Aviation min proposes Rs 400 cr subsidy for regional routes

New Delhi: The Civil Aviation Ministry has drawn up a plan to offer all domestic airlines a subsidy so that they connect tier III and smaller towns and bring them on the aviation map.

This novel idea, which will put some amount of financial burden on the state governments as well as air passengers who fly on metro routes, will mean at least 40 smaller towns which currently have no air connectivity could get connected by air with their respective state capitals.

The cost? The ministry is readying a proposal to offer as much as Rs 350-400 crore subsidy in all to this project and airlines will have to bid for subsidy on each route. The subsidy would be initially available for three years.

Among these 40 towns which could soon join the aviation map are Meerut, Jhansi, Bareilly, Hubli, Belgam, Shimoga, Mysore, Rajamundri, Bhavnagar and Kutch. All of them are towns which have dense population and enough demand but whose residents at present need to travel to respective state capitals of Lucknow, Gandhinagar (or Ahmedabad) and Bangalore to be able to take a domestic flight.

A detailed proposal in this regard is ready with consulting firm Deloitte Touche Tohamatsu and is scheduled for submission to the Ministry of Civil Aviation this Friday. The consultancy firm was roped in to conduct a detailed study on which towns need to be connected and how this could be done.

A highly placed official source told Firstpost that bidding for subsidy is a novel idea and this subsidy would be generated from :
a) The ministry’s own resources through an Essential Area Service Fund which has already been activated with a token amount of Rs 10 lakh
b) Asking state governments to underwrite at least 10% seats on such flights
c) Imposing a cess on metro passengers.

This source clarified that metro passengers of domestic airlines will not have to pay more since airlines are already charging them more for cross subsidizing operations in unviable areas like the North East.

If the ambitious subsidy proposal does get cleared, it will mean domestic airlines no longer have to meet requirements under the current route dispersal guidelines which mandate operations to the North East and some other unviable routes where the Government offers no subsidy.

The source quoted earlier said airlines would be encouraged to bring small aircraft which are already allowed several concessions. For example, ATR aircraft (which seat up to 72 people) are already exempt from airport charges, get Aviation Turbine Fuel at 4% VAT against 25-30% for other aircraft. In addition to these concessions, the Airports Authority of India (AAI) will not charge any navigation charges from aircraft which fly on regional routes.

Besides, state Governments have been asked to underwrite 10% seats on such aircraft and provide security at designated airports under BCAS supervision. Such airports will also need to be provided water, power and tax holidays by the state Government.

This source said Deloitte has identified 80 such small towns and cities where connectivity should be provided but in 40 of these, it is possible to get airlines to fly immediately because adequate facilities for airport etc are already present. The subsidy amount of Rs 350-400 crore is valid for these 40 cities as of now.

He said the policy will be now put up for a public debate, then taken to the Cabinet and if approved, should be in place by April.

So far, so good. But what happens if airlines do not want to fly unviable routes despite the subsidy?

The Ministry has already been in the airlines’ cross hairs since it has not permitted established ones like IndiGo to import required aircraft for scheduled flights recently, arguing that the emphasis should now be on regional connectivity. It has also indicated its intention to control air capacity in the country.

The proposal to increase regional connectivity is welcome, but should not be done by arm twisting airlines which are already bearing a high cost burden due to irrational taxes on jet fuel.

Air India to expand presence on regional routes

Taking cue from SpiceJets success in tier-II and III markets, Air India wants to expand its presence on regional routes. The state-run carrier will shortly invite bids to replace its fleet of 11 ATR-42s and Bombardier CRJ planes with newer fuel-efficient turbo prop planes to improve its operating result. These planes will be operated by Alliance Air, the airlines regional subsidiary.

We want to spread wings into regional markets and connect places of tourist importance such as Agra and Varanasi. These routes can generate loads of 80 per cent. It will help in improve our revenue and yields. Airlines are dumping capacity on metros and fares on the routes are market-driven. We will be able to charge higher fares on regional routes, said a senior Air India executive, requesting anonymity.

"The lease of existing planes is expiring in September and we will be taking the planes on operating lease. We are considering ATR-72s, BombardierQ400s and CRJs for fleet replacement. Next year, we plan to expand our regional fleet to 15 planes,'' the executive added.

