Hubli Airport (IATA: HBX, ICAO: VAHB) is the airport currently serving the twin cities of Hubballi/Dharwad in the state of Karnataka, India.

The google earth image of the airport 2006....mapped sometime in 2006.
The runway has been expanded marginally however major expansions work are under way.The Hubli airport has the night landing facility.

‘Shettar favoured associates in airport expansion project’

The former MLC Vijay Sankeshwar has accused the former Chief Minister Jagadish Shettar of favouring his supporters during land acquisition for upgrading the Hubli airport.

Speaking to presspersons here on Monday, Mr. Sankeshwar said land belonging to associates of Mr. Shettar were acquired for the airport extension project by paying a large compensation.

Among those who benefited were Asha R. Shetty (1.32 acres acquired, Rs. 3.56 crore compensation), Nidhi R. Shetty (9 guntas, Rs. 44.33 lakh), Manasi R. Shetty (8 guntas, Rs. 40.5 lakh), Jayaram Shetty (13 guntas, Rs. 61.17 lakh), Mr. Shettar’s brother Pradeep Shettar (2 guntas, Rs. 13.06 lakh), Santosh Hirekerur (6 acres agricultural land, Rs. 1.75 crore), Suresh Vishwanath (3.04 lakh sq. ft., Rs. 12.44 crore), Shantilal Jain and Sanjay Prakash Kothari (3.17 acres, Rs. 2.62 crore), Mr. Sankeshwar alleged. This had caused huge loss to the State exchequer, he charged.

He insisted there was no need to expand the airport.

Karnataka Industrial Areas Development Board officials were planning to hand over 64 acres of land for commercial purpose. He would oppose this move, Mr. Sankeshwar said, and demanded that the land be given back to farmers.

Airport land: Lad to seek legal view

DHARWAD: Minister of state for infrastructure development and information Santosh Lad said he will seek legal opinion about the controversial allotment of land acquired for airport expansion in Hubli to private organizations before initiating any action.

Speaking to reporters on Saturday during his first visit to Hubli-Dharwad after being sworn in as minister, Lad said the Karnataka Industrial Area Development Board (KIADB) had acquired over 700 acres for development of Hubli airport while the actual requirement was 600 acres.

The farmers whose lands had been acquired had recently alleged that the excess land was being given to Deshpande Foundation and other organizations and it was against the rule. They had sought the lands to be returned to the original owners.

When the matter was brought to the notice of Santosh Lad who is also the minister in-charge of Dharwad district he said he will find out under what notification the KIADB had acquired the land and whether there was legal provision to either allot it to other organization or return to the original owners.

On the problems staring the district and needing immediate attention, Lad said there is no dearth of funds for providing drinking water and facilitating the farmers to take up sowing operations. He also said he will discuss with the officials of health department on the steps taken to prevent the spread of epidemics. The district civil hospital and Karnataka Institute of Medical Sciences and hospital will be provided with more facilities and the problems faced by these institutes would be addressed soon, he said.

On the slow pace of work on BRTS between Hubli and Dharwad he said the process of acquisition of additional land required for widening the roads will be expedited.

Stating that the new government is not against the formation of new taluks, Lad said the BJP government while announcing the formation of 43 new taluks had not made financial provision.

"In view of that the new government would re-examine the proposal case by case," he asserted. Alnavar, Annigeri and Hubli-Dharwad city are three new taluks proposed to be formed in Dharwad district.

Lad was given a rousing reception by Congress workers when he entered Dharwad. In Hubli, he received a warm welcome from Hubli-Dharwad district Congress unit members at Gabbur cross. He visited the Murusavira mutt where he was felicitated by the seer. He also paid a visit to the residences of veteran journalist Patil Puttappa and former chief minister Jagadish Shettar.

Delay in shifting utilities hits airport expansion work


HUBLI: The process of upgrading the Hubli airport to international standard is going on at snail's pace due to alleged indifferent attitude of various government agencies to removing hurdles related to the boundary wall work and runway expansion.

Poor connectivity was blamed for industrial backwardness in the city. In order to address it, the state government had planned to upgrade Hubli airport to international standard. For this, the Jagadish Shettar government entered into an MOU with the Airports Authority of India to develop the airport at a cost of Rs 150 crore in the first phase. As per the agreement, all hurdles for the expansion work should have been cleared by the departments concerned including Hescom, HDMC, the water board and BSNL.

But all the civic agencies failed in this regard. The agencies by now should have shifted about 150 electrical poles and lines, water and sewage pipelines that pass through the airport area, telephone lines and poles, which are on the land acquired for airport expansion.

These departments are said to have not yet prepared the project report to shift the respective poles and lines, and it has affected the airport development work, said an Hubli airport official.

According to sources, the state infrastructure development department had promised to release Rs 8 crore to shift all utilities at the time of signing of MoU but the district administration is said to have not yet received this fund. This is the main reason for delay in preparing the project report to shift the public utilities, said sources.

