Bulgaria's 1st Private Post Office Opens by End of April

The first private post office in Bulgaria will open doors for customers within less than a month.

The Commission of Telecommunications is expected to approve the process and the general conditions on the contract of the first post office in the country T-Post by the end of April.

The company that won the licence for the service is Tip Top Courier. Until the Commission is not ready with the approval, the company is not allowed to carry on the services.

The office of the company is already finished and is functioning from the beginning of February, CEO of the company Lachezar Kaparashev said.

The first private post office company in Bulgaria is given a licence for the next 20 years.

Строителството в Слънчев бряг и Несебър спира от 1 май

До средата на месеца трябва да се възстановят зелените площи около обектите

От началото на май всички строежи на територията на община Несебър, която включва и курортите Слънчев бряг и Равда, трябва да спрат. Това става ясно от заповед на новия кмет на Несебър Магдалена Мандулева, разпространена вчера. Целта на забраната е да подпомогне предстоящия летен сезон и да ограничи масовата практика строителството да продължава във времето, когато курортите са пълни с туристи.

Забраната на строежите ще важи от 1 май до 15 октомври тази година. Тя засяга всички хотели, ваканционни селища и туристически комплекси на територията на общината. Забраняват се както строителните, така и монтажните дейности.

Когато бъдат спрени, строежите трябва да бъдат обезопасени и покрити. До 2 май строителите и инвеститорите в обектите трябва да разчистят всички тротоари около обектите, а до средата на месеца трябва да се възстановят нарушените зелени площи в курортите. За да се спазва заповедта, ще бъдат изградени контролно-пропускателни пунктове, които да спират достъпа на тежкотоварни камиони до курортите. Пунктовете ще са на четири места - в района на Кошарица, обходния път от Варна, Трънково, Слънчев бряг, в района на складовата база на Слънчев бряг, както и на кръговото кръстовище между Слънчев бряг и Несебър.

Морските общини през последните две-три години въвеждат ограничителни заповеди, като целта е да се спре масовото строителство в разгара на сезона. Именно то беше една от причините за отлива на германски и британски туристи, коментират чуждите туроператори. След началото на сезона през последните години се стигаше да ситуации, в които туристите се настаняваха в незавършени хотели или в комплекси, до които усилено се строи. Тази ситуация доведе до скъсяване на туристическия сезон въпреки опитите на туроператорите да продават ранни пакети. Така през миналата година през май и юни голяма част от хотелската база стоеше незапълнена и истинският сезон започна едва през юли. Пак по данни на туроператорите ранните записвания и за тази година вървят със спад спрямо миналата.

Въпреки че имаше забрана за строителство, през миналата година на много места то продължи и в пика на сезона. Причина за това бяха забраната за грубо строителство и влизането на тежкотоварна техника. В редица курорти обаче и през юли и август майстори правеха мазилки, поставяха дограми и изливаха покриви. Освен това около обектите улиците и площите бяха в състояние, което затрудняваше преминаването на туристите. Такава беше картината в Слънчев бряг, Равда, Приморско, Китен и др.

215 000 RUSSIANS SPENT VACATION IN BULGARIA IN 2006

The number of Russian tourist to visit Bulgaria in 2006 reached 215 000, registering an increase of 25 per cent as compared to the figures for 2005, State Agency for Tourism (SAT) head Anelia Kroushkova said.

Russians were the fifth biggest group of foreign tourist to visit Bulgaria, Focus news agency said.

Kroushkova said that interest towards Bulgaria during the two tourism expos held in Russia in March 2007 was extremely high.

Bulgaria abolished visa taxes for organised tourist groups from Russia, Focus said. A consular tax is still required and its amount is 20 euro.

Kroushkova said that Russian and German tourists are traditionally attracted by sea tourism in Bulgaria and it was SAT’s duty to promote the other tourism opportunities in the country.

