KPL) The Lao Government has agreed to hire the Nikken Sekkei Civil Engineering Co. Ltd. of Japan for US$ 990,000 to conduct a survey and design for urban planning in Nong Ping area, Chanthaboury district, Vientiane Capital.

The project will develop Nong Ping area into a new urban area of Chanthaboury district, Vientiane Capital. The work ranges from infrastructure development, environmental protection to residential construction.

The Nikken Sekkei Civil Engineering will undertake the study on 1,850 ha in Nong Ping area, which will take seven and half months.
The first phase will start this month till December and the second will run from early next year to May 2011.
The Nong Ping development area project is one of many projects for the celebration of the 450th anniversary of Vientiane proclamation as the national capital, scheduled for 15-21 November.
The agreement was signed in Vientiane Capital, on 14 October between the Director of the Vientiane Public Works and Transport Service, Mr. Keophilavanh Aphaylath, and President of the Nikken Sekkei Civil Engineering Company Limited, Mr. Hideki Asami.
Witnesses in the ceremony were Vientiane Mayor Sombath Yialiheu and relevant officials of both sides.

Authorities are finalising a draft master plan to develop Vientiane until 2030 in the belief that new urban development policy will attract more foreign direct investment to Laos, particularly the capital.

The move is part of efforts to see Vientiane develop into a more liveable town, as well as become a commercial and business centre not only in Laos but the whole region.
Officials from various sectors met in Vientiane on Friday to finalise the draft master plan prior to submitting it to the government for consideration and approval.

Deputy Director of the Public Works and Transport Institute Mr Thenkham Thongbon spoke of the importance of the master plan, which is supported by the government of Japan through the Japan International Cooperation Agency, to create a more liveable capital.

Under the new development policy, Vientiane will be divided into zones to make it easier for the business sector. Zoning areas include Vientiane industrial park, Nong Ping Development Area and the international airport reservation zone.
Several sub-centres will also be developed as part of the town’s expansion since the current centre is unsuited to growth, particularly in regard to the rising number of vehicles and people.

Vice President of the Science and Technology Council Dr Somphone Dethoudom said many foreign investors are interested in shifting their businesses to Laos due to its cheap labour, rich natural resources and location as a regional hub.
However, authorities will need to strongly enforce the master plan to ensure the city is an attractive destination, as well as greener and cleaner to encourage visitors.
Dr Somphone said he is optimistic the new policy will address problems related to land use, and instill confidence in local residents that their land will not be taken for development projects.

“The most important thing is making the master plan known by the wider public so that everybody recognises what is to be developed and what preserved,” he said.
“Restricting access to information will do no good. Our authorities will have a team which will mark and identify the areas for development under the master plan.”
The urban development policy also targets infrastructure development in the form of new roads, water supply, public transport and other public utilities. These facilities will be developed in five sub-centres (Km 21 area, Thanalaeng, Dongdok, Naxaithong and Railway town) and three urban clusters (Thangon, Khok Hae and Ban Phao).
The master plan caps the height of buildings in historical town conservation zones to 12 metres and 7 metres in ancient site conservation areas.
In other areas, buildings may be as high as 50 metres but they must reach requirements stipulated in the master plan, including the provision of public open and green space, indoor facilities for public benefit, and fire safety standards.

Vientiane covers 3,920 sq km and has a population of 795,000. Authorities believe the population of the city will double by 2030.

Vientiane urges speedy development of Nongping area

Vientiane authorities want to hasten the development of the Nongping area into a new town, in a bid to extend the urban heart of Vientiane outwards and reduce congestion in the city centre.

The authorities have asked five companies to conduct feasibility studies of the area before a development agreement is signed.

But so far there has been little progress on the 1,800 hectare area of Chanthabouly district and development has not progressed as anticipated, despite the completion of a road linking Nongbouathong and Nongbeuk villages.

The main challenge to progress is the ongoing negotiations about the amount of compensation that should be paid to landowners who will be required to move.

Officials offered compensation of 40,000 kip per square metre but local residents rejected this. They said they should be awarded more because land prices in the area had risen rapidly since the new road link was built.

Vientiane Mayor Mr Soukanh Mahalath visited the project site this week and said that on the whole the collaboration between city officials, district officials and villagers was productive.

But he called for stronger cooperation between the relevant authorities and local residents in addressing all the issues that were delaying the progress of the project.

The mayor said an arbitration committee had been set up to discuss the matter with the villagers and agree on the rate of compensation.

The Vientiane authorities also set up a committee to demarcate the boundary of the project site and to collect information about how many plots of land are involved.

The Nongping area is slated for development as a modern township. Investors are being encouraged to develop various amenities including hotels, a commercial centre, residential area, public parks, green area, schools and a hospital.

In October 2010, the government hired Nikken Sekkei Civil Engineering Ltd of Japan to conduct a detailed plan and survey of the Nongping area at a cost of more than 7 billion kip (US$990,000).

T he survey aimed to produce a detailed socio-economic profile, and land use, infrastructure and concept plan for the overall development of the area. It is envisaged that the development will spur investment and cater to the grow ing population of Vientiane.

Currently, Vientiane has a population of 850,000, which is expected to increase to 1,440,000 people by 2030. In addition, the number of vehicles in Laos has soared to more than 1.2 million, of which more than half are in Vientiane.

It has therefore become necessary to expand the capital to cope with population growth and the inflow of foreign investment.

According to the authorities, Thongkhankham, a major market in Chanthabouly district, is expected to relocate to the new township when it is built.

The existing market will be developed into a modern trade centre, which it is hoped will attract both investors and tourists.

Fantastic design, very well landscaped unlike most master plans. It would create a very natural and spacious city when built
