DRDO's test range to be operational by 2012

Bangalore: The new test range of the Defence Research and Development Organisation (DRDO) coming up on 4,000 acres of land in Chitradurga will be operational by 2012 and the runway will be ready by next year, said Prahlada, Chief Controller, Research and Development (Aeronautics and Services Interaction), DRDO.

Talking to presspersons on the sidelines of a workshop on electronic warfare, organised by the Association of Old Crows (AOC), India Chapter, here on Wednesday, he said that apart from its aeronautics missions for flight-testing sophisticated unmanned aerial vehicles (UAVs), air-to-ground weapons, huge parachutes, Light Combat Aircraft, aerostats, the range will also have facilities for testing electronic warfare systems for non-communication purposes, said Mr. Prahlada.

He said that another testing range for electronic warfare for communication system was coming up in Andhra Pradesh, adding that the range for electronic warfare at Chitradurga would mainly use simulation mode of testing.

The DRDO's budget for the next financial year would be around Rs. 9,000 crore, said Mr. Prahlada.

To a query, he said that various research and development activities of the DRDO would now be able to expedite development activities as they had been out of the entity list — that denies import of critical components and sensitive technologies from the U.S. — following recent announcement by U.S. President Barack Obama. Earlier, inaugurating the workshop, he said that information technology had become a crucial component in electronic warfare following digitisation and miniaturisation.

Robert S Andrews, AOC International Region-1 Director, said that the organisation advocated the need for strong defence capabilities and emphasised electronic warfare and information operations to government, industry, academia, and the public.

U.K. Revankar, Director, Defence Avionics Research Establishment (DARE) and President of AOC-India Chapter; H.V. Harish, Secretary, AOC-India Chapter; and Wg Cdr John Clifford, President, AOC-UK Chapter; were present.
BARC also will be setting up its enrichment plant at chalakere on about 2000 acres.Chitradurga is seeing great developments.

Chitradurga: With the announcement that the prestigious Bhabha Atomic Research Centre (BARC) will set up its unit in Chitradurga, the district seems all set to add another feather to its cap.

Two other big names have also planned to set up their divisions in Chitradurga. They are the Indian Institute of Science (IISc.) and the Defence Research and Development Organization (DRDO).

After the IISc. and the DRDO, BARC too has found land for its unit, which proposes to be spread across 1,800 acres at Challakere taluk.


The guidance value of the dry land is around Rs. 35,000 an acre.

While IISc. has acquired 1,500 acres of land, DRDO has taken 290 acres at Challakere taluk.

As part of its expansion plan, BARC is setting up a Special Material Enrichment Facility in the district.

Survey

To see this project through, project directors and a few eminent scientists of the centre conducted a survey of land at Ullarti and Kudapur kaval areas of Challakere taluk recently.

“They found the area suitable for the project, but, however, were insistent on adequate and uninterrupted supply of water and electricity to the facility,” Deputy Commissioner Amlan Aditya Biswas told The Hindu.

The centre will need 45 MLD of water when fully commissioned, but in the initial stage, it will require only five MLD of water.

Power

The centre will require 5 MW in the beginning, but in future it will need around 25 KW. “To meet the water demand, a separate pipeline will be laid from Challakere. However, to channel bigger quantities, which will be required at a later stage, an exclusive supply line will be laid to the project site from the Tunga backwaters,” Mr. Biswas said.

About electricity, the Deputy Commissioner said the Karnataka Power Transmission Company Ltd. would be roped for infrastructure.

Chitradurga on watch

If you type “Chitradurga” on any Internet search engine, you may see several websites that give comprehensive details about the district. But don't be surprised if the name of the district figures in the website: http://www.defence.pk/ forums/india-defence/28361-700- million-new-iisc- branch-chitradurga.html.

Well, this is actually a defence website of Pakistan. Most probably, Indians at large may not have even heard of Chitradurga, but this is certainly not the case with our neighbour. Through various news articles, the Pakistani defence website does make a mention of Chitradurga district, where the prestigious DRDO and IISc. projects are to come up.

The appearance of information about such critical projects by the Government on a Pakistani defence website, only goes to show that our neighbour is regularly keeping an eye on what we do.

‘Chitradurga to become science city soon’

Also, the state government has decided to set up a branch of Sri Jayadeva Institute of Cardiology in Chitradurga city to help the heart patients who visit Bangalore or Mangalore for treatment.

"We have already taken steps towards implementing the Upper Bhadra project worth Rs 5,900 crore, which will irrigate 1.40 lakh acre land and resolve drinking water crisis at Tumkur, Kolar, Chitradurga and some parts of Chickmagalur district.

Chitradurga: Revenue and district in-charge Minister G. Karunakara Reddy has said that in the present financial year, the Government had released Rs. 82 crore for the development of infrastructure such as roads, bridges and houses for the poor in the district.