According to German tour operators the main problem of Bulgaria’s tourism was over-construction of the resorts. Service quality was another problem, tour operators said.





ORGANISED TRIPS TO BULGARIA FOR RUSSIAN GROUPS BECOME VISA TAX-FREE

Orgainsed trips to Bulgaria for Russian tourists will become visa tax-free, head of State Agency for Tourism (SAT) Anelia Kroushkova told a press conference on March 23.

The requirements for individuals will remain the same and the tax will be 20 leva.

The price of the tourism visa remains 20 leva, Kroushkova said as quoted by Focus news agency.

Russian government introduced a $300 000 bank guarantee or insurance from tour operators to work with Bulgarian companies.

Russia has more than 10 000 tour operators. Nearly 200 offer trips to Bulgaria. After the introduction of the new requirements the number of Russian companies operating in Bulgaria is expected to decrease.

Deputy chairman of SAT Stanislav Novakov said that during the the second Intour Market (ITM) 2007 tourism expo in Moscow, Russian operators said that they were satisfied with their co-operation with Bulgarian consular services.

At the Intour Market Bulgaria presented itself as a year-round tourism destination.

ECONOMIC DEVELOPMENT PEAK REACHED IN BULGARIA- OVCHAROV

Bulgaria had reached the highest point of its economic development over the past 17 years, Economy and Energy Minister Roumen Ovcharov said.

The country was applying strictly EU regulations in the energy sector and had reached a ‘record-high’ production of energy, he said as quoted by Bulgarian news agency BTA.

According to Ovcharov, Bulgaria had to follow the example of other countries processing refuse to make energy.

Ovcharov also said that the declaration of several Balkan countries in support of the re-opening of two units of Bulgaria’s Kozloduy nuclear power plant was to be submitted to the European Commission (EC).

The procedure for submission is to be clarified.

Bulgaria had to close the units as a pre-condition for its EU accession. After the closure Bulgaria tried to receive regional support to convince the EC that the energy produced by the units was necessary to meet the Balkan’s energy need

RUSSIAN AIR COMPANY LAUNCHES FLIGHTS TO BULGARIA

Russia’s charter air company Siberia Airlines will start flying to the Bulgarian coastal cities of Varna and Bourgas in the summer of 2007.

The company will have regular flights to Varna from April 30 2007 until October 1 2007, Russian website travel.ru said.

The flights will take place once a week in May, three times per week in June, July and August and twice a week in September.

Siberia Airlines will offer flights to Bourgas from May 28 2007 until October 1 2007, travel.ru said. The flights are scheduled for three times per week. Only in September the air carrier will fly twice a week to Bourgas.

One-way tickets cost 130 euro and the round trip is worth 230 euro, airport tax not included.

The company uses planes Airbus A310, Boeing 737-400 and Tu-154.





ARMS WORTH $240 MILLION PRODUCED IN BULGARIA IN 2006

Bulgaria produced arms and military equipment worth $240 million in 2006.

More than 95 per cent of the military industry production was exported, Agence France-Presse (AFP) reported.

Bulgaria traditionally exports weapons to Asia and Africa.

The military industry registered a production increase of more than $20 million, as compared to the figures for 2005.

Still, production is far from the levels reached 20 years ago. During the communist regime Bulgaria used to export weapons worth up to $800 million.

Nearly 115 000 people worked in military plants, while nowadays their number reaches only 20 000, AFP said.

Bulgaria’s military industry lost its markets in communist countries when the regime collapsed. Afterwards the US pressured the country to impose strict control on weapon trade.

As a result only 60 companies have licenses to trade with arms in Bulgaria, AFP said.




GAS PIPELINE CONSTRUCTION THROUGH BULGARIA HALTED- ITALIAN MEDIA

The execution of Nabucco gas pipeline project is halted because one of the participants, Hungary, decided to take part in an alternative energy project, Italian agency Marketplace reported.