When contacted, deputy commissioner Sameer Shulka said that he had not yet received any order or document related to release of Rs 8 crore from IDD to remove public utilities. I will check it out,'' he said.

KM Basavaraju, director, Hubli airport, said that there was no coordination between the state departments. Though we have started work on the construction of the boundary wall up to 13 km from Hubli airport covering Gokul and Tarihal area, the work is getting delayed following non-shifting of public utilities by these departments,'' he said.

We plan to call a tender to allot the work of runway expansion in August and we expect all public utilities which come in the way to be cleared,'' he said.

Prahlad Joshi, MP and chairman, airport advisory committee, said that both the airports authority and the state government departments should work in tandem to speed up the airport expansion work. I had a meeting with all officers and asked them to remove all hurdles at the earliest.''

We have decided to hold a meeting of the airport advisory committee at least once a month at the deputy commissioner's office from next month to expedite the work of airport expansion,'' he said.

Government has proposed to expand Hubli airport and establish Rs 128 crore Indian Institute of Information Technology (IIIT) in Dharwad with Rs 45 crore state contribution.

The twin-city is one of the four cities chosen under the 'Public Safety Cities' programme, which aims at enhancing security. Besides, the CM has proposed to take up 24x7 water supply upscaling projects in the twin-city.

Hubli will get a regional transport office, truck terminal and logistic park (Andhetageri village near Hubli), while Dharwad gets a higher education academy, regional training centre of Adbul Nazeer Sab Institute of Rural Development and a planetarium with 3D projection system at the Dharwad Science Centre.

Members of the Karnataka Para Mahamandala says it has planned to file a public interest litigation (PIL) against the sale of a part of the land acquired from farmers for the expansion of Hubli airport.

In a press release issued on Sunday,Karnataka Para Mahamandala president D Govindrao said: “The officials acquired 707 acres from farmers at Gokul and surrounding areas for the expansion of the airport.

“However, only 599 acres has been utilised and the remaining 107 acres is sold by former the Karnataka Industrial Areas Development Board (KIADB) for Rs 32 crore.”

Members of the Mahamandala said that the excess land should have been given back to the original owners. “According to the Land Acquisition Act of 1966, excess lands bought but not used should be given back to their farmers,” Govindrao added.

We are also planning to file a Public Interest Litigation (PIL) against the former BJP government,” stated Govindrao.

HUBLI: If everything goes as planned, the security at the Hubli airport will be tightened in the next couple of months. The Hubli airport authority has decided to install 25 CCTV cameras in and around the airport area and also to increase the strength of security persons.

The work of developing the Hubli airport to international standard has been going on since few months and the first phase of the runway expansion work is under progress. ''Now, two flights are operated from Hubli airport to Bangalore and Mumbai and there is good response. Air traffic is good as all most all seats (72 seats in each flight) are full every day. But we aren't able to keep an eye on the vehicles which come and go frequently and we won't be able to check each person thoroughly in the absence of CCTVs and adequate security persons,'' said Hubli airport sources.

KM Basavaraju, director, Hubli Airport, told TOI that a meeting of the higher officers of the airport authority involving members from the Bureau of Civil Aviation Security recently reviewed the security measures at the airport.

"There is immediate need for installing CCTV cameras in the airport premises. Hence, we have sent a proposal to the Airports Authority of India requesting them to install 25 CCTV cameras in Hubli airport and also to increase the security persons from the existing 18 to 70," he said.

''Besides, we are also finding it difficult to check the bags and luggage of passengers since we have only two X-ray scanning luggage checkup equipment. We are using one for registered luggage and the other one for bags. These two are not enough when compared to the increasing number of passengers daily. So we have requested the authorities to provide two more X-ray machines,'' he said.

He said that security was the main concern. ''We have surveyed and identified about 25 vulnerable points in the airport area where CTTV cameras will be installed.''

"We are now ready with the blueprint of the proposed plan of installing CCTV cameras. It will cost around Rs 80 lakh to install hi-tech cameras and we need at least Rs 2 crore to strengthen the security at the airport,'' he said.

Hubli airport gets cargo service


HUBLI: People can now easily export various commodities from Hubli as the long-awaited cargo service started at the Hubli airport recently. After the introduction of flight service to Bangalore, Mumbai and Delhi from Hubli, there has been demand for cargo service. After much discussion and studying the feasibility, the Airports Authority of India had given its approval a few days back.

The Hubli Airport Authority had given permission to Blue Dart and DTDC courier companies, which have been handling cargo service since few days. K M Basavaraj, director, Hubli Airport, said: ''The long-pending demand of the people has been met. As of now, we have allowed two private courier companies to handle cargo service. Depending on the response, we will give permission to more companies to handle the service.''

