KIAL invites Project Consultant for Kannur Airport. (Wtf? This was what AECOM was selected for 1.5 years back. Then they were dropped and AAI was selected. Then they were dropped and CIAL was selected. CIAL DPR is full of errors which they are asked to correct. Now another consultant.)
KIAL now proposes to select a Project Consultant/ firm of consultants , with proven track record as
Project Consultants in Airport Projects, including Greenfield Airport Projects, as Consultants for the
Kannur Airport project (excluding Detailed Project Report (DPR), main runway design, estimates and ,
tender documents and environmental clearance, but including review of the DPR and runway
design/estimates, tender documents
, supervision of the entire construction including main runway as
well as obtaining other statutory clearances) through competitive tendering process by inviting bids
from interested and qualified parties.

2. Objective of Process
The objective of the process is to engage an Airport Project Consultant, who will be handholding KIAL
to develop the Kannur International Airport Project from the design to the operational stage. The
Consultant is required to provide targeted advisory services covering a multitude of airport related
disciplines like strategy, technical, finance (excluding financial closure), legal, operational and
development. The objective is to ensure an integrated and comprehensive perspective for a sustained
and cost-effective solution for the implementation and operation of the new airport at Kannur.
KIAL invites applications for Earth Work before Runway construction. In media they claim tender is invited for runway construction. But this is leveling the ground and preparation of subgrade for the entire operational area. The period is 30 months so atleast 3 more years to start runway construction. Thing to be noted is CIAL has changed the original runway alignment proposed by AAI in 2005. Now experts have opposed CIAL proposals. Thus the runway alignment is still not finalized but they have invited tenders for ground preparation to avoid public wrath.

The proposed Airport will have a main runway of 3400 meters, a full length parallel taxi track and provision for a second runway to be built in future.

KIAL proposes to undertake construction of phase 1 of the project in full but to start with construction of the runway first.

Name of Work : Earth Work excavation and preparation of subgrade for entire operational area

Estimated Cost : Rs 400 Crores (approximately). The cost is based on initial
calculations of the quantities of earthwork which could
vary.


Brief scope of work : Earthwork in excavation in all types of soil , Banking excavated earth in layers not exceeding 30 cm depth and compacting as per IS 2720-part 8 -1983 , Filling available earth and compaction under pavement to be done for every layer of thickness not more than 30 cm thick al as per relevant IS code/IRC specifications, compaction of subgrade with vibratory roller at optimum moisture content (as per IS 2720-part 8, 1993), clearing the jungle etc.


Period of completion : 30 Months
KIAL is giving back all the money collected from public through share applications. Now the public share will be offered through a society formed by KIAL. This is after 1.5 years of collecting the DDs. Means significant loss in terms of interest. This might lead to legal problems and further delaying the project. :bash:

Steps to develop operational area of Kannur airport


CIAL to revise projectreport within three months
Kannur International Airport Limited (KIAL) is to float prequalification tenders for selecting the agency for developing the operational area of the proposed fourth international airport in the State at Mattannur in Kannur.

The agency being selected by KIAL will be entrusted with the preparatory works connected with the construction of a 3400-metre runway, parallel taxiway, apron, fire station, fuel farm, and ancillary infrastructure facilities for the airport.

Official sources told The Hindu that the agency selected would be given the job of the earthwork and the tenders for the construction of the runway would be floated after this preparatory work and clearing of the ground profile. KIAL had announced that the tenders for the construction of the runway would be floated this month in the wake of the submission of the Detailed Project Report (DPR) for the airport by Cochin International Airport Limited (CIAL).

However, KIAL had asked CIAL to revise the DPR in the wake of detection of technical flaws by aviation experts, who visited the site.

With this, the plans to operate the first flight from Kannur by 2014 had run into rough weather.

Technical flaws

The experts had detected over a dozen technical flaws in the DPR.

At a meeting held in Thiruvananthapuram on May 14, CIAL had agreed to revise the DPR within three months. It had agreed to correct the technical flaws in the DPR pointed out by the aviation experts and to give the engineering details.