Nabucco is planned to transport natural gas from Iran and Azerbaijan to Central Europe. EU supports the project as a way to limit the dependence on Russian gas supply.

Turkey, Bulgaria, Romania, Hungary and Austria were supposed to carry out the project. The pipeline will be 3300km long and will have the capacity to transfer nearly 24 billion cubic m of gas per year.

Companies from the five countries had to form a consortium to construct the pipeline but the lack of sixth big investor resulted in delays.

Hungary decided to take part in alternative project under the control of Russian company Gazprom, Marketpress reported.

The new project will be involve prolongation of the Blue Stream oil pipeline and will follow the way of Nabucco



BULGARIA STILL HOTSPOT FOR YOUNG UK PROPERTY SEEKERS

Bulgaria, Turkey and northern France are the hotspots for first-time property buyers abroad from the UK.

Britons purchased in Bulgaria studios worth 35 000 to 40 000 pounds, while two-bedroom apartments in southern Spain cost 155 000 pounds, The Observer said.

Agents said that the number of Britons looking for property abroad had raised recently, since a number of Eastern European countries joined the EU. Increasing property prices in the UK made Britons seek property abroad.

Buyers could purchase one or two-bedroom apartment for 60 000 pounds in Bulgaria, while the average house price in the UK was more than 192 000 pounds.

Britons wanted to invest the money they had in property, agents said. As they were unable to do it at home, they looked for options abroad.

Some of the first-time property buyers considered moving abroad to save enough money to purchase property in the UK. One fifth of them considered moving to Eastern Europe, The Observer said.

--As of 30 July 2007 Bulgarian citizens holding regular passports do not need a visa to visit New Zealand.

-- Though not officially confirmed as of yet, as of 1 July Bulgarian citizens holding regular passports would not need a visa to visit Australia. Like all other EU members, Bulgarians would have to go through the ETA website for an "e-visa" free of charge. The application process takes just several minutes.

-- Negotiations with the US and Canada are moving slowly, though there is some chance that the issue could be resolved in the next 1-2 years.

Съсед на Джордан на Север е кметът на Москва Юрий Лужков. Край Камчия той ще вдигне голямо вилно селище с лекоатлетическа писта и стадион с олимпийски размери. Лужков купи 130 дка и ще добави още 100 от сделка с държавата. Инвестицията ще е за 100 млн. евро, а строежът ще започне през септември.
Световна снукързвезда пък си купува къща във Варна. Седмият в ранглистата Уйли Торн идва да оглежда имоти на морето и смята да основе свой клуб в морската ни столица. "Господин Максимум" - човекът, постигнал най-голям брой поредни максимални резултати от 147 точки в историята на снукъра, търсел възможности да инвестира край морето у нас. Той пристигнал миналата есен заедно с неговия дългогодишен приятел Джет Форд, създател и организатор на международния кънтрифест в Питърбъра.
Известни личности не липсват и на юг. Летовниците в Царево скоро ще се сблъскват по плажа с президента на испанския първодивизионен отбор "Виляреал" Фернандо Роиг Алфонсо. Той също планира да налее 100 млн. евро у нас. Още в края на миналата година футболният бос пристигна в Царево заедно с френския архитект Ги Пери, за да се запознаят на място с географското разположение и природните дадености на крайбрежния район. The Independent: Bulgaria: On course for a building bonanza

Luxury golf developments are leading the way in Bulgaria's latest property boom, says Ginetta Vedrickas

The signs are that Bulgaria, once consigned to the cheap and cheerful bracket, is now heading up-market. Several new developments are now marketing themselves as "five star" with many based around golf courses.

The Black Sea coast is still attracting the bulk of buyers. Savills recently launched a new golf and country club development called BlackSeaRama, where apartments and villas are set within a gated community around a Gary Player-designed 18-hole course near Balchik. Apartments range in size from 95 to 170sq m, and villas measure up to 230sq m. The development is set within attractive gardens with on-site amenities, including communal pools and a five-star hotel. Buyers will have access to other sports such as tennis and the development lies near the Tuzlata Spa where visitors can enjoy its thermal baths and mud baths.

