John Cirigliano, the project’s managing partner, said the target residents for Thistle Station include young professionals and students attending nearby Bluegrass Community and Technical College as well as the expanding Transylvania University campus blocks away.

Cirigliano said the development’s status as an urban infill project is important, especially to Millennials. “We saw that as being powerful,” said Cirigliano. “Studies of Millennials in the last decade show they basically rented and didn’t purchase homes. They are quite mobile. We identified them as a residential solution. They want to be near Jefferson Street [for its restaurants, bars and entertainment] and places like that, and to other Millennials.”

The 4-acre plot once included a lumber yard. Wood products were cleared and incinerated onsite. Old buildings on the site are now being demolished after a delay due to weeks of wet summer weather.

Lexington’s Urban County Council gave final approval Thursday for developers of a 16-story mixed-use apartment complex on Newtown Pike to use new property taxes generated from the project to pay for new roads, street lights and sewer lines.

The developers of Thistle Station, a $25 million project that will include 200 apartments, want to use $2.75 million in taxes generated over 20 years to pay for infrastructure on the 4-acre site along Newtown between Third and Fourth streets. In addition to the 16-story building, plans call for a two-story, 8,000-square-foot building at the back of the property, facing Fourth Street, for retail space or restaurants.

The council voted unanimously Thursday to approve the incentives, called tax increment financing. The proposal now goes to the Kentucky Economic Development Finance Authority, the state agency that oversees business incentives, for final approval.

John Cirigliano, one of the developers of Thistle Station, said Thursday the initial site work has already been completed. Developers hope to begin construction sometime in late spring or early summer. Construction will take about 14 months, he said.

As usual for this town nothing has happened on the site. It has a fence surrounding it but that is it unfortunately.