Air Indias renewed focus to regional routes comes at a time when Alliance Air withdrew its flights from seven northeast airports, including Tezpur, Lilabari and Shillong, following non-payment of funds by the North Eastern Council (NEC) from January 1. However, Alliance Air is still operating from Guhawati, Silchar and Imphal. NEC used to finance Alliance Airs operations each year through viability gap funding (VGF) of Rs 50-60 crore, in line with a memorandum of understanding between the two.

The national carriers Ebitda (earnings before interest, taxes, depreciation, and amortisation) turned positive in the December quarter. The operating revenue went up Rs 524 crore, a 13.5 per cent improvement compared to the year-ago period. The load factors also improved from 66.5 per cent to 69.5 per cent. With this, the cash losses were reduced by Rs 511 crore during the quarter.

With SpiceJet's diversified focus on regional and international routes, alongside domestic passengers, it could reap a net profit of Rs 102 crore in the third quarter. Despite the weak growth in domestic passenger traffic, the airline witnessed 82 per cent growth in the regional passengers.

SpiceJet has deployed 78-seater 15 Bombardier Q 400s connecting smaller cities such as Jabalpur, Tirupati and Hubli. The regional network constitutes around one-third of over 300 flights it operates a day and nearly 20 per cent of its passengers.

"There does not appear to be a clear cut domestic strategy and Air India has hesitated in launching low-cost subsidiary for fear of cannibalising its parent operations. It has small regional fleet dedicated to operations in northeast with no clear market proposition,'' aviation consultancy Centre for Asia Pacific Aviation noted in its recent report on the airline. The report said Air India would have to order 240-280 planes, including 40-50 regional jets or turbo props, over the next few years to retain its market share.

Not only Air India, even IndiGo is planning to start regional operations with an initial fleet strength of 18-20 ATR turboprops by launching a separate subsidiary company, confirmed a senior civil aviation ministry official, who also preferred anonymity. At the same time, the civil aviation ministry is to come with new route dispersal guidelines.

The ministry plans to encourage regional connectivity to tier-III and tier- IV cities by auctioning the routes to the airlines.

Airport expansion: land-losers cry foul

The Hubli Vimana Nildana Santrastara Okkoota has criticised the government for its alleged apathy towards people whose land was acquired for the expansion of the Hubli Airport.

Okkoota president Raghottam Kulkarni told presspersons here on Monday that the Rs. 600 per sqft was fixed for vacant sites in 2007-08 but the compensation was not paid till 2011. He questioned whether it was fair to compensate land-losers four years after their land was acquired. He alleged that many land-losers were yet to get the compensation and although the Chief Ministerwas from Hubli, he had failed to address their grievances.

Vice-President of the Okkoota S.A. Jagirdar said that the administration had allotted alternative sites to only 60 per cent of the plot owners who gave up their land for the project. Although they promised to give alternative sites at Sangolli Rayanna Nagar, not every affected person had got it, he said, adding that Pralhad Joshi, MP, had done nothing to solve the issue.

Elections keep Hubli airport, officials busy

HUBLI: Officials of Hubli airport, used to a cushy job with just two flights daily, are very busy nowadays. The airport is buzzing with activity because of the May 5 assembly elections, keeping the officials on their toes.

More than two dozen chartered planes have landed and departed from the airport with politicians and high-profile visitors during April. These include Congress vice-president Rahul Gandhi, BJP president Rajnath Singh, BJP leader L K Advani, chief minister Jagadish Shettar and former chief ministers B S Yeddyurappa and H D Kumaraswamy.

Speaking to TOI, K M Basavaraju, director of the airport, said the rush that began on April 20 is expected to continue till May 3.

The facility has registered 14 movements (arrivals and departures) in the past one week besides the routine SpiceJet services. The busiest day was April 22, he added.

Sources say since Hubli is one of the two airports in north Karnataka, politicians find it convenient to land here and then travel to other parts of the region by chopper or car.

The airport, which now has night landing facility, caters to Air India, SpiceJet and Deccan Charters Ltd on a daily basis.