BlackSeaRama prices start from €124,000 (£88,570) for one-bedroom apartments, rising to €246,000 (£175,710) for duplexes. Lemore Kayvan from Savills admits that, for a country long considered an emerging market, this is relatively expensive. "It is a lot for Bulgaria but, for something of this calibre, it's not bad especially when compared with other golfing destinations." A one- bedroom apartment works out at €1,300 (£928) per sq m and Kayvan points out that buyers are getting something special in a country where five-star luxury is a relatively new concept.

Response has been good despite the development being targeted at a "niche market". Luxury may be the main attraction but as there are few other five-star amenities in the area, does Kayvan think that buyers may be disappointed by a lack of amenities off site? "In terms of infrastructure you actually don't need much to install a golfing development," says Kayvan. "You just need space and beautiful countryside, which Bulgaria certainly has."

Many investors bought in Bulgaria several years ago and have seen their investments soar in value. Today's investors might question whether Bulgaria still has growth left in the market but Avatar International's Amar Sodhi offers an interesting perspective: "In the past investors may have paid too much for developments that were of poor quality. In the early days, most developments were sold completely off plan leaving the developer with no incentive to use high-quality finishings. Today the market has cooled slightly and developers must compete for business."

The market may not have the frenzy of the early years but Bulgarian tourism is still booming and Sodhi says that further growth is inevitable: "As long as the hotels are full, then there's room for investment potential."

Avatar International are currently selling Razlog Golf and Ski development which is being targeted at both winter and summer vacationers. Sitting at the entrance of an Ian Woosnam-designed 18-hole golf course and country club, the development features 325 studio, one-, two- and three-bedroom apartments and a wide range of facilities including restaurants, bars, shops, gym and a swimming pool. Residents have access to Bansko skiing thanks to a complementary shuttle service to the town centre and gondola station and the developer believes that its location will produce high rental income. Studios start from €41,190 (£29,420) and go up to €284,625 (£203,300) for a penthouse.

Jolyon Cawley from Abergavenny, Wales, has bought three apartments in Bansko through Avatar International. "I was very impressed with the build quality," he says. "I've read a lot about Bulgaria and am confident that it is an excellent place to invest in. I was particularly taken with Razlog as it is being built by a UK developer and it has an electronic property management system so I can view my property and control certain elements of its management online."

One of Cawley's purchases is a three- bedroom apartment at Razlog Golf and Ski, which he intends using as a holiday home and which he also hopes to let: "My apartment overlooks the golf course which is currently being built opposite the development. I'm a keen golfer so I'm looking forward to bringing friends out for golfing breaks in the summer. My wife and I can also come here to ski in the winter, it's great to have somewhere with year-round appeal."

Coast and ski resorts may be attracting buyers with bigger budgets but interest is growing in the capital, Sofia, which, compared with other Eastern European capital cities, has so far received little interest. Avatar International are selling the Vitosha Residence, a new development at the base of the Vitosha Mountains overlooking central Sofia where apartments start from (€32,230) £23,000. Bulgaria Revealed are selling The Dahlia Complex four kilometres from Sofia, with one- and two-bedroom apartments from €31,145 (£22,247) and Mount View where one- and two-bedroom apartments and penthouses located south east of Sofia, near the Sofia Business Park and Vitosha Mountains start from €114,315 (£81,675).

The capital may be growing in popularity but Quasar Ali, Bulgaria Revealed's MD, says that it is the golfing market which will boost Bulgaria's profile: "Over the next few years Bulgaria will be stealing visitors from the British haunts of Spain and Portugal, as the country goes ever up-market. Bulgaria is so green and lush, not like Spain which is arid and dry." Bulgaria Revealed is marketing Villa Christina at the Nicklaus Design Golf Course in Dolna Banya where three-bedroom villas are for sale from €131,600 (£94,000).

