorgeous. Someone combined beauty with brains here. More than any other airport project, this looks like it would be the litmus test of whether India, and especially its public sector entities, could pull it off.

On the other hand, I'd say ingenuity required to wreck beautiful plans such as this (thru shoddy implementation) comes all too easy in India. Only time will tell what comes of this project.

since the CPI and its allies have made it a prestige point i hope they wont be ruining it..there's too much at stake..
the party has already taken a beating as far as its image is concerned..
if the project's executed properly it may help in the image makeover for both AAI and CPI

The upgrade of the Netaji Subhash Chandra Bose International Airport is expected to cost some $500 million in the first phase and take its passenger handling capacity from 4.9 million to around 25 million per year, officials said.

Some big names in the business, including consortia led by Canada's Herve Pomerleu, Turkey's Tav Tepe Akfen, Hong Kong's CSCHK-Soma and Britain's Laing O Rourke-Simple Infrastructure are in the fray.

Four of these consortia submitted their bids Monday, including Indian engineering giant Larsen and Toubro and ITD Cem, an Italian-Thai infrastructure development company. The other four are expected to do so shortly, officials said.

"After verification, the price bids would be opened on June 23. Only one agency will be awarded the tender,' P.S. Bakshi, executive director for projects with AAI, told IANS in Kolkata.

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Manmohan Singh, will clear the final name, officials engaged with the process in the national capital added.

The upgrade proposal was put on fast track after West Bengal Chief Minister Buddhadeb Bhatacharjee met the prime minister in New Delhi May 30 and sought quick clearance of the modernisation project.

The same day, the Public Investment Board gave its unconditional nod to the project, which includes a new integrated building, which alone could cost Rs.16 billion, officials said.

'The construction is expected to be completed in 30 months and the process of development is expected to be over by 2011,' an AAI official in New Delhi added.

The agency had conducted a global architectural design competition for the terminals to make the airport a world-class one that could handle about 20-25 million passengers annually.

The modernisation includes extension of the second runway, construction of rapid exit taxiways, installation of navigation and surveillance systems, and setting up a new integrated terminal building.

The existing international terminal has a capacity of 882,000 passengers and the present domestic terminal has a capacity of 4.06 million passengers. The new integrated passenger terminal will add a capacity of 20 million passengers.

The government also has two more phases of expansion planned for the airport - taking the annual passenger handling capacity to 39.32 million in the first stage and to 56.13 million thereafter, officials explained.

Kolkata: India’s largest construction company, firms from Canada and Turkey as well as an Italian-Thai joint venture have bid for the Rs 1,942 crore modernization project of Netaji Subhas Chandra Bose International Airport. All three international firms have Indian partners.
While the Indian firms will have to meet the financial norms, the foreign partner will bring expertise to the table.
Eleven companies had initially shown interest in the airport modernization project and six — Hervé Pomerleau Canada-Consolidated Construction Consortium Ltd, Italian-Thai Development Public Co Ltd-Cementation India Ltd, TAV Tepe Akfen Yatirim ve Isletme AS-Punj Lloyd Ltd and Larsen & Toubro Ltd, Laing O’Rourke UK-Simplex Infrastructures Ltd and CSCHK Hong Kong-Soma Enterprise — were shortlisted by Airports Authority of India. The last two did not submit the bid on Monday.
“The deadline for submission of bids was 11 am on Monday. Four parties did so. We will now verify the bank guarantees. Bids will be opened once the bidding process for Chennai airport is completed on June 23,” NSCBI Airport modernization incharge SPS Bakshi told TOI.
Though consortiums can bid for projects at both airports, two different companies will be selected for the two schemes. Hence, the decision to keep the selection process in abeyance till the deadline for submission of Chennai airport bids.
The AAI will also appoint a project management consultant to oversee the implementation of the modernization project on a turnkey basis. Leading firms like USbased Louis Berger Group have applied for becoming the consultants.
The project involves construction of a new integrated terminal building to handle 20 million passengers. The Rs 1,600-crore facility is due to be commissioned by 2011. Along with existing capacity of 4.942 million passengers (0.882 million, international and 4.06 million, domestic), the total handling capacity would rise to 24.942 million passengers that will be saturated by 2015-16. Subsequently, total capacity will be increased to 39.32 million in phase-II and 56.13 million in phase-III.
Kolkata airport modernization was initially proposed with private sector participation on the lines of the Mumbai and Delhi international airports but met with stiff resistance from the Left. Though civil aviation minister Praful Patel was dead against it, he acceded to the demand after a prolonged delay. Thereafter, the project was held up due to queries by the Planning Commission. Now with all hurdles at government-level cleared, work can begin after the monsoon if the principal contractor is selected later this month.
For AAI, modernization of Kolkata and Chennai airports are a challenge to prove its capability at a time when private majors GMR and GVK are implementing projects in Delhi and Mumbai.

I don’t know much. But what AAI is doing? They are giving construction work to other company. Even they are giving the consultant work to others. So what the hell are they doing in the middle?

Though, it is good thing that they are not doing all these by themselves. :gossip:
^^You said it man!. They are the middlemen:lol: .Integrating and coordinating with the various entities/stakeholders to ensure the success of the project.
