Talking About GAWADAR

Hey wazzup fellows

So what is your reaction to the US deployement in Balouchistan and rest of Pakistan??? I mean when it could come at the cost of reduced Chinese participaton (atleast for some time) especially in balouchistan since US wants pasni as a big military base along with karachi to support "NATO" headquarters in AFghanistan?

I read that Gawadar is supposed to be the gateway port for xinjiang, tibet and basically western china as it is closer than shanghai and gives an another base as well in case something with taiwan happens?? Anyhow, what I wanted to know was, economics aside (we can also talk about that), but how far will China go to protect its sphere of influence there in face of US's mighty power in the area be it militarily, politically, diplomatically etc.


I know China has a philosophy right now of limiting its enemies and working on economy but will China easily vacate Gawadar if US wants it so??? as I also believe China is also pursuing it as a strategic base where Chinese navy might come in play as well when it goes blue water capable..

ok i was kinda being sarcastic...but i really dont know where it is...

china is surrounded by so many hostile nations, our philosophy is

or build the walls, store the food, dont hurry to proclaim yourself the king.

this theory was the brilliant thought of an advisor to the rebel leader in 13th century, that rebel leader, Zhu Yanzhang, eventually drove mongouls out of china and became the Emperor.

Only late Ming dynasty, after Emperor Zhu Di passed away and the neo-Confucianinst / isolationists took over.

Prior to that Ming dynasty China's openness could've matched Tang dynasty's with oversea voyages, namely those led by Admiral Zheng He, which opened trade and made contacts with nations as far as Africa.

中國總理溫家寶本月訪問巴基斯坦時將為瓜達爾深水港舉行落成典禮。這表明中國向波斯灣地區的戰略要地邁出巨大一步。這將促進五角大樓最近一份報告所謂的“珍珠鏈”戰略,便于中國在海外投射影響力和確保內部的能源安全。
瓜達爾是阿拉伯海邊的一個漁村,在巴基斯坦的卑路支省內,而該省與阿富汗接壤,西臨伊朗-瓜達爾距離伊朗邊境只有72公里。更重要的是,瓜達爾緊挨著波斯灣。它位于具有重要戰略意義的波斯灣的咽喉附近,距離全球石油供應的主要通道-霍爾木茲海峽大約400公里。

巴基斯坦1964年就決定把瓜達爾建成港口。然而,直到2001年中國同意參與這個深水港的建設和開發才進入實施階段。2001年末美國打到中國的家門口-阿富汗促使北京決定參與瓜達爾港建設。2002年3月,中國副總理吳邦國為瓜達爾港舉行破土動工儀式。

估計瓜達爾港建設的總成本多達11.6億美元,中國在一期工程中投入1.98億美元-幾乎是巴基斯坦在這一階段投入的4倍,包括建成3個船艦停泊處。中國另外還投資2億美元修建一條連接瓜達爾港和巴基斯坦最大城市、阿拉伯海的另一個港口卡拉奇的高速公路。二期工程計劃修築9個船艦停泊處,一條引航道和集散地。除了金融援助之外,中國還派出了450名工程師為工程建設提供技術援助近年來,中巴雙邊貿易不斷增加,到2004年已增至24億美元,是中印貿易總額的一半,增幅高達35%。中方對巴方的出口額高達18億美元,從巴方的進口為5.75億美元。瓜達爾港能為兩國以及該地區其他國家帶來巨額經濟回報。

對巴基斯坦而言,建設瓜達爾港的經濟回報源于該港口緊鄰霍爾木茲海峽(全球40%的石油供應都經過這裏)。瓜達爾港可能發展成為重要的運輸港口,為巴基斯坦帶來大量外匯收入。一旦公路和鐵路網路把瓜達爾港與巴基斯坦其他地區、阿富汗和中亞連接起來,該地區將發展成為貿易中心