New DPR

According to the sources, the new DPR will have a second parallel runway for the airport and a new access from the Kannur-Mysore road.

The task of preparing the DPR was entrusted to CIAL after the Airports Authority of India (AAI) failed to give the report in time.

The AAI had returned Rs.2.2 crore given by KIAL and the consultancy was given to CIAL for the same amount by the KIAL board in January with the condition that the DPR should be submitted by April.

Land acquisition

So far 1200-odd acres had been acquired and come under possession of KIAL. The process to acquire another 800 acres was in full swing. The land acquisition was being taken up taking into account the future needs of the airport, the sources said. A sum of Rs.1100 crore is needed for the construction of the Kannur airport as per a Techno Economic Feasibility Report and taking into consideration the cost escalation factor.

However, as per the DPR, the cost will be on the higher side by Rs.300 crore.

The airport is expected to have an annual traffic of more than one million international passengers and above 0.3 million domestic passengers as per a 2009-2010 estimate.

* ILS CAT I on both end of the runway. Land acquisition needed for this.

* GoK has proposed a greenfield road and new railway line from Kannur. Location for railway station has been identified in the project site.

* Third phase of land acquisition of 783 acres on northern side of Kannur road for commercial area. Detailed study is yet to be conducted for secondary runway in this plot. Supplimentary report after topographical survey, obstruction survey etc.

Prospects brighten for Kannur airport

Prime Minister Manmohan Singh's announcement on Wednesday that work would be awarded for the greenfield airport at Kannur along with the airports at Navi Mumbai and Goa is a “clear step for the development of the fourth international airport of the State', Managing Director of Kannur International Airport Limited V. Thulasidas said.

Talking to The Hindu , Mr. Thulasidas said the Union government had already given the nod for the Kannur international airport and only specific clearances such as the final environment clearance, DGCA licence and security clearance were needed.

“We are on the threshold of commencing the work. The pre-qualification tenders for the earthwork have already been invited. We want to commence the work this year itself,” he added.

Development potential

The approval has come at a time when the government is ready to float global tenders for the construction of a runway for the airport being developed near Mattannur here.

The airport project is expected to kick off massive development in the region. The government has already initiated steps to secure environmental clearance for constructing the runway as the Kannur International Airport Ltd. (KIAL) has submitted its project report for the runway development.

Kannur airport project to be put on fast-track


The Kannur international airport in Kerala is one big step closer to fruition with the Prime Minister himself including it in the list of three projects to be fast-tracked.

The Kannur airport project got mention along with Navi Mumbai and Goa in a meeting the Prime Minister held with the infrastructure ministries yesterday.

Scheduled to be completed in 2015, Kannur would become the fourth international airport in Kerala. Thiruvananthapuram, Kochi and Kozhikode are the existing airports.

Only specific clearances from the Ministry of Forests, Home and the office of the Director-General of Civil Aviation are awaited for the project.

Pre-qualification tenders for the earthwork have been invited. The Kerala Government is set to float global tenders for the construction of the runway. The second phase of acquisition of land identified for the project, admeasuring 782 acres, will be set into motion soon.

European companies make a bee line for Kannur airport
European companies are making a bee line to get contracts for the proposed Rs.1,400 crore Kannur International Airport in Kerala where work is about to commence, according to an official. Kannur airport is the fourth international airport in the state.

"The work for the proposed airport is planned in three phases with the first phase would be levelling of the ground over more than 1,000 acres of land. The tender for this was to end by June 30 and following requests from several European firms we might extend it by a month," said the official who did not wish to be identified.

"The levelling of the land is estimated to cost around Rs. 400 crore according to the detailed project report prepared by the Cochin International Airport Limited. There is a good rush of companies who are interested (in the project) which is expected to take 30 months," said the official.

The second phase includes building the runway and apron and the third phase includes the building of the terminal and the air traffic control towers.
"We expect that by the end of 2014 the airport could be ready or latest by the first quarter of 2015," added the official.