Bulgarian Dreams have just launched Azure Del Mar, a luxury scheme on the coast near Balchik. The development has drawn influences from the extravagant Arabian resort of Madinat Jumeirah in Dubai and will feature Venetian-style waterways, glass lifts and an infinity pool. Near the development are three 18-hole golf courses, two designed by Gary Player and one by Ian Woosnam. Prices start from €49,500 (£35,357) for a waterside studio, €90,000 (£64,285) for a one-bedroom apartment and €135,000 (£96,428) for a two-bedroom apartment. Large penthouses and villas will be priced from €232,500 (£166,071). Director Robert Jenkin describes the development as "Bulgaria's first world-class development and the only one of its kind in Europe" and adds: "This scheme will be impressive to holidaymakers, second home-buyers and investors alike. While the scheme will be competitively priced due to its Eastern European location, it will be of a calibre associated with developments in places such as the south of France, Italy and Spain."

FINANCIAL TIMES: Fund manager in focus

Loraine Pinel, co-manager of Lewis Charles' Sofia Property fund, thinks that Bulgaria differs from other emerging countries because its currency is fixed to the euro and therefore presents less risk than currencies that are more prone to fluctuations. This could be attractive for investors who want to diversify into property but are put off by high prices in the UK and US. The fund works with developers on projects aimed at Bulgarian residents.

The Guernsey-registered closed-ended fund, can be invested in Sipps and was launched on Aim at the end of September 2005. The fund invests around 80 per cent of the €52m (£35.5m) it raised before launching. It registered with its shares for sale at 80p, and these are now worth 90.5p.

How would you describe your investment style?

We are very analytical. We try to avoid the hotspots unless there is a very good reason to go there. At the moment the Black Sea is a hotspot and that means prices could start to come under pressure there.

We are looking for areas that could be the potential new hotspots, whether that's because of tourism or comparatively low unemployment. The time frame for projects varies - some are two years, but for longer schemes we run in phases so that if there was trouble then we could stop building.

At the moment 40 per cent of the fund is invested in Sofia, but there are other areas in the country that we really like.

One is Veliko Tarnovo which has low unemployment and new business coming in all the time. The city used to be the old capital of Bulgaria and has a lot of Roman ruins which attracts tourists.

Since the fund started, property prices in Bulgaria have risen because there has been a land grab going on, but we don't necessarily need prices to go up because we are playing on developer margins. These have stayed intact so the fund should continue to do well. We are looking for returns to be above 40 per cent on each development.

What is your outlook for the sector?

There is an imbalance at the moment, where the old buildings are crumbling and people are starting to take out mortgages, but the new properties have not yet been built.

The building sector in Bulgaria is very buoyant but it cannot keep up with demand. People are coming into Sofia because unemployment there is around 3 per cent compared with 10 per cent in the rest of the country and these people are all looking for property.

The only area we don't like for property development in Bulgaria is the coast.

What has been your best investment decision?

One of the best areas we have invested in is Razlog, near Bansko. Bansko is a perfect example of a hot spot that we did not want to invest in. Instead we bought land 5km away in an attractive area we felt the market had missed. We bought 125,000sq m of land for around €21 per sq m. Land in Bansko has been selling anywhere between €350-650 per sq m.

Bansko is no longer giving out building permits and this is something we foresaw because so many people were buying there. This means that nearby areas, such as Razlog, will start to be worth more. We are having the land re-zoned, and after that we intend to start building luxury apartments there.

And your worst?

One of the problems in investing in this area is that things do not always go along as fast as we always think it will. We automatically assume that projects such as re-zoning land will take a year but they can take much longer, as is happening at the moment.

What is your current top tip?

