KOLLAM: The Kollam-Thirumangalam National Highway will be closed from Wednesday for 10 days to facilitate the construction of the railway overbridge and an approach road near the Aryankavu Sales Tax checkpost here as part of the Punalur –Chenkotta railway gauge conversion. Goods transport through the highway will have to take a longer route through Nagercoil –Thiruvanant-hapuram as the proposed alternate road through Achankovil had not been maintained for several years. The shutdown will also affect cross-border passengers from both Tamil Nadu and Kerala.
The alternate route suggested is through Achankovil, where the road joins the National Highway at Alimukku near Punalur. This road has been left unmaintained for the last several years and is unfit for goods movement. Bus passengers heading towards Tamil Nadu will have to get down at the KSRTC bus stand at Aryankavu and walk till Puliyara in Tamil Nadu, crossing the border by foot.
The Kollam–Thirumangalam route is one of the busiest inter-State roads that facilitate goods movement across the border. Kollam is the hub for foodgrain including rice and wheat which pour into the FCI godowns in 6 districts in Southern Kerala. This movement will also be affected with the closure of the highway.
The new bridge constructed at Aryankavu will be two meters higher than the present road level to facilitate electrification of the new railway. Approach roads to the bridge will be constructed from the Sales Tax checkpost and will be raised for about 300 metres to meet the bridge.
The present single lane overbridge is 112 years old and the new bridge will facilitate two-way traffic through it.

As per DMRC's 2006 finding, city traffic could be managed by proper bus service. In the conclusion of feasibility study for mass rapid transit system in Thiruvananthapuram, Peak Hour Peak Direction Traffic (PHPDT) in 2030 was found to vary between 3,080 to 7,231. "Since the level of PHPDT can be easily handled with bus traffic, introduction of metro services has not been found justified. Need for metro rail system on Sreekaryam-Pappanamcode corridor has also been explored. The maximum PHPDT on this corridor is only 5,475, even in 2030, and therefore, even light capacity metro rail system (LRT) is not justified," the report stated.

The solution for future traffic woes suggested by DMRC is introduction of memu type suburban trains. "Memu type suburban trains of six coaches each should be run at half an hour interval during morning peak period (7am to 9am) and evening peak period (5.30pm to 7.30pm). During the rest of the day, frequency of memu train should be one hour. Thus the total number of memu suburban trains will be 15 between Quilon and Neyyatinkara and 15 between Neyyatinkara and Quilon," the report said.

DMRC had assessed the cost of improvement to commuter rail system at Rs 176 crore. It suggested Railways and state government to equally share the cost similar to the multi-modular commuter transportation system between Railways and Andhra Pradesh government.

Cabinet to look into contradictory reports

Following TOI expose of the contradictory reports from DMRC regarding feasibility of light metro in the state on Saturday, PWD minister V K Ebrahim Kunju said cabinet will look into the matter. TOI has unearthed the general consultancy agreement of monorail between DMRC and KMRL, where the former stated that light metro was not feasible for Thiruvananthapuram due to its topography. "The issues raised by TOI will be discussed in the cabinet. Cabinet has not decided on giving the general consultancy to DMRC," he said.

When asked about the credibility of DMRC which gave contradictory reports, the minister said that it was not an occasion to criticize DMRC. "Everything will be executed in a transparent manner," he said.

On Thursday, DMRC principal adviser E Sreedharan had stated that light metro had not been an option before the DMRC which was contradicted by its own general consultancy report.

It is said 56 lakhs have been spent on this bus shelter (not a terminal by looks). But I cannot visualize anything worth of that amount in this bus shelter. This can be done with just 10 to 15 lakhs as well! The levelling of the ground was done way before during the Thankasseri Fort and the surrounding premises development. So, where is this 56 lakhs utilized!!

Sanitation mission to study abattoirs' hygiene

KOZHIKODE: The Kerala State Sanitation Mission will entrust an experienced agency to carry out study on the existing status of slaughterhouses and to prepare a detailed project report (DPR).

The initiative will help the state to set up modern slaughterhouses at the identified locations to ensure the hygiene standard of the meat being sold. The move is expected to bring much-awaited relief to the Kozhikode corporation as it is among the selected local self-government bodies to carry out the study.

The mission will cover five corporations of Thiruvananthapuram, Kochi, Thrissur, Kozhikode and Kollam and 12 municipalities of Alappuzha, Changanassery, Kottayam, Kannur, Vadakara, Aluva, Thiruvalla, Perumbavoor, Tirur, Palakkad, Kasaragod and Thalassery under its study.

The DPR will be prepared on how to to set up a house with the capacity to slaughter 50 to 300 animals per day. The model plant is being proposed to meet the guidelines of Prevention of Cruelty to Animals (slaughterhouses) Act 2001.

Once the mission finalizes the agency then the agency will conduct a detailed study to assess the condition of the existing status of slaughterhouses and the DPR will be prepared for modernizing abattoirs. The study will also conduct environmental assessment and prepare environmental statement for each case. It will provide information on the suitable site and requirement of slaughterhouses.

An official with State Sanitation Mission said that it has shortlisted eight agencies to carry out the study and to prepare DPR. "The mission will finalize one among the eight shortlisted agencies to carry out study and DPR by November 15. The study will help the state to get a clear picture about the status of the existing slaughter houses and to prepare a DPR that will allow the government to set up slaughter houses on the basis of its report in future,'' said the official.

Meanwhile, Rajani Pullanikkat, district sanitation mission in-charge said that there no recognized slaughter house exist in any of the LSG bodies in the district. "Only Thamarassery panchayat has approached us expressing willingness to set up a modern abattoir recently. The establishment of modern abattoir will ensure hygienic standard of meat sold at the meat shops,'' she said.