Satte Minister for Excise K. Babu, who is also in charge of the airport development said that the local issues of land acquisition would be sorted out soon.

"Most of the people who gave the land have been compensated The shares for individuals who have already applied (more than 6,000 applications) would also be taken up shortly," said Babu to questions that came up in the assembly, Monday.

In the first phase of allotment the state government has decided to issue share capital to the tune of Rs.784 crore, of this the state government' share has been pegged at 26 per cent.

At least 49 per cent of the shares have been earmarked for individuals and the Oommen Chandy government after public demand, especially the non-resident Keralite's reduced the minimum amount of subscription from 2001 shares to 500 shares. (Each share is priced at Rs.100).

Bharat Petroleum Corporation Limited (BPCL), one of the largest public sector oil company, has picked 21 per cent stakes at a whopping Rs.170 crore in the proposed airport.

The others who have picked up shares include the state owned wholesaler of liquor and beer, (Kerala State Beverages Corporation), Kerala Minerals and Metals, Kerala State Electricity Board.

According to a study that was done earlier it was found out that in a year after it opens close to 1.5 million passengers would use this airport and it would handle 86,000 tonnes of cargo.

“As long as the project is viable and as long as there is potential and if it aligns with our interests, we’ll definitely look at it,” Mr Reddy said. But he was not sure if the same could be said about the Kannur airport project in the State. “I really don’t know. As far as I am concerned, Kannur falls within a particular region, but is not linked to any known city and doesn’t offer a base traffic.” Now, an airport is as good as the traffic offered. GVK Industries is comfortable with a project involving an existing airport requiring expansion and modernisation. If it is a Greenfield airport, it becomes very difficult because it is like road projects taken up for widening without knowing traffic volumes,” Mr Reddy said.

“You can take a risk with traffic growth projections, but not with base traffic. If you go a little bit off, the project could move from being workable to totally unviable.” Mr Reddy was of the view that the proposed Navi Mumbai airport project too faced the same issues.

GVK's or GVR's model is yet to prove successful even in Metros. Kerala has proved to India, how can 3 international airport co-exists within a distance of 200 Kms, each able to cater more than One Million traffic and all reporting growth. There were apprehensions when CIAL was proposed as well as when CCJ was proposed. CIAL became India's 4th busiest International Airport and one of the most profitable in India, whereas CCJ making into TOP 10 Busy airports and only AIRPORT OF AAI after Chennai in South India to make profit.

This achievement are done, admist of tough competition in South India Airports and despite of not-so-enough connectivity between Gulf and Kerala. So definitely Kannur has its own space to define, especially when Malabar is the next big destination brand from Kerala- God's own Country......

GVK ofcourse have just been into Airport business and needs to catch up lot, how to manage well into a competitive non-monopolistic airport business, unlike Centralized attitude of Bangalore or Mumbai...... Kerala has already shown its way, within its limitations

Mohammed, probably of all the states I feel Kerala is most suited to intra State aviation service. I was talking to a Keralite in Central Govt in Bangalore (not living in Kerala) he disagreed with me, saying because of good bus services, people will not really take airplanes even if regional airport type of model is promoted. Also he said the state was quite small so costs wont justify the returns. What do you feel? With Kannur airport, the whole of northern Kerala and southern Karnataka districts will now be opened to the world. :cheers::banana: Tourism can really take off. :cheers:

I too donot wish any kind of Indian corporate who sees more of UDF revenues than understanding passenger profiles. Ideally I wish for seeing Leela Group making a stake here, as KIAL is ofcourse one of the major dreams of its owner Capt.Krishnan Nair and with his experience in hospitality sector, surely the airport company can make good progress. Likewise the state's industrialists who are sensitive to our passenger's demands and needs must take a stake, to counter balance govt stake, like CIAL. It was the presence of Industrialists like Yousaf Ali, Galfar etc, CIAL went on without any UDF as they are sensitive to our passengers attitudes for flights.

There is no point in seeing another GMR model airport, where you can get an Air Arabia SHJ flight for INR 5000, while need to pay INR 2000 as UDF....