One of the areas we like is Plovdiv, which we expect to provide returns above our target. It is one of the best tourist destinations in terms of archaeology, has relatively low unemployment levels and a very pleasant climate. It is near Sofia and not far from the ski resorts and the coast.

Три компании искат да разхубавяват новия терминал на софийското летище

Българската компания "Пътища и мостове - Варна", консорциумът между "Главболгарстрой" и GBS Infrastructure Construction и Building Development Holding подадоха оферти за изграждане на ландшафта и околното пространство на новия терминал на летище София. Това съобщиха във вторник от транспортното министерство.

Трите оферти бяха отворени във вторник, а срокът за подаването им изтече в понеделник. Най-ниска цена в процедурата предложи консорциумът с участието на "Главболгарстрой" - 6.1 млн. евро, а най-високата - Building Development Holding - 10.5 млн. евро. Основен критерий при оценка на офертите ще бъде цената.

Тръжната процедура за избор на изпълнител се провежда по правилата на Европейската комисия, се посочва в съобщението на транспортното министерство. Очаква се договорът с изпълнителя да бъде подписан през май.

С реализацията на проекта ще завърши разширението на аеропорта. Проектът за ландшафтното пространство предвижда върху 40 хектара да бъде засадена трева и изграден летищен парк с водни атракции, а пред сградата на терминала да има езеро. Озеленяването се финансира от програмата ИСПА. Новият терминал на летището беше открит на 27 декември миналата година.

A SKI CENTER WILL BE CONSTRUCTED IN BYALA CHERKVA

Kuklen Municipality has already prepared its conception for the construction of a ski resort with 5-6 racing tracks. The General Organizational Plan of the Municipality, including the new winter resort, will be adopted up to 2 months. After 3 cases, Kuklen Municipality wins 17 decares of Municipal forests on the land of Yavrovo village, which forests almost reach the center of “Zdravets” rest-house, and other 6 600 decares on the land of Galabovo village. These are 22 600 decares, or nearly 21 square meters of forest massifs that are a prerogative of the Mayor’s Management. The State Forestry Board has a parallel case against Kuklen Municipality for their managing. Actually, the forests are owned by the Municipality, but they are not tangibly put into possession; that is why Kuklen Municipality could not have them at its disposal.

At present, our land has area of 147-148 square meters, and the forests that we have won with court resolution are 1/7 of our land, and we do not want to become forest-guards, says Dimitar Sotirov, Mayor of Kuklen Municipality. That is why the councilors wish to engage more state authorities for the ski resort’s construction, and that will preserve the uniqueness of the region. And, here comes the idea of the preliminary project – for the construction of a lift passing through the lands of Markovo and Galabovo villages, and going to the village of Tsar Kaloyan. The construction of a preliminary station is envisaged on the territory of the village. The lift will pass through that preliminary station, and will reach “Zdravets” and “Studenets” rest houses. “Byala Cherkva” will be the last station. The lifts and routes are meant to remain owned by the Municipality. The Mayor’s Management of Kuklen, and experts of different state authorities, inclusive of the Regional Direction of Agriculture and Forests and Forests Regional Administration will discuss and decide which areas of the forest are appropriate for the construction of roads, hotels, bungalows, water basins, etc.; sites for communication and rest. And after that, on a next stage, we will search for investors who will surely synchronize their activities with our intentions, announced the Mayor.

BULGARIA RANKS THIRD IN PROFITS FROM REAL ESTATES

Bulgaria ranks third in the world in redeem ability of the investments in real estates - it is true for 54% of the firms on the Bulgarian market, shows the research of the London consultant company for real estates Assets, quoted by FTAdviser. Poland ranks first in this chart, closely followed by Great Britain.

France and Turkey come after Bulgaria in the top five, with redeem ability of respectively 51% and 45%, the research shows. The prices of real estates in Warsaw remain among the lowest in Europe and the industrial prosperity of the city attracts more and more young and wealthy people, informs the CEO of Assets.