Now, people are using this service to import and export mobiles, electronic products, printed materials, hospital equipment, medicines and documents. Perishable goods like flowers, vegetables and fruit can also be exported or imported through cargo service, he added.

Bhaskar Shetty, assistant manager, Blue Dart, said they will not accept antique pieces, banned items, Indian coastal items, gold jewellery and liquid items. "We will verify all the documents before taking on the cargo. If we are not satisfied with the documents or any proof produced by people, we will not accept their consignment,'' he said.

M C Diwakar, area manager, DTDC, said they were receiving good response.

N P Javali, president, Karnataka Chamber of Commerce and Industry, Hubli, said cargo service has come as a boon to businessmen. "It will help to export valves, mango pulp, grapes, pomegranate and other horticulture products from this region. It will surely give the much-needed fillip to the growth of the city," he said.

Hubli airport to recruit more women security personnel


HUBLI: The terrorist threat to blow up London's Heathrow airport using female suicide bombers with explosives concealed in breast implants has prompted Hubli airport authorities to put in place more women security personnel on its premises.

Sources said airport authorities are finding it difficult to check all women passengers due to lack of women security personnel. KM Basavaraj, director, Hubli Airport, said, "The number of women passengers has increased after flights to Mumbai, Delhi, and Bangalore were introduced. Of 78 seats, about 30%-40% passengers are women in flights to Banglaore and Delhi."

He added, "We have only two women security personnel trained in anti-sabotage and anti-hijack tasks and they frisk women passengers. They're not enough to subject each woman passenger to a thorough checking as it takes a lot of time," he said.

"We don't want to take any chances after reading media reports about the plot by some terrorists using female suicide bombers in London. We've sent a proposal to the Airport Authority of India, seeking its approval to recruit 72 security personnel, of which, 12-14 are women," he said.

There's a separate cell and other facilities to check women passengers, he said.

HC moved against sale of Hubli airport land


A public interest litigation has been filed in the High Court of Karnataka questioning the Karnataka Industrial Areas Development Board (KIADB) selling land acquired for expansion of the Hubli airport to private parties.

D Govidndrao, Dasharat Bhojagar and Krishnappa Belleri, who parted with their land for the airport expansion, have moved the Court claiming that the Board had sold land to Infosys, Deshpande Foundation and Ananth Residency at much more than the price at which it was acquired.

The KIADB, Principal Secretary to Infrastructure Development Department, KIADB development officer, IT-major Infosys Ltd, Deshpande Foundation, a non-governmental organisation started by venture capitalist Gururaj Deshpande, and Ananth Residency, a hotel owned by Ramesh Shetty, a close associate of former chief minister Jagadish Shettar - have been named as respondents in the petition.

According to the petitioners, the Airport Authority of India (AAI) had requested the State government to acquire 658 acre of land for the expansion of Hubli airport, in 2007.

However, the KIADB, on the instruction of Infrastructure Development Department acquired 707.4 acre at Gokul village, adjacent to the airport, by paying a compensation of Rs 26 lakh per acre. Of the total acquired land, the KIADB handed over 599.21 acre to the Airport Authority, retaining 108.19 acre with it.

The petitioners have alleged that the Board has sold sold 50 acre of the acquired land to Infosys, 12.26 acre to Deshpande Foundation and 1.39 acre to Ananth Residency for Rs 50 lakh per acre. They have contended that selling land acquired for airport expansion to private parties is in violation of the Section 28 (8) of KIADB Act, 1966.

According to law, the land acquired for public utility purposes should be returned to the original owners if it (land) was not utilised for the purpose for which it was acquired.
“Diversion of the acquired land is clear violation of the Section 28 (8) KIADB Act, 1966.

Further, the KIADB has paid only Rs 26 lakh per acre to the farmers and sold the same land to private parties for Rs 50 lakh per acre. The acquired land, if it is not utilised for the purpose it was acquired for, should be returned back to the original land owners,” the petitioners said.

They have sought the Court to annul the sale and return the excess land to the owners.

Lokayukta to probe land denotification


DHARWAD: The Lokayukta has decided to initiate an inquiry into the alleged lapses in the denotification of Hubli airport land by Karnataka Industrial Areas Development Board.

Responding to the appeal made by those whose land was acquired for the airport, Lokayukta Justice Y Bhaskar Rao, who was in Dharwad, asked KIADB officials to give an explanation. The land losers had petitioned that the government, through KIADB, had acquired land to upgrade the Hubli airport. They claimed the KIADB had subsequently denotified the excess land it had acquired, and the same was being allotted to other parties. Objecting to this, the land losers had demanded that the land be returned to them.

Lokayukta Bhaskar Rao when informed that the KIADB officials had not attended the meeting ordered issuance of notice to the KIADB officials and assured the petitioners that that the matter would be probed into after getting reply from the officials.