據說,連接中亞和阿拉伯海的瓜達爾-山達克(Saindak)公路(這是中亞和阿拉伯還之間的最短路線)正在建設中。瓜達爾將把地處內陸的阿富汗及中亞國家與阿拉伯海聯繫起來。這些國家的貨物、石油和天然氣可能通過瓜達爾港運到國際市場。巴基斯坦商界支援把瓜達爾港發展成為自由貿易區和出口加工區。

開發瓜達爾港也可能為落後的卑路支省帶來經濟實惠。該省基礎設施的發展可使它成為理想的投資地方。與此同時,據說瓜達爾周圍的地價不斷飆升。斯廷森中心(華盛頓的一個公共政策研究會)分析家海德爾(Zia Haider)寫道,瓜達爾為中國提供了“一個從伊朗和非洲向中國新疆地區出口原油的轉運集散地”。作為瓜達爾工程一部分,這個鐵路和公路網可將巴基斯坦與阿富汗及中亞國家連接起來,從而使北京能大舉進入中亞市場和獲取其能源資源,並刺激中國的後院-新疆地區的經濟發展。但對巴基斯坦、中國等國來說,更重要的也許是瓜達爾港的戰略意義。對巴基斯坦來說,瓜達爾離印度的距離很重要。這種重要性在卡拉奇(巴基斯坦2001年90%的海上貿易都是在這裏進行)受到印度威脅時變得更加明顯。

1971年印巴戰爭期間印度對卡拉奇的封鎖曾嚴重影響巴基斯坦的經濟。印度還在1999年卡爾吉爾衝突期間威脅要封鎖卡拉奇港。瓜達爾在卡拉奇西部725公里處,也就是說它比卡拉奇離印度遠725公里,這為巴基斯坦沿海岸線一帶提供了關鍵的戰略縱深。

瓜達爾對中國的戰略價值在于它靠近伊朗和阿拉伯半島之間的霍爾木茲海峽。中國60%的能源供應都來自中東,並且一直擔心在該地區大量駐軍的美國切斷這些供應線。能源問題專家尼亞茲(Tarique Niazi)在詹姆斯通基金會的一篇中國簡訊上指出:“由于沒有籃水海軍,中國擔心任何敵對國家都能夠切斷其能源供應。海德爾寫道,瓜達爾為中國提供了一個“聽音哨”,在這裏它可以“監視美國在波斯灣的行動、印度在阿拉伯海的行動和美印在印度洋的海上合作”。國防承包商博思管理諮詢公司近期提供給五角大樓的一篇署名為“亞洲能源的未來”的報告指出,中國正通過在瓜達爾建立的電子偷聽站監視著霍爾木茲海峽和阿拉伯海的海上交通。

為了引起對中國“珍珠鏈”戰略的重視,該報告指出,“中國正沿著從中東到南中國海的航線建立戰略關係,以便在保護中國的能源利益和海外安全時處于可守可攻的地位。”瓜達爾的港口和海軍基地是這個“珍珠鏈”戰略的一部分。這個珍珠鏈中的其他“珍珠”包括中國在孟加拉國、緬甸、泰國、柬埔寨和南中國海的基地。北京通過苦心經營已經同這些國家的政府建立了聯繫。

該報告認為中國在運油海岸線捍衛自己利益的努力“引起了一種不安全感”並威脅到“所有海運船隻的安全”。這種說法忽略了一個事實:中國的“珍珠鏈”戰略正是源自它自身的不安全感。美國在海灣地區的大量駐軍以及對馬六甲海峽(中國80%的石油進口經過此地)的控制讓中國覺得如芒在背:擔心一旦台海局勢緊張時華盛頓會掐斷中國的石油供應。

中國在阿拉伯海的立腳點已經向印度、伊朗和美國敲響了警鐘。對印度來說,中巴在瓜達爾的合作與中國在阿拉伯海的存在更使它有被中國四面包圍之感。伊朗認為瓜達爾的發展可能有損其港口-尤其是印度幫助建立的恰巴哈爾港(Chabahar)對中亞和阿富汗的重要性。但伊朗與阿富汗及中亞國家的良好關係有助于恰巴哈爾港在與巴基斯坦瓜達爾港的競爭中保持優勢。
