Union minister promises to set up AIIMS in Karnataka

Bangalore: The Centre is examining a proposal from the State government to convert the Employees State Insurance Corporation’s (ESIC) medical education complex in Gulbarga into an All India Institute of Medical Sciences (AIIMS), Union Health and Family Welfare Minister Harsh Vardhan announced on Saturday.

Addressing a press conference before reviewing the progress of the National Rural Health Mission and other programmes in the State, Harsh Vardhan, recently said that the Labour Ministry had written to him asking for the complex to be taken from the ESIC and be run by the health ministry.
The medical education complex consists of medical, dental, nursing colleges, paramedical institutes and a super speciality hospital.
In addition, the State government has suggested three locations where it was ready to hand over 200 acres of land for setting up AIIMS.
“We are examining all proposals. The final selection will be based on merit and requirement of the people. Karnataka will get an AIIMS for sure”, the minister said.
Health Minister U?T?Khader and Minister of State for Medical?Education Sharanprakash Patil refused to disclose the other three locations suggested by the State government, stating that any disclose at this stage would result in a flood of similar requests from across the State.
Replying to another query, Harsh Vardhan said the Centre is keen on a single All India entrance test system for admission to medical colleges.
He pointed out that the Supreme Court had agreed to have a relook at its judgment of scrapping the single common entrance test for admission to MBBS, BDS and postgraduate courses in all medical colleges, which was delivered last year.
“We are perusing the matter closely. Having a single common entrance test will help in curbing collection of capitation fees and malpractices in admission process”, Vardhan said.
To a query on the Supreme Court issuing notice on a PIL seeking a complete ban on the production of cigarettes and other tobacco products across the country, Vardhan said the Health Ministry was for the maximum possible controlled use of tobacco.
The Minister also reviewed the upgraded government medical colleges, being made into super-speciality hospitals, in Bangalore, Bellary and Hubli

Govt. to construct two residential schools for minorities this year

The Municipal Administration and Minority Welfare Minister Qamarul Islam has said during the current year two residential schools for the minorities, on the model of Navodaya School, would be established in the State.

Speaking after laying the foundation stone for the Government Residential School , to be constructed at a cost of Rs 7.85 crore, at Savalagi village in Gulbarga taluk recently, Mr. Qamarul said that one of these schools would be established in north Karnataka and another at south Karnataka.

The government, in phases, would establish such residential schools for the minorities in all the 30 districts in the State.

Land
He said 35 acres of land each is required for establishing these schools and the district which offers the land would be allotted the residential school this year.
Referring to the existing Government Residential School for Muslims established at Gulbarga, Ramnagar, Srirangapatna, Bangalore and Bijapur 18 years ago, Mr. Qamarul said except in Bijapur, the rest of the residential schools were functioning in rented buildings. The government had initiated measures to construct its own buildings for all the remaining schools.

Union govt. should establish AIIMS unit in Gulbarga: Kharge

Leader of the Congress in the Lok Sabha Mallikarjun Kharge has said the Union government should utilise the readily available infrastructure facilities available in the ESIC medical complex in Gulbarga and establish the proposed unit of the All India Institute of Medical Sciences (AIIMS) here.

Mr. Kharge, who was instrumental in sanctioning the ESIC medical complex in Gulbarga as Union Labour Minister in the previous UPA government, said instead of waiting for the infrastructure to be created elsewhere, the Union government should utilise the readily available world class infrastructure created for a super-speciality hospital in ESIC medical complex at Gulbarga.

He said the State government should put pressure on the Union government to sanction the AIIMS to Gulbarga.

The establishment of the AIIMS here would help the people of the entire Hyderabad-Karnataka region and also those from neighbouring districts in Andhra Pradesh and Maharashtra.

He said that he had already discussed the issue with Dr. Vardhan and asked him to send a study team to assess the infrastructure facilities available in the ESIC medical complex before taking a final decision in this regard.

'KPCL, NTPC to Develop Chhattisgarh Power Project'

BANGALORE: The state government will build the 1,600-MW coal-fired power project in Chhattisgarh in collaboration with the public sector National Thermal Power Corporation (NTPC) instead of L&T.

Power Minister D K Shivakumar said here on Wednesday that the previous BJP government had signed an MoU with its Chhattisgarh counterpart to set up the plant in a joint venture between Karnataka Power Corporation and L&T. The project was stalled on account of non-allocation of coal as the Union Coal Ministry had refused the allocation in view of the collaboration with a private firm.

Shivakumar said the hurdle was cleared after the state communicated to the Coal Ministry that the project would be taken up with NTPC. He said the state government had spent over Rs 200 crore for the Chhattisgarh project, and land acquisition had been completed. The project, which would be developed in Janjgir-Champa district at an estimated cost of Rs 9,015 crore, would be taken forward with the signing of a MoU with NTPC, after securing cabinet clearance. The Ministry of Environment and Forests is yet to give its clearance due to non-allocation of coal, he said.

The 1,600-MW coal-fired Yermarus Thermal Power Project and 700-MW Bellary Thermal Project-III are are expected to be commissioned by next March.

Describing his meeting with Union Power Minister Piyush Goyal, he said the plea for coal linkage to the proposed 2,640-MW Gulbarga power project has been approved. He said Goyal expressed his helplessness regarding the state’s request for additional power from the Central Generating Station.

Ensure safety of tank, CM tells Minister Islam

Chief Minister Siddaramaiah had a telephonic discussion with Municipal Administration and Waqf Minister Qamarul Islam about the hairline crack along the bund of the Sharanabasaveshwar tank and asked the Minister to take all measures to ensure that there was no danger to the tank.

Mr. Islam told The Hindu here on Sunday that he had explained the precautionary measures taken to let the water out.

Once the situation improved corrective measures would be taken to ensure that the safety of the tank.

He said that a proposal to construct a retaining wall abutting the bund where the crack was noticed was under consideration. “We will take all precautionary measure to ensure that the tank is safe from all threats,” he said..

Mr. Islam said that flood water entering the tank from the moat of the Gulbarga fort had also been blocked. There was an improvement in the flood situation in the city and the water which had entered localities had started receding. He added that the Chief Minister had also agreed to convene a meeting of legislators from the district to consider the plea for diverting water from the Upper Krishna Project (UKP) to the Bhima to meet the drinking water requirement of cities and towns and the Central University of Karnataka at Kadaganchi in Aland taluk in Gulbarga District.

He said that the State had to depend on Maharashtra for the release of water into the Bhima. If there was scanty rain, Maharashtra usually did not release water from its dam. Diverting the water from UKP would be the permanent solution to this problem.
Under the Tank Development Programme, he said that the government will develop the Bhosga and Khaja Kotnur tanks into alternate drinking water sources for Gulbarga. The Khaja Kotnur and Bhosga tanks could meet the 50 per cent of the drinking water requirement of the city during emergencies.
