IC's Guess the US County V.2

Alright, here's my latest installment.

Any arrows on the county are placed there to cover up any information on the county that could give it away.

Points:
4 for county AND state
3 for County
1 for state

1. should be easy enough

2. A little more difficult

3. A little more difficult.

As per usual, if you are a local to the are or a resident of this state, please do not guess for that county..let's let the others have some fun. The same rule goes for anyone who knows the county right after seeing the pic.

Hints will come later.

The three counties are from three separate states.

Nebraska borders one of these states.

One of these counties contains a city with more than 100,000 people.

1. WAY off.

3. County 3's state borders one of those two you suggested.

And the one I thought would be guessed first is the last one remaining.

Actually not.

The state borders a river, though.

I figured this one would be the first to be guessed because it contains a city with over 200,000 people...but I guess I was wrong.