Addressing a large gathering at the 62nd Republic Day programme at the Government Science College ground here on Wednesday, he said a separate grant of Rs. 21 crore had been released for providing drinking water to rural areas.

Referring to housing schemes, he said that the Government has set a target of constructing 13,000 houses under the Basava Indira housing programme, of which beneficiaries had been identified for 4,650 houses. “The second phase of identifying more beneficiaries will be completed soon,” he said.

Mr. Reddy said that the Ministry of Primary and Secondary Education had distributed 9.47 lakh books and 1.71 lakh uniforms to students in the district. As many as 23,056 students had benefitted from the bicycle scheme, he said.

For the renovation and construction of 135 classrooms in the government PU colleges in the district, the Government had granted Rs. 9 crore, he said. Also, for the implementation of the Suvarna Gram Yojana, which was aimed at providing basic amenities in rural areas, Rs. 35 crore had been released for 83 villages in the district, he added.

Mr. Reddy also announced that Rs. 2 crore had been released for construction of the S. Nijalingappa memorial, which is scheduled to be inaugurated on January 29 at Seebar village in the taluk.

Earlier, he received the guard of honour from the police, NCC and student battalions that participated in the parade.

On the occasion, several people from the district were honoured for excellence in various fields such as education, sports and culture. The City Municipal Council presented a site to H.M. Jyoti, an athlete who had participated in the Commonwealth Games held in New Delhi.

Later in the day, the Minister inaugurated several sports facilities such as newly-constructed basketball, tennis and squash courts. He also laid the foundation stone for a skating rink.

Minister promises beautiful parks for Davanagare

He appealed to the public to support and cooperate with the authorities to maintain the parks. Davanagere city corporation mayor M G Bakkesh said that already fending and erection of compound walls to all the 94 parks had been completed. DC P S Vastrad, CEO Gutti Jambunath and district horticulture officer Kadiregowda along with civic corporators were present.

Co-op coir factory makes big strides

A cooperative coir factory in Gubbi of Tumkur district is now making a comeback, keeping pace with changes in technology and adopting the latest developments in production techniques and designs.

The factory run by the Thengina Narina Kushala Kaigarika Sahakara Sangha (TNKKSS) at Thygatur in Gubbi taluk has come a long way from producing simple ropes to a variety of newly designed lifestyle products.

The 15-year old factory has made a turnaround, utilising a loan of Rs 2.05 crore from the National Bank for Agricultural and Rural Development (Nabard) and the Coir Board. The factory produces annually 240 tonnes of coir fibre and provided employment to nearly 400 growers directly and indirectly, 20 per cent of them being women.

The factory's three satellite units are expected to commence operations soon and fibre production is expected to touch 800 tonnes a year.

The factory contributed substantially in bringing out a wide variety of coir products such as carpets, waste boxes, drawing or computer tables, garden articles, wardrobes, telephone stands, tepoys, panels and organic manure.

The factory was also making an effort to export these products, Mr G.V. Reddy, and Mr G. Ananthakrishnan of Nabard and T S Kidigannappa of TNKKSS, said.

Under the Nabard's Umbrella Programme on Natural Resource Management, the TNKKSS received Rs 2.05 crore for the Integrated Coir Cluster Development Project in Gubbi. The project covered the main coir factory at Thyagatur and satellite units at Nittur, Hoskere and Kadaba in Gubbi.

The factory has become a commercially viable venture and it has been bagging orders from both the government and corporate sectors.

The factory at Thyagatur, which started operations last April, has bagged orders from Bharat Heavy Electricals Ltd (BHEL); Malnad Engineering College, Hassan; Kurlon, Abhay Infotech, Ahmedabad; the State Education Department, and from various furniture showrooms in Tumkur and Bangalore. The TNKKSS, registered in 1966, received loans of Rs 55 lakh from Coir Board, Rs 24 lakh from Nabard, Rs 11.80 lakh from the State Government and mobilised Rs 4.05 lakh from its 350 members for modernisation works of the main factory.

While BHEL has ordered 500 boxes manufactured out of coir fibre for packing electrical insulators, Malnad Engineering College, Hassan, ordered panels for 300 desks.

“We are unable to meet the orders placed by Kurlon.” The factory has set a profit target of Rs 8 crore in 2011-12.

Even though Tumkur is one of the leading districts in coconut production, only 15 per cent of the coconut husk is being used for fibre extraction. The district's annual production is about 97.15 crore nuts, of which around 66 crore husks are available for processing.

Out of the available husk, about 17 crore are used for fibre extraction while the remaining husk is used for fuel by households and small industries, officials said.

Sharif, Tumkur is the youngest municipal corporation among the present nine corporations.

Last year it was announced that tumkur and shimoga will be upgraded to corporation soon...
