This is the Second Market That will be transformed into a modern facility with mall like features ample parking,toilets . the first was the wandegeya market mall . there are 24 markets left in Uganda that will soon get similar renovations.

Gulu officials display the new plan for the market

Authorities of Gulu have finally signed the district’s main modern market original plan, ending months of wrangles over accusations that the plan had been altered and discrepancies in how much money had been allocated for the project.

In January this year, the leaders in Gulu municipality discovered that the initial plan for the Gulu modern main market was altered and that some government officials had delayed in disbursing more than Shs 10bn meant for the construction of the market.

“We found out that the plan was being changed by the constructors; so, we later on followed up the matter and to our shock we discovered that the market size was cut to accommodate only 1,800 people compared to the initial one which would accommodate 4,400 people,” the chairman Gulu district Martin Ojara Mapenduzi said.

Mapenduzi said the construction of the market is supposed to take Shs 26bn but it was realized that Augustine Bujara, the former town clerk of Gulu municipality, had signed for only about Shs 15bn and “he kept quiet on the matter.”

The new market is crucial for the district; Gulu is the epicentre of business activities in northern Uganda. And as the region continues to rehabilitate after years of war, many have found a new lease of life in doing business. The construction of the market offers a good opportunity to those who wish to trade, and especially those eyeing the new frontier of South Sudan.

Stephen Oloya, the Acting Town Clerk, said there has been a lot of controversy on the size and plan of the market and the ministry of Local Government confirmed that the market design was changed. A letter written by Adolf Mwesige, the minister dated 11th January 2012 confirmed that the market site was changed and stated that they were ready to source for further funds to complete the market construction.

“I followed up the matter with my technical officers in the ministry to establish the facts and based on the plan of the market, the agreement has been revised,” the letter read.

The African Development Bank funded the project, just as it has done in other districts like Jinja, Lira, Tororo, Mbale and Masaka. Construction of the Gulu market is estimated to last two years. Vendors are temporarily trading in Kaunda Grounds in Gulu. There are currently over 2,000 vendors in the municipality but the district authorities expect an increase to over 4,000 soon.


The old Market has already been demolished.

GULU | Gulu City Masterplan

Projects:

1) The Wetland Park - a landscape and water sensitive urban design scheme to redevelop the swamp dividing the Commercial and Administrative sections of town, predominantly reliant on earthworks and planting with some public footpaths. We propose to invite a landscape consultant who has already offered assistance to take this as a project and show us some design possibilities in the coming few months.

2) A Demonstration Street - which KPC Gulu is keen to 'adopt', to show the potential for streetscape improvements. It would be ideal to engage the expertise of some Water Sensitive Urban Design specialists, Civil Engineers, Landscape Architects and ourselves to study technical and artistic possibilities, with a view to commencing work on Gulu street in the second half of next year.

3) A Celebration Space - as a significant community asset for social 'healing' and celebration - again, a largely landscape design exercise which might realistically come to frutition in time for celebrations by the end of 2010.

4) Hospital - (Watoto Surgical Hospital), intended to enable surgery for war affected women and children. Also, Gulu University is preparing to enter an agreement to provide land for what is expected to become a 25 acre hospital campus, which we will begin master planning for in early February. This is probably now our most pressing opportunity.

5) Library - Chairman Norbert Mao is keen for the children of the district to make a connection between stories and the books they are recorded in. Also, he intends to help build a love of reading for information and discovery of knowledge within the younger population.

6) Masterplan - this is our key objective, to provide a plan for Gulu to avoid its post war development resulting in creation of urban poor, or unsustainable patterns. We want to assist in remaking a community that can celebrate its diversity, its history, the lessons it has hard learned and the bright prospects for its future. This masterplan is to be a model of sustainable development socially, environmentally and economically.