Any way this is a much valuable infrastructure investment. A 15 km monorail catering only a city costs 2000 crores. But we can build an international airport with just 1400 crores. It will cater people from Kannur, Kasargod, North Kozhikode, Wayanad and Kodagu. There is atleast one NRI in almost every home in this region. They are the target for the time being.

Tourism and Industrial development will be added advantage. May be after some decades there can be more tourists and business travellers than NRIs.

Roads getting wider will not always mean that the travel time would be less.

BTW Mysore-Bangalore is not Mysore-BIA. Even if you get in to Bangalore city, Airport is at least 1.5 hours away from Mysore Road. Presently one of the worst ‘entry’ point to Bangalore City is from Mysore Road side.

Another factor would be the ‘connections’ to Middle East, esp the low cost fliers. For example AIE service is not there from Bangalore.

It is not about width of the road. Most the time there is no road from Mysore to Kannur border. Especially during and after monsoon it's impossible to drive. They don't maintain this road properly.

Yes middle east connection is where Kannur airport can score. Distance is also less. From Mysore to Mattannur it is only 150 kms. Whereas Mysore to BIAL distance is 190 kms. There is no traffic problems or tolls towards to Mattannur. But the road should be atleast driveable no? :|

What route does one take from Mysore-Kannur? If it is that chamrajnagar or bandipur route then please excuse, Mysore -BIA would be the best bet. :cheers:

If people are looking at low cost middle east connectivity,most mysoreans are likely to use Mangalore.I don't know if mysore has gulf traffic.

No need to drive to Mangalore for middle east flights when an International airport is located at half the distance.
Only time will answer
MYSORE- Coorg- MANGALORE 4 laning going on .Travel time will reduce after that.So Mysorian will prefer mangalore over kannur
Any case Mysoreans are more tilted towards bangalore for most of the things,BIAL is no exception.

Seriously,even bus traffic between mysore and mangalore is not high at all.Connectivity to kannur as per my knowledge is even more poorer.

Mysore-Bangalore connectivity makes BIAL the best bet of all.By the time Kannur ariport is up and running,Mysore-Bangalore double track+ electrification would be completed,thereby cutting the travel time to 1hr 50 min on a non stop train Then, Bangalore central to BIAL on a Vayu vajra will offer a very comfortable journey considering expansion of bellary road,elevated expressway or HSR if ready etc...

Tourists also hire cabs from Mysore to BIAL direct.:)

Mangalore has a serious limitation for growth. Its terrain and inability to have more longer runways coupled with safety issues will not help to make it a popular destination for more new flights. Despite of handling large number of Keralites, only AIE connects from Mangalore to Gulf without any other airlines. Naturally Kannur, without wider terrain, larger runways, location advantage, the Kerala's natural advantages to attract foreign flights, will surely make it popular in couple of years after its operation. Being a Private airport also will help to push more airlines.

Even if Mysore donot have Gulf Passengers, still Kannur can take care of Tourist inflows for Mysore, as Mysore Airport is severely handicapped. The only issue is quality of road. If that is addressed by Karnataka Govt, surely Mysore and Coorg will be major tourist oriented catchment areas for Kannur.

Thats what I am saying, M'lore has extremely serious limitation which surely pushes Kannur to a very comfortable league. If my knowledge is right, the airport has less than 3000 M runway, whereas Kannur will have 3400 M runway, comfortable any large aircrafts of today. In addition, the natural inefficiency of AAI will not be no match for a private airport like KIAL, if it operates like CIAL. This advantage makes Kannur scores better over both CCJ and M'lore in any way.

Regarding Mysore, I don't think any effect would be there as there is no regular scheduled flights as of now also. And even if some scheduled flights start, it would only be domestic as it can cater only to small aircrafts/Turboprops.

Given the present constraints of Mangalore Airport, yes, its growth can be affected to some extent. As of now those from Kannur/ Kasargod districts are a sizeable portion of traffic through Mangalore. And an AAI Airport will not stand any chance with regards to attracting new airlines or having opetational efficiency infront of an Airport with private participation
