It won't.
The incomplete section you see is not scheduled to be opened this month.

My only worry is that once the EF and SPTL is completely open, Vashi will turn into a massive bottleneck.

After 3-year delay, Milan flyover opens tomorrow

Mumbai: After a three-year delay, the 700-m-long flyover over Milan subway in Santa Cruz will be thrown open for traffic from Friday night.
The flyover is set to help more than 40,000 motorists save 15 to 30 minutes of travel time between S V Road and Western Express Highway (WEH) during peak hours.
“Milan subway is a floodprone area and the flyover will end the chaos there. Chief minister Prithviraj Chavan has agreed to be the chief guest for the inauguration of the flyover at 5pm on Friday,” said MMRDA spokesperson Dilip Kawathkar. S V Road-bound traffic from Bandra on the WEH will have to keep to the left on the service road to take the flyover ramp. Motorists headed for the highway from S V Road can take the Milan Road to go straight towards Andheri. They will have to travel below the airport flyover on WEH to reach the domestic airport.
Motorists can also take a U-turn from below the airport flyover to go to the Bandra-Kurla Complex or the sea link after landing on the WEH from the flyover. But S V Road-bound traffic from Andheri will have to take a right turn from below the airport flyover to drive towards Dayaldas Road in Vile Parle and then take the ramp.
The Milan subway flyover project, which was launched in 2008, was to be completed within two years. Acquisition of land, rehabilitation of affected people, changes in the structural designs, incorporation of steel structures and permissions from the railways were among many hurdles that delayed the project.
The flyover has been completed at a cost of around Rs 84 crore, almost double the initial estimate of Rs 42 crore.

Have tried looking for updates to the Jogeshwari and Goregaon ROBs, but havent seen anything off late within this forum or other news sources. Does anyone have a clue as to whats the status and when are they due to open? Thanks.

From what I have read on this Forum, the Jogeshwari one will probably take time to open because they have to connect it with the WEH. On the west, once the ramps to SV Road are done, it can be opened [provided the section the tracks is done].
